Article 13. To see if the Town will grant the use of the Town Hall at a minimum charge of five dollars ($5.00) per day to :-


1. Parent-Teacher Association, two evenings.


2. Plainville Fire Department, six evenings.


3. Alumni Association, two evenings.


4. Plainville Grange, one day and three evenings.


5. Plainville M. E. Church, one day and three eve- nings.

Article 14. To see if the Town will vote to appropri- at the sum of $511.76 the amount apportioned to Plain- ville for repairs and maintenance of the Norfolk County Hospital.


Article 15. To see if the Town will vote to accept the provisions of Chapter 90 of the General Laws for the extension of Bacon Street from Washington Street to a point near the junction of Messenger and Taunton Streets and appropriate the sum of $2,000.00 for this purpose and determine how the same shall be raised.


Article 16. To see if the Town will vote to raise and appropriate a sum not to exceed Five Hundred Dollars

($500.00 to be paid to the Attleboro Hospital for the establishment and maintenance of a free bed in the Hospital for the care and treatment of persons certified by the Selectmen to be residents of the Town and unable to pay for such care and treatment; in accordance with Section 74 of Chapter 111 of the General Laws, or take any action in relation thereto, and act fully thereon.


Article 17. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to renew any or all of the revenue loans of 1932, issued for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws, the same to be paid from the revenue of 1932, or take any action relative thereto.


Article 18. To see if the Town will vote to authorize the Board of Selectmen to grant to Frank P. Toner a right of way extending from Messenger Street southerly over land of the Town to the land which was conveyed to said Frank P. Toner by a vote at the annual meeting held in March 1931, or do or act in any manner relative thereto.


Article 19. To see if the Town will vote to authorize the Water Commissioners to make a written contract with the Water Commissioners of North Attleboro, for a period of not more than ten (10) years, to furnish the inhabitants of the Town of Plainville with water, or do or act in any manner relative thereto.


Article 20. (Petition) To see if Town will vote to extend the Electric Lighting System from Taunton Street in a westerly direction along Messenger Street to the North Attleboro Line and appropriate a sum of money therefor, or do or act in any manner relative thereto.

WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS Norfolk, ss.


To either of the Constables of Plainville, Greeting :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabi- tants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on MONDAY, the SEVENTH DAY of MARCH, A. D. 1932 at nine o'clock in the forenoon, then and there to act on the following Articles, viz :


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz : Three Selectmen, three Overseers of Public Welfare, one Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Trustee of Public Library for three years, one Water Commissioner for three years, one member of School Committee for three years, one Assessor for three years, one Tree Warden, one Moderator for one year, one Park Commissioner for three years, and three Constables.


All officers, except the above named, are to be chosen for one year.


Polls will be open at six o'clock A. M. and may be closed by vote at two o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all Articles calling for appropriations to an adjourned meeting to be held Monday evening, March 7. 1932.

ANNUAL REPORT


PROCEEDINGS OF THE TWENTY-EIGHTH ANNUAL TOWN MEETING


Town Hall, Plainville, Massachusetts, March 7, 1932.


Pursuant to the foregoing Warrant the 28th Annual Town Meeting was held in the Town Hall, it being the first Monday of March, 1932.


The ballot box was inspected, found empty, and locked by Town Clerk and key turned over to police officer.


Ballot Clerks: Alice Ribero and Fred Northup.


Tellers : Dacia Anderson and Frank King.


Ballot Box: Harry Kenerson.


Police Officer : Jesse Franklin, Jr.


The above having been appointed by the Selectmen. were duly sworn to the faithful performance of their respective duties by Town Clerk.


At six o'clock A. M. the polls were declared open and voting was in order.


At nine o'clock A. M. the meeting was called to order by Town Clerk.


Owing to the absence of the Moderator, the first order of business was the election of a Moderator Pro Tem. Mr. William H. Nash's name was placed in nomination and he was duly elected Moderator Pro Tem.


On motion by Arthur L. Crowley, it was voted to dispense with the reading of the Town Warrant.


Article 1. Unanimously voted that Joseph Craik. Chester Meyer. and Elmer Pease be elected Fence


Viewers and Field Drivers for the ensuing year.

Unanimously voted that Geo. B. Greenlay, Harry O. Proal, Henry I. Riley, and Ernest E. Munroe be elected Measurers of Wood, Bark, and Lumber for the ensuing year.


Article 3. Unanimously voted that the reports of the Selectmen, Treasurer and other Town Officers be accepted as printed with the exception of any error in printing.


Article 22. Mr. George Snell reported for the Com- mittee that. was appointed last year, to investigate the legality of placing the Water Department land under the Town Forest Act, that this matter had all been straightened out with the State before the Committee met.


The following Committee was appointed by the Chair to bring in names as recommendations for the Finance Committee for the ensuing year: O. P. Brown, H. A. Holt, J. Rex Shepler. Elmer Ralston, and Jacob Engle- bert.


Article 4. Motion by George Snell and unanimously voted that we postpone any further action on the articles in the Warrant until an adjourned meeting to be held in Town Hall at 8:00 P. M., March 7, 1932.


At 9:30 A. M. voted to adjourn until 8:00 P. M. this evening.


At 2:15 P. M. voted to close polls. 250 ballots cast and 250 names checked on voting list.

Article 5. Motion by Millard Rines, and unanimous- ly voted that the Town accept the provisions of Chapter 81 of the General Laws and raise and appropriate the sum of $4,300.00 therefor.


Article 6. Section 1. Motion by Fred Northup, and unanimously voted that the sum of $924.59 be raised and appropriated for the support of the Public Library for the current year. This amount includes the returns of dog taxes from the County amounting to $453.39 and fines paid library amounting to $21.20.

Grant, and unanimously voted that the sum of $2,050.00 be raised and appro- priated to be paid as follows: Town Clerk $150.00; Treasurer, $250.00; Tax Collector $250.00; Selectmen $125.00 each, plus $25.00 for the chairman; Assessors, $175.00 each, plus $25.00 for the clerk; School Commit- tee, $40.00 each ; Water Commissioners $25.00 each, plus $25.00 for the secretary ; Registrars, $20.00 each ; Audi- tor, $50.00; Milk Inspector, $50.00; Sealer of Weights and Measures, $50.00.


Section 3. Motion by Arthur L. Crowley, and unani- mously voted that the sum of $2,100.00 be raised and appropriated for the Selectmen's Current and Incidental Expenses for the current year.


Section 4. Motion by Oliver P. Brown, and unani- mously voted that the sum of $1,400.00 be raised and appropriated for the payment of Insurance for the cur- rent year.


Section 5. Motion by Millard Rines, and unimously voted that the sum of $5,000.00 be raised and appro- priated for Welfare Work for the current year.


Section 6. Motion by Arthur L. Crowley, and unani- mously voted that the sum of $4,000.00 be raised and appropriated for Old Age Assistance for the current year.


Section 7. Motion by Millard Rines, and unanimously voted that the sum of $500.00 be raised and appropriated for Soldiers' Relief for the current year.

ANNUAL REPORT


Section 8. Motion by Archie L. Walden, and unani- mously voted that the sum of $2,500.00 be raised and appropriated for Highways and Bridges, excluding Chapter 81, for the current year.


Section 9. No action was taken on this section of Article 6.


Section 10. Motion by Mr. Northup, and unanimous- ly voted that the sum of $100.00 be raised and appro- priated for Memorial Day Observance, same to be ex- pended by the John Edward McNeill Post, No. 217, American Legion.


Section 11. Motion by Edward E. Osterholm, and unanimously voted that the sum of $2,500.00 be raised and appropriated for Interest on Temporary Loans and Maturing Debt.


Section 12. Motion by C. F. Henrich, and unanimous- ly voted that the sum of $2,100.00 be raised and appro- priated for the Fire Department for the current year.


Section 13. Motion made and unanimously voted that we defer action on this section of Article 6 until Article 20 has been acted upon and then motion was made by Arthur L. Crowley, and unanimously voted that the sum of $4,500.00 be raised and appropriated for Street Lights for the current year. This amount to cover Article 20.


Section 14. Motion by Harry Thompson, and unani- mously voted that the sum of $4,000.00 be raised and appropriated for Water Department Incidentals and Pumping for the current year.


Section 15. Motion by Archie Walden that the sum of $200.00 be raised and appropriated for sidewalks for the current year.


An amendment was made to this motion by Harry Loud for an additional sum of $400.00 to be raised and appropriated for putting in sidewalks from Wades Hill in a Northerly direction. This to be done in order to give work to some of the unemplayed. The vote was questioned and upon a rising vote, the result was: Yes 41, No 36, in favor of $600.00 appropriation.
