To The Citizens of Plainville:


One more wartime year has found the citizens of Plain- ville doing their full share in the purchase of War Bonds and Stamps. Unfortunately, Plainville has no issuing agency of its own, and all bonds must be purchased at some neighbor- ing point. The Committee has tried hard to make sure that Plainville receives credit for all bond purchases. It is felt that the figures given are always lower than our real accomplishment.


The highlight of the Fourth War Bond Drive was the Bond Rally held in the Town Hall on February 10, 1944. During the evening $12,806.50 of "E" bonds were sold. This was more than our quota. At this Rally, for the first time, Bonds were dated with the name of Plainville, Massachu- setts. This dating was also used at the bond rallies in the Fifth and Sixth War Loan Drives and was the only way to get a bond so dated.

To either of the Constables of Plainville, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on


MONDAY, THE SIXTH DAY OF MARCH 1944, A. D.


at nine o'clock in the forenoon, then and there to act on the following Articles, viz:


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz: One Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Tree Warden, one Moderator, and three Constables, for one year. One Selectman and Overseer of Public Welfare, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.


All officers, except the above named, are to be chosen for one year.


Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening, March 6, 1944, at 7:30 P. M. in the Town Hall.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will vote to raise and appro- priate the sum of $800.00, or any other sum for the carrying on of the Moth work for the coming year.

Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for extraordinary unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any man- ner relative thereto.


Article 11. To see if the Town will vote to appropriate the sum of money apportioned to Plainville for repairs and maintenance of the Norfolk County Hospital.


Article 12. To see if the Town will vote to raise and appropriate a sum of money for the operation of Road Machinery or do or act in any manner relative thereto.

PROCEEDINGS OF THE FORTIETH ANNUAL TOWN MEETING


Town Hall, Plainville, March 6, 1944.


Pursuant to the foregoing warrant, the 40th Annual Town Meeting was held in the Town Hall, it being the first Monday of March, 1944.


The Ballot Box was inspected, found empty, and locked by the Town Clerk and the key turned over to Police Officer.

The above having been appointed by the Selectmen, were duly sworn to the faithful performance of their respective duties by the Town Clerk.

The Town Clerk read the call of the meeting and at 9:00 A. M. the polls were declared open.


At 9:00 A. M. the Moderator called the meeting to order. He appointed the following named as a committee to bring in names as recommendations for the Finance or Advisory Com- mittee: Arthur W. Washburn; John A. Kenerson; Frank King; James E. McNeill and Eugene Brodeur. Not having a quorum present the meeting adjourned until 7:30 P. M., March 6, 1944 at Town Hall.


By unanimous vote the polls were declared closed at 4:00 P. M. 43 ballots were cast, 43 names checked on voting lists and ballot box registered 43 ballots.

ANNUAL REPORT


Article 8. Motion by Edward E. Osterholm, and unani- mously voted to authorize the Town Treasurer, with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. Motion by George H. Snell, and unanimously voted to raise and appropriate the sum of $800.00 for the carrying on of the Moth work for the coming year.


Article 10. Motion by Edward E. Osterholm and unani- mously voted to raise and appropriate the sum of. $3,000.00 for a Reserve Fund for extraordinary or unforeseen expenses, this amount to be transferred from the Overlay Surplus Account.


Article 11. Motion by John A. Kenerson and unanimously voted to raise and appropriate the sum of $629.10, the amount apportioned to Plainville for the maintenance of the Norfolk County Hospital.
