The Police Department herewith submits its annual re- port for the year ending December 31, 1945.
During the year 22 arrests were made.
Complaints and investigations, 62.
Papers served for out of town departments, 12; Summons, 8; Warrants, 3, and Capus, 1.
Motor Vehicle accidents for the year 24. Persons injured, 20, and number of deaths, 1.
In our report we find that we had a rise in arrests the past year and had one fatal accident by auto, something we have not had since 1941. Our accidents increased during the past year.
We feel, however, that this was a successful year as all cases of any importance were cleared up.
In submitting this report I want to thank your Board and the members of this Department for the cooperation shown during the year 1945.

REPORT OF FIRE ENGINEERS
To the Honorable Board of Selectmen:
Gentlemen:
It is with some pride and a great deal of satisfaction that we are able to submit another very successful report of our department for the year 1945; successful in the matter of fi- nances and also the very small amount of losses sustained by fire. For the last four years we have been very fortunate in being able to carry on the work of our department on sums of money substantially less than the amount prepared in our bud- get. In a small way this has been due to careful planning but very largely due to good luck and also not being able to pur- chase some of the equipment that we had prepared to acquire.
You have been reading our recent reports where we have pointed out to you the fact that one of our units of apparatus was slowly deteriorating and would have to be replaced. Your board feels the responsibility of bringing to your attention that this should be done in the year 1947. In this respect we shall have specifications and estimates set up for the board of finance to observe and give their attention to at that time. We are in hopes that the matter of securing materials and the quality of same will be in a much improved condition at that time. For your information, the unit we would replace is now 24 years old and the national board of underwriters claim the use of any piece of apparatus after 16 years is hazardous.
We feel that the working conditions and the harmony in the department is on a very high plane due to the cooperation of the townspeople and the Board of Selectmen.
An invitation to the citizens of Plainville to visit and in- spect our quarters is very cordially extended.

REPORT OF PARK & PLAYGROUND COMMISSIONERS
Plainville, Mass., January 30, 1946
To the Honorable Board of Selectmen:
Gentlemen:
The Park and Playground Commissioners herewith sub- mit their annual report.
The Park and Playground was used as much this season as in previous years.
The pool was the most attractive spot, swimming is still the most active sport, with the return of the boys in service, we expect the Park to become a popular place.
The tennis courts will have to be put in perfect condition, also the baseball field.
6 baseball games and 10 softball games were played.
We were unable to hire a man caretaker, but were very fortunate to secure the services of Mrs. Reynolds to look after the children in the pool.
Playground equipment has been difficult to obtain but we have been assured that apparatus can now be delivered. We hope to install new pieces this year, therefore we are asking the town to reappropriate the unexpended balance from 1945.
New shrubbery was planted at the entrance which im- proves the front of the Park.

REPORT OF THE SELECTMEN
To the Town of Plainville:
Through the careful management and support of the Town Officers and Department heads, and with the cooperation of the townspeople, we were able to end the year 1945 in excel- lent financial condition.
There was nothing in the handling of the various funds committed to our charge which bears particular mention, ex- cept in connection with the Town Hall where it became neces- sary for the Finance Committee to authorize a transfer for emergency repairs amounting to approximately $1,000.00. This was expended on tower and skylight, pointing and painting foundation, rebuilding and re-surfacing chimneys which had become a public menace.
The drainage project which was begun on the corner of West Bacon and Walnut Streets will be resumed this spring, while that undertaken on Broad and Spring Streets was com- pleted with very satisfactory results. Permanent roads were resurfaced and kept in good condition insofar as labor and material permitted. As planned last year, trees were planted by the Tree Warden at the retaining wall location on Wither- ell's Back Pond.
The Board wishes to take this occasion to thank the mem- bers of the Rationing Board for their tireless efforts during the war years. In our opinion this was a most difficult job well done. Our thanks also are extended to the Salvage Commit- tee, headed by Mr. Harry Proal, who did a splendid job in this capacity. A citation for meritorious service in the National Salvage Program during the years 1942-1945 has been received from the War Production Board. Another was received from the Commonwealth of Massachusetts in recognition of the val- uable service rendered the State by the 10th Company of the Massachusetts State Guard.
We gratefully acknowledge the co-operation given us by all Town Officers during the year.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on
MONDAY, THE FOURTH DAY OF MARCH 1946, A. D.
at nine o'clock in the forenoon, then and there to act on the following Articles viz:
Article 1. To choose all the necessary Town Officers.
Article 2. The following to be chosen by ballot, viz: One Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Tree Warden, one Moderator, and three Constables, for one year. One Selectman and Overseer of Public Welfare, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.
All officers, except the above named, are to be chosen for one year.
Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.

Article 25. To see if the Town will vote to amend ART. III, Section VI of its By-Laws at the next Town Meeting by striking out the second word in the first line and inserting in its place the words, "School Committee," so as to read: "The School Committee shall have the care, custody and superin-

tendence of the Town Hall. They may let the hall for lectures, concerts, and exhibitions, and for such other purposes as they in their discretion may deem proper. No charge, however, for the use of the hall shall be made to any political party that may wish to hold political meetings or caucuses therein, or for school purposes, or whenever the town by vote grants the free use to any organization," or do or act in any manner relative thereto.
Article 26. To choose any committee and to hear the report of any committee and act theron.
Hereof fail not to make due returns of this Warrant and your doings thereon to the Town Clerk in conformity with the Public Statutes at or before the time of said meeting.
