REPORT OF WATER COMMISSIONERS


To the Honorable Board of Selectmen, Town of Plainville Plainville, Massachusetts


Gentlemen:


The year 1946 saw much activity in the Water Department.


Three (3) leaks were repaired and three (3) new services installed and one (1) service renewed.


At a special Town Meeting in May, water extension was voted on Potter Avenue, Hillcrest Drive and Mathurin Road, a total of eighteen hundred feet, and $3,500.00 was appropriated.


Cement pipe was ordered from the Johns-Manville Com- pany, but conditions were so confused that late in November we borrowed all the pipe available from Millis and Norton, and layed five hundred fifty-five feet. On December 24th our first shipment of six hundred feet arrived and the pipe bor- rowed was returned. Nine (9) new houses on Potter Avenue were connected and one old one. We recommend $4,850.00 be appropriated for the Water Department in 1947.

The Police Department herewith submits its annual re- port for the year ending December 31, 1946.


During the year 10 arrests were made.


Complaints and investigations, 66.


Papers served for out of town departments, 22; Summons, 17; Warrants, 5.


Motor Vehicle accidents for the year, 23. Persons in- jured, 33; and number of deaths, 1.


We feel, however, that this was a successful year as all of our cases were cleared up.

Gentlemen:


In submitting our report for the year 1946, we wish to inform you that our Department has had another very favor- able year.


1. Our losses by fire have been very small.


2. Our cost of extinguishing forest fires has been almost at a minimum.


3. Having a substantial balance on December 31 proves that once more we have not had any out of the ordinary expenses with which to cope.


Again we must call to your attention the fact that our equipment is becoming very antiquated and we are asking for an appropriation at Town Meeting for some replacements.

REPORT OF PARK AND PLAYGROUND COMMISSIONERS


To the Honorable Board of Selectmen:


Gentlemen:


The Park and Playground Commisisoners herewith sub- mit their annual report.


It has been difficult to keep the park in perfect condition, due to the shortage of labor. A woman was employed after- noons to look after the children and a boy to clean the park and mow the grass in the mornings. While this worked out fairly well, it would be better to have a man to do the heavy work around the grounds.


We were unable to buy new apparatus until late in the season, and since the closing of the playgrounds we have ac- quired new see-saws and giant swings. It will be necessary to buy a new diving board and baby swings in the spring. We hope to have the playground in first-class condition once again this summer.


18 baseball games and 10 softball games were played.


Youngsters continue to do a great deal of damage around the grounds and it is difficult to cope with them.


We desire an appropriation of $625.00.

The decline of Gypsy Moth infestation throughout the town shows a wonderful improvement over the previous two years, especially in the woodland areas. Creosoting work was done only along our roadsides, and spraying was carried on during the feeding time of the moths. The amount of poison used was 1,500 pounds.


No reimbursement for fall work was received from the State Department, and all State reports have been sent to the State Forest Department.

The Plainville Public Library has continued for the year of 1946 with the same officers: President, Mrs. Bertha Averill; Secretary, Mrs. Alice Pease.


Due to conditions prevailing the library has been kept open by the use of assistant librarians: Alice Ribero and Mil- dred Franklin, ably assisting the librarian, Alice Pease.


We are still cooperating with the school in the matter of certified State Reading, and books are purchased each year to add to the required material.


We have continued our practice of sending books to hos- pitals.
