WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS


Norfolk, ss.


To either of the Constables of Plainville, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall in said Plainville, on


MONDAY, THE FOURTH DAY OF MARCH 1946, A. D.


at nine o'clock in the forenoon, then and there to act on the following Articles, viz:


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz: One Treasurer, one Town Clerk, one Auditor, one Collector of Taxes, one Tree Warden, one Moderator, and three Constables, for one year. One Selectman and Overseer of Public Welfare, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.


All officers, except the above named, are to be chosen for one year.


Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening, March 4, 1946 at 7:30 P. M. in the Town Hall.


Article 5. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws.

Article 7. To see if the Town will vote to have the surety of the Collector of Taxes, Deputy Collector of Taxes, Treasurer, Town Clerk, and Secretary of the Water Commis- sioners bond placed with a fidelity or guarantee company, and appropriate a sum of money to pay for the same.


Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the carrying on of the Moth work for the coming year.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extraordinary unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.


Article 11. To see if the Town will vote to appropriate the sum of money apportioned to Plainville for repairs and maintenance of the Norfolk County Hospital.

Article 12. To see if the Town will vote to raise and appropriate a sum of money for the operation of Road Ma- chinery or do or act in any manner relative thereto.


Article 13. To see if the Town will vote to raise and ap- propriate the sum of $50.00 for the planting of public shade trees as recommended by the tree planting committee of 1940, or do or act in any manner relative thereto.


Article 14. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Main- tenance, or take any action in relation thereto.


Article 15. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or take any action in relation thereto.


Article 16. To see if the Town will vote to raise and ap- propriate the sum of $2,781.69 for the payment of the follow- ing overdrafts incurred during the year of 1945 or do or act in any manner relative thereto:

Article 17. To see if the Town will vote to raise and appropriate the sum of $250.00 to be used to continue the platting of the Town, such to be expended when time and labor are available, or do or act in any manner relative thereto.


Article 18. To see if the Town at its annual meeting in March, 1947, will vote to elect its Treasurer for the term of three years and thereafter for a similar term or do or act in any manner relative thereto.


Article 19. To see if the Town at its annual meeting in March, 1947, will vote to elect its Collector of Taxes for the

term of three years and thereafter for a similar term or do or act in any maner relative thereto.


Article 20. To see if the Town will vote to purchase a truck for the Highway Department and raise and appropriate a sum of money to pay for same or do or act in any manner relative thereto.


Article 21. To see if the Town will vote to have a Com- mittee of three (3) appointed by the Selectmen to report at the next Town Meeting on the advisability of building a new Town Library as a Memorial to the men and women of World War II and raise and appropriate a sum of money for the use of said Committee, or do or act in any manner relative thereto.


Article 22. To see if the Town will vote to raise and ap- propriate a sum of money for the building of permanent side- walks or do or act in any manner relative thereto.


Article 23. To see if the Town will vote to install one (1) light on George Street about opposite the residence of Arthur Toner and raise and appropriate a sum of money to pay for same, or do or act in any manner relative thereto. Petition.


Article 24. To see if the Town will vote to install three (3) street lights on the westerly side of the four lane highway, from a point about opposite Shepard Street to a point about op- posite the driveway leading to the residence of Edgar F. Berry, and raise and appropriate a sum of money to pay for same, or do or act in any maner relative thereto.


Article 25. To see if the Town will vote to amend Article III, Section VI of its By-Laws at the next Town Meeting by striking out the second word in the first line and inserting in its place the words, "School Committee," so as to read: "The School Committee shall have the care, custody and superin- tendence of the Town Hall. They may let the hall for lectures, concerts, and exhibitions, and for such other purposes as they in their discretion may deem proper. No charge, however, for the use of the hall shall be made to any political party that may wish to hold political meetings or caucuses therein, or for school purposes, or whenever the town by vote grants the free use to any organization," or do or act in any manner relative thereto.

PROCEEDINGS OF THE FORTY-SECOND ANNUAL TOWN MEETING


Town Hall, Plainville, March 4, 1946


Pursuant to the foregoing Warrant, the 42nd Annual Town Meeting was held in the Town Hall, it being the first Monday in March, 1946.


The Ballot Box was inspected, found empty, and locked by Town Clerk and key turned over to Police Officer.

The above having been appointed by the Selectmen, were duly sworn to the faithful performance of their respective duties by the Town Clerk.

The Town Clerk read the call of the meeting and at 9 A. M. the polls were declared open.


The Moderator called the meeting to order at 9 o'clock. He appointed the following Committee: Arthur W. Washburn, Rufus King, Clarence F. Telford, James E. McNeill and Frank King to bring in a list of five names as nominees for the Finance Advisory Committee for the ensuing year.


Not having a quorum present the meeting adjourned until 7:30 P. M., March 4, 1946 at the Town Hall.


By unanimous vote the polls were declared closed at 4 P. M. 43 votes cost; 43 names checked on the voting lists and the Ballot Box registered 43 ballots cast.

Article 17. Motion by Edward E. Osterholm and unani- mously voted to raise and appropriate the sum of $250.00 to be used to continue the platting of the Town, such to be expended when time and labor are available.


Article 18. Motion by Edwin W. Pink and unanimously voted that the Town at its annual Town Meeting in March 1947 elect its Treasurer for the term of three (3) years and there- after for a similar term.


Article 19. Motion by Edwin W. Pink and unanimously voted that the Town at its annual Town Meeting in March 1947 elect its Collector of Taxes for the term of three (3) years and thereafter for a similar term.


Article 20. Motion by Oliver P. Brown and unanimously voted to raise and appropriate the sum of $2,100.00 for the purchase of a new truck for the Highway Department.


Article 21. Motion by Arthur W. Washburn that a com- mittee of three be appointed by the Selectmen to report at the next annual Town Meeting on the advisability of building a new Library Building as a Memorial to the Men and Women of World War II and raise and appropriate the sum of $100.00 for the use of said committee. This article was amended by Clarence F. Telford as follows: "This Committee shall be composed of five (5) residents of this Town, two (2) of which

shall be Veterans of World War II, one (1) man and one (1) woman." The article and amendment was passed by unani- mous vote.


Article 22. Motion by Ralph E. Crowell was unanimously voted to raise and appropriate $500.00 for the building of permanent sidewalks.


Article 23. Motion by Arthur W. Washburn and unani- mously voted to install one (1) street light on George Street about opposite the home of Arthur Toner and the amount of money necessary to pay for same be raised and appropriated under Section 20, Article 6.


Article 24. Motion by Edgar F. Berry and unanimously voted to install one street light on the westerly side of the four lane highway about opposite the driveway leading to the residence of Edgar F. Berry, and the money to pay for same be included in the amount to be raised and appropriated under Section 20 of Article 6.


Article 25. Motion by Edwin W. Pink and unanimously voted that the Town have placed in its Town Warrant for the next Town Meeting the following article:


"To see if the Town will vote to amend Article 3, Section 6 of its By-Laws by striking out the second word in the first line 'Selectmen', and inserting the word 'School Committee', so as to read:


"The School Committee shall have the care, custody, and superintendence of the Town Hall. They may let the hall for lectures, concerts, and exhibitions, and for such other purposes as they in their discretion may deem prop- er. No charge, however, for the use of the hall shall be made to any political party that may wish to hold political meetings or caucuses therein, or for school purposes, or whenever the Town by vote grants the free use of hall to any organization", or do or act in any manner relative thereto.
