regulations relative to construction, alteration and mainten- ance of buildings and other structures in the Town, and that the Moderator appoint a committee of five to examine said regulations and report at the next Town Meeting, or do or act in any manner relative thereto.


Article 23. To see if the Town will vote to raise and ap- propriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to in- crease the Post-War Rehabilitation Fund, in accordance with the provisions of Chapter 5, Acts of 1943; this increase to be added to the amount already earmarked for the building and equipping of a new school building, or do or act in any manner relative thereto.


Article 24. To see if the Town will vote to transfer to the Post-War Rehabilitation Fund, certain Funds in the Treasury known as the Alice I. Cobb account, for the purchase of bonds or other investments that are legal investments for savings banks in accordance with the provisions of Chapter 5, Acts of 1943. These Funds then to be ear-marked for the building and equipping of a new Public Library Building at some future date, or do or act in any manner relative thereto.


Article 25. To choose any committee and to hear the report of any committee and act thereon.


And you are directed to serve this Warrant, by posting up attested copies thereof at seven (7) Public Places in said Town, seven (7) days at least before the time of holding said meeting.

PROCEEDINGS OF THE FORTY-FOURTH ANNUAL TOWN MEETING


Town Hall, Plainville, March 1, 1948


Pursuant to the foregoing Warrant, the 44th Annual Town Meeting was held in the Town Hall, it being the first Monday in March, 1948.


The Ballot Box was inspected by the Town Clerk, found empty; and locked and key passed over to the Police Officer.

The Town Clerk read the call of the meeting, and the Polls were declared open at 6:30 A. M., and at 9 A. M., the Town Clerk called the meeting to order. Not having a quo- rum present, the Meeting adjourned till 7:30 P. M. this even- ing at the Town Hall.


By unanimous vote the polls were declared closed at 4:30 P. M. 446 votes cast; 446 names checked on voting lists and the Ballot Box registered 446 ballots cast.


Town Hall, March 1, 1948


The Moderator, Clarence F. Telford, called the meeting to order at 7:40 P. M. 142 present. Reverend John M. Bowmar was called upon for a short prayer.


The Moderator appointed Donald Breen, Clyde Barney, Austin Grant, Eugene Brodeur and Henry Poirier to bring in names for Finance or Advisory Committee for the ensuing year.

Article 14. Motion by Harry O. Proal, that the sum of $500.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90, Highway maintenance. This arti- cle amended by Edward E. Osterholm, that in addition the sum of $1,000.00 be transferred from unappropriated available funds in the treasury to meet the State and County's shares of the cost of the work; the reimbursements from the State and County to be restored, upon their receipt to unappropri- ated available funds in the treasury. Washburn, and unani- mously voted that the sum of $4,300.00 be raised and appro- priated to meet the Town's share of the cost of Chapter 81, Highways, and that, in addition, the sum of $7,200.00 be transferred from unappropriated available funds in the treas- ury to meet the State's share of the cost of the work, the re- imbursements from the State to be restored, upon their re- ceipt, to unappropriated available funds in the treasury.

Article 23. Motion by Alpin Chisholm, and unanimously voted that the sum of $10,000.00 be transferred from Surplus Revenue Account to the Post War Rehabilitation Fund and that this amount be ear-marked for the School Building and Equipment Program.


Article 24. Motion by Ralph E. Crowell, and unanimous- ly voted that the Town transfer, the sum of money now in the treasury, known as the Alice I. Cobb Account, to the sta- bilization fund set up last year, for the purpose of building and equipping a new Public Library building, as provided for in Chapter 124, Acts of 1945, General Laws. Mr. Edward Os- terholm informed the meeting the money in said fund amount- ed to approximately $2,017.52.


Previous to the vote on the above article, the Moderator informed the meeting that an error was made in the printing of Article 24, as shown on page 122 of the Annual Report. The correction is Chapter 124, Acts of 1945, instead of Chapter 5, Acts of 1943, and this transfer of money should be to the Stabilization Fund intead of Post War Rehabilitation Fund.


Article 25. The Committee appointed to bring in nomin- ations for the Advisory or Finance Committee presented the following names, and they were duly elected. Earle F. Barney, George H. Johnson, Alpin Chisholm, Charles F. Breen, Jr., and Oliver P. Brown.


The Moderator appointed the following committee under Article 22: (Building Regulations and Zoning) The three (3) Selectmen, Chief of the Fire Department, and Mr. Edward A. Henry. The Chairman of the Board of Selectmen to be Chairman of this Committee.


REPORT OF THE SCHOOL PLANNING COMMITTEE FOR THE YEAR 1947.


The Plainville School Planning Committee has been active during the year, and is still of the opinion that no new build- ing should be undertaken at this time.

We are of the opinion that the financial program should be continued, and are recommending that ten thousand dollars be added to the School Building Fund under the Post-War Rehabilitation Fund, making a total of thirty thousand dollars now available.


The Committee would like to see its work proceed at a faster pace, but it urges citizens to bear in mind that these are extremely difficult times in which to undertake building and also that for a project of this scope, it is necessary to plan and consider each step very carefully.


We further recommend that this Committee be continued as a School Planning Committee.

By unanimous vote this report was accepted and the Com- mittee continued in office.


The Library Building Committee reported that owing to the continued high prices of labor and material they had not made any further plans for construction of the building. The Committee is asking for the transfer of the money in the Alice I. Cobb Account to the Stabilization Fund set up last year for building and equipping a new Public Library. They also re- quest the same committee be continued in office.


By unanimous vote the report was accepted and the Com- mittee continued in office.
