REPORT OF THE SELECTMEN
To the Townspeople:
The year 1947 passed without incident of particularly out- standing nature. Effects of the current abnormal economic life are such as to dictate a more or less set tight attitude toward any undertaking not absolutely necessary to our general well being. This period of marking time has, however, not impaired thought and development of plans for the future. It has oc- curred to your Town Officers that since our community may be faced by an era of growth and expansion, there is increasing need for either a Zoning Act or the establishment of a Building Code with which to guard against hasty and indiscriminate construction of homes and business enterprises. The matter has been given considerable study and when a workable plan has been found, it will be further publicized and brought before the voters for consideration.
It is hoped that as costs tend to decline to more normal levels, other programs may be carried out and continuation of the drainage and sidewalk projects may be resumed.
The amount of the monthly grants to Old Age recipients has been increased twice this year, causing the Welfare Depart- ment to pay out a greater sum than anticipated. This will re- sult in an increased appropriation for 1948.
The Selectmen wish to thank all Town Officers and the various Departments for the splendid cooperation afforded them during the year.

To the Townspeople:
This year's report would hardly be complete without men- tion of the retirement, as of March 1948, of Oliver P. Brown, who has served the Town so faithfully as Collector of Taxes for a period of 38 years. His resignation under the Norfolk County Retirement System was regretfully accepted by the Board.
Edwin W. Pink, present Chairman of the Board of Select- men, also announced his retirement from public life, after 25 years service in various capacities.
William E. Nash, who after serving the Town in various offices for 40 odd years, resigned at the last Town Meeting, feeling he should give way to a younger man.
The contribution of these men to our community is hereby gratefully acknowledged, and has been duly spread upon the records of the Town.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall in said Plainville. on
MONDAY. THE FIRST DAY OF MARCH 1948. A. D.
at nine o'clock in the forenoon. then and there to act on the following Articles, viz:
Article 1. To choose all the necessary Town Officers.
Article 2. The following to be chosen by ballot, viz: One Town Clerk. one Auditor. one Tree Warden, one Moderator, and three Constables for one year. One Collector of Taxes for two years. One Selectman and Overseer of Public Welfare, one Trustee of the Public Library, one Water Commissioner, one member of School Committee. one Assessor and one Park Com- missioner for three years.
All officers, except the above named, are to be chosen for one year.
Polls will be open at 6:30 A. M. and may be closed by vote at 4:30 P. M.
Article 3. To consider and act on the reports of the Selectmen. Treasurer, and other Town Officers.
Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening. March 1, 1948 at 7:30 P. M. in the Town Hall.
Article 5. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1949 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 10. To see if the Town will vote to raise and appropriate a sum of money for the carrying on of the Moth work for the coming year.
Article 11. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extraordinary unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.
Article 12. To see if the Town will vote to appropriate the sum of money apportioned to Plainville for repairs and maintenance of the Norfolk County Hospital.
Article 13. To see if the Town will vote to raise and appropriate a sum of money for the operation of Road Ma- chinery or do or act in any manner relative thereto.
Article 14. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Main- tenance, or take any action in relation thereto.
Article 15. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or take any action in relation thereto.
Article 16. To see if the Town will vote to raise and ap- propriate a sum of money for the care and maintenance of the Town Dump, or do or act in any manner relative thereto.
Article 17. To see if the Town will vote to raise and ap- propriate the sum of $20.00 to reimburse Edward Roy for over-

payment of 1947 taxes, or do or act in any manner relative thereto.
Article 18. To see if the Town will vote to raise and ap- propriate the sum of $350.00 or any other sum, for the painting of the exterior of the Fire Station and Town Office Building, or do or act in any manner relative thereto.
Article 19. To see if the Town will vote to raise and ap- propriate the sum of $1,895.87 for the payment of an overdraft for snow removal incurred during the year of 1947, or do or act in any manner relative thereto.
Article 20. To see if the Town will vote to raise and ap- propriate the sum of $278.77, this being the amount appor- tioned to Plainville as its share of the cost of the Norfolk County Retirement System, or do or act in any manner rela- tive thereto.
Article 21. To see if the Town will vote to raise and ap propriate the sum of $2,200.00, or any other sum, for the repairs of the gutters on the Town Hall building, and to paint said building two coats outside, or do or act in any manner relative thereto.
Article 22. To see if the Town will vote to authorize the Selectmen to petition the State Board of Standards to propose regulations relative to construction, alteration and mainten- ance of buildings and other structures in the Town, and that the Moderator appoint a committee of five to examine said regulations and report at the next Town Meeting, or do or act in any manner relative thereto.
Article 23. To see if the Town will vote to raise and ap- propriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to in- crease the Post-War Rehabilitation Fund, in accordance with the provisions of Chapter 5, Acts of 1943; this increase to be added to the amount already earmarked for the building and equipping of a new school building, or do or act in any manner relative thereto.
Article 24. To see if the Town will vote to transfer to the Post-War Rehabilitation Fund, certain Funds in the Treasury

known as the Alice I. Cobb account, for the purchase of bonds or other investments that are legal investments for savings banks in accordance with the provisions of Chapter 5, Acts of 1943. These Funds then to be ear-marked for the building and equipping of a new Public Library Building at some future date, or do or act in any manner relative thereto.
Article 25. To choose any committee and to hear the report of any committee and act thereon.
And you are directed to serve this Warrant, by posting up attested copies thereof at seven (7) Public Places in said Town, seven (7) days at least before the time of holding said meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting, as aforesaid.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall in said Plainville, on
MONDAY, THE FIRST DAY OF MARCH 1948, A. D.
at nine o'clock in the forenoon, then and there to act on the following Articles, viz:
Article 1. To choose all necessary Town Officers.
Article 2. The following to be chosen by ballot, viz: One Town Clerk, one Auditor, one Tree Warden, one Moderator, and three Constables for one year. One Collector of Taxes for two years. One Selectman and Overseer of Public Welfare, one Trustee of the Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.
All officers, except the above named, are to be chosen for one year.
Polls will be open at 6:30 A. M. and may be closed by vote at 4:30 P. M.
Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.
Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held
