Plainville Does It Again


For some time the pupils of Plainville Junior-Senior High desired to sponsor the purchase of a fighting plane by the sale of War Stamps and Bonds, but the amount necessary always seemed too great. Early in January the Treasury Department approved a plan for the sponsoring of fighting ships by the municipalities of our country. The Board of Selectmen welcomed this opportunity and appointed a committee to organize and direct the sale of bonds and stamps in the Town of Plainville.


The drive was scheduled for March 15 to May 1. The goal set was $30,000, the purchase price of a landing barge with ramp. The response by the people of Plainville was tremendous. No sooner had the announcement of the goal of $30,000 been made than one prominent family guaranteed to purchase an additional $30,000 if the town reached its goal.


The drive was organized on three distinct plans. The first was a personal canvass by the pupils of the schools. A War Bond was offered to the pupil who earned the greatest number of points according to a schedule which attempted to consider both the size of the bond and the number of sales. The pupils proved to be very fine salesmen. The War Bond was awarded to William Norwick, Grade 10, who completed ninety-two sales totalling $15,000.


The second plan was a canvass of all the business institu- tions of the town by the members of the War Bond Committee. Each business house cooperated to the fullest extent, and the success of this part of the drive matched in every way the success of the first.


The third plan consisted of a monster bond auction, held in the Town Hall, April 21, 1943. Mr. Earl Thompson was auc- tioneer. Articles of all kinds, from pigeons to sugar were given to each purchaser of a bond. When the last article was bid in, a total of $50,000 in bonds had been sold.


With the total sales growing each day, arrangements were made to sponsor a fighting plane in addition to the landing barge. Both machines of war have been delivered to our armed forces and no doubt have seen service against the enemy. The picture of our plane, a P-51 Mustang, is the frontispiece of this year's town report.

WARRANT FOR ANNUAL TOWN MEETING

To either of the Constables of Plainville, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in the Town Hall, in said Plainville, on


MONDAY, THE FIRST DAY OF MARCH 1943, A. D.


at nine o'clock in the forenoon, then and there to act on the following Articles, viz:


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz: One Treasurer, one Town Clerk, one Selectman and Overseer of Public Welfare, one Auditor, one Collector of Taxes, one Tree Warden, and one Moderator, for one year. One Selectman and Overseer of Public Welfare, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years, three Constables for one year.


All officers, except the above named, are to be chosen for one year.


Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.


Article 3. To consider and act on the reports of the Select- men, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening, March 1, 1943 at 7:30 P. M. in the Town Hall.

Article 6. To appropriate and raise by borrowing or other- wise such sums of money as may be required to defray Town charges for the financial year ending December 31, 1943 and expressly for the following purposes to wit:

Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1944 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of les sthan one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will vote to raise and appro- priate the sum of $800.00, or any other sum for the carrying on of the Moth work for the coming year.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for extraordinary unforeseen expenses, as authorized by, Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.

Article 11. To see if the Town will direct the Selectmen to grant the use of the Town Hall at a minimum charge of $5.00 per day to any local organization, or do or act in any manner relative thereto.


Article 12. To see if the Town will vote to appropriate the sum of $624.17, the amount apportioned to Plainville for repairs and maintenance of the Norfolk County Hospital.


Article 13. To see if the Town will vote to raise and appropriate the sum of $750.00 for the purpose of hiring an assistant to act as clerk for the Board of Welfare, for the cur- rent year, or do or act in any manner relative thereto.


Article 14. To see if the Town will vote to raise and appropriate a sum of money for the operation of Road Machinery or do or act in any manner relative thereto.


Article 15. To see if the Town will vote to raise and appropriate the sum of $50.00 for the planting of public shade trees as recommended by the tree planting committee of 1940, or do or act in any manner relative thereto.


Article 16. To see if the Town will vote to accept the provisions of Chapter 90 of the General Laws and raise and appropriate $500.00 for maintenance of Chapter 90 roads or do or act in any manner relative thereto.


Article 17. To see if the Town will vote to authorize the Board of Health to contract for the disposal of garbage and vote to raise and appropriate the sum of $350.00, or do or act in any manner relative thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of $100.00 for the use of the Ration Board, or do or act in any manner relative thereto.


Article 19. To see if the Town will vote to raise and appropriate the sum of $9.26 overdraft in 1942, on Collector of Taxes' appropriation, or do or act in any manner relative thereto.


Article 20. To see if the Town will vote to raise and appropriate a sum of money for Civilian Defense, or do or act in any manner relative thereto.

Article 21. To see if the Town will vote to raise and appropriate the sum of $250.00 to be used to continue the plat- ting of the Town in the outlying sections, or do or act in any manner relative thereto.


Article 22. To see if the Town will vote to ratify and confirm the acts of the Treasurer and Selectmen in making cer- tain conveyances since the year 1939 of tax title land, which had been acquired by the Town, by the foreclosure of the right of redemption according to law, or do or act in any manner relative thereto.


Article 23. To see if the Town will vote to amend its by-laws by adding to Article 6 the following section:


"The Town Treasurer shall have the custody, management and sale of all lands held by the Town under a tax collector's deed, or a taking of land for taxes after the title of the Town has become absolute by the foreclosure of the right of redemption according to law. And he is authorized and empowered, with the approval of the Board of Selectmen, in the name and behalf of the Town to sell and convey such lands and to execute, acknowledge and deliver proper deeds for that purpose."

PROCEEDINGS OF THE THIRTY-NINTH ANNUAL TOWN MEETING


Town Hall, Plainville, March 1, 1943


Pursuant to the foregoing warrant, the 39th Annual Town Meeting was held in the Town Hall, it being the first Monday in March 1943.


The Ballot Box was inspected, found empty, and locked by Town Clerk and key turned over to Police Officer.

Article 7. Motion by Herbert M. Thompson and unani- mously voted to have the surety of the Collector of Taxes, Deputy Collector of Taxes, Treasurer, Town Clerk and Secretary of Water Commissioners bond placed with a fidelity or guarantee company, and raise and appropriate the sum of $163.00 to pay for same.


Article 8. Motion by Edwin W. Pink and unanimously voted to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the finacial year beginning January 1, 1944 and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. Motion by George H. Snell and unanimously voted that the sum of $800.00 be raised and appropriated for the carrying on of the Moth work for the coming year.

Article 10. Motion by Edward E. Osterholm and unani- mously voted that the sum of $1,185.46 be raised and appropriated for a Reserve Fund for extra-ordinary or unforeseen expenses, this amount to be transferred from the Overlay Surplus Account.
