To the Honorable Board of Selectmen:


Gentlemen:


This is to certify that the books of the Treasurer, Collector of Taxes and Water Department have been examined by me and found correct.


All amounts collected and paid to the Treasurer by the Tax Collector and Water Department agree with his statements as well as all uncollected amounts.


The books of the Town Clerk, Sealer of Weights and Measures, and Milk Inspector have been examined and they also agree with the records of the Treasurer.

REPORT OF THE SELECTMEN


To the Town of Plainville:


The year 1946, as far as the Town's affairs were concerned, was quiet and more or less uneventful. It was impossible, however, for any of us to go about our duties without being conscious of the worldwide struggle toward readjustment to a peace-time economy.


This process had varying effects and together with rising prices brought unrest and increasing labor troubles, evidence of which was brought to our own door-step when the Town's leading industrial plant was forced to close its doors for an indefinite period. Higher living costs had other disturbing repercussions inasmuch as the administration of public welfare funds became a more difficult problem within the limits stipu- lated at the last Town meeting. Some of the increases noted are bound to become permanent since a higher standard of living for all seems inevitable. We must, therefore, consider more adequate appropriations for this work in future years.


Other post-war developments included new home building projects which, while beneficial in the long run to Plainville, nevertheless resulted in the expenditure of additional Town funds for water mains and eventually will mean an increase for maintenance of newly accepted roadways.


The drainage program was completed as planned for the year, and although it is hoped that this work will continue in the future, considerable thought has been given to the ad- visability of discontinuing it temporarily at least during the present period of high labor costs.


The sidewalk project was also completed according to schedule and from the favorable reactions thus far received, it is apparent that this program also should be continued if at all possible.


The Board gratefully acknowledges the help and co- operation given by all Town Officers and various Departments during the year.

WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS

To either of the Constables of Plainville, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall in said Plainville, on


MONDAY, THE THIRD DAY OF MARCH 1947, A. D.


at nine o'clock in the forenoon, then and there to act on the following Articles, viz:


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz: One Town Clerk, one Auditor, one Tree Warden, one Moderator, and three Constables, for one year. One Selectman and Over- seer of Public Welfare, one Treasurer, one Collector of Taxes, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.


All officers, except the above named, are to be chosen for one year.


Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening, March 3, 1947 at 7:30 P. M. in the Town Hall.


Article 5. To see if the Town will vote to accept the provisions of Chapter 81 of the General Laws.


Article 6. To appropriate and raise by borrowing or otherwise such sums of money as may be required to defray Town charges for the financial year ending December 31, 1947 and expressly for the following purposes to wit:

Article 8. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, '1948, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 9. To see if the Town will vote to raise and appropriate a sum of money for the carrying on of the Moth work for the coming year.


Article 10. To see if the Town will vote to raise and appropriate a sum of money for a Reserve Fund to provide for the extraordinary unforeseen expenses, as authorized by Section 6, Chapter 40, General Laws, or do or act in any manner relative thereto.


Article 11. To see if the Town will vote to appropriate the sum of money apportioned to Plainville for repairs and maintenance of the Norfolk County Hospital.

Article 12. To see if the Town will vote to raise and appropriate a sum of money for the operation of Road Ma- chinery or do or act in any manner relative thereto.


Article 13. To see if the Town will vote to raise and ap- propriate the sum of $50.00 for the planting of public shade trees as recommended by the tree planting committee of 1940, or do or act in any manner relative thereto.


Article 14. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Main- tenance, or take any action in relation thereto.


Article 15. To see if the Town will vote to raise and ap- propriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or take any action in relation thereto.


Article 16. To see if the Town will vote to raise and appropriate the sum of $504.00 for the foreclosing of tax titles by the Treasurer as required by Chapter 185 of the Acts of 1946, or do or act in any manner relative thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of $13.51 to cover overdraft on Highways Chapter 90, for the year of 1945 as set up by the State Auditors, or do or act in any manner relative thereto.


Article 18. To see if the Town will vote to repair the dam across the Ten Mile River on the property belonging to the Town of Plainville, and raise and appropriate a sum of money therefore, or do or act in any manner relative thereto.


Article 19. To see if the Town will vote to install water mains on Walnut Street from the residence of William Blanch- ard to the residence of Michael Onorr, and appropriate a suf- ficient sum of money necessary for such installation, or do or act in any manner relative thereto.


Article 20. To see if the Town will vote to accept as a public way, a private way now designated and known as Hillside Road, running from Messenger Street to Mirimichi Lake, provided such way shall first be put in a condition satisfactory to the Board of Selectmen, or do or act in any manner relative thereto.

Article 21. To see if the Town will vote to raise and ap- propriate a sum of money for the building of permanent side- walks or do or act in any manner relative thereto.


Article 22. To see if the Town will vote to accept as a Public Highway, a private way now designated and known as Sydney Street, provided such way shall first by put in a condi- tion satisfactory to the Board of Selectmen, or do or act in any manner relative thereto.


Article 23. To see if the Town will vote to accept as a Public Highway, a private way now designated and known as Riley Street, provided such way shall first be put in a condi- tion satisfactory to the Board of Selectmen, or do or act in any manner relative thereto.


Article 24. To see if the Town will vote to raise and appropriate the sum of $12,000.00 for the purchase of fire apparatus or do or act in any manner relative thereto.

To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, in order to increase the Post-war Rehabilitation Fund, in accordance with the provisions of Chapter 5, Acts of 1943.

WARRANT FOR ANNUAL TOWN MEETING


THE COMMONWEALTH OF MASSACHUSETTS

To either of the Constables of Plainville, Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Plainville qualified to vote in Town affairs, to meet in Town Hall in said Plainville, on


MONDAY, THE THIRD DAY OF MARCH 1947, A. D.


at nine o'clock in the forenoon, then and there to act on the following Articles, viz:


Article 1. To choose all the necessary Town Officers.


Article 2. The following to be chosen by ballot, viz: One Town Clerk, one Auditor, one Tree Warden, one Moderator, and three Constables, for one year. One Selectman and Over- seer of Public Welfare, one Treasurer, one Collector of Taxes, one Trustee of Public Library, one Water Commissioner, one member of School Committee, one Assessor and one Park Commissioner for three years.


All officers, except the above named, are to be chosen for one year.


Polls will be open at nine o'clock A. M. and may be closed by vote at four o'clock P. M.


Article 3. To consider and act on the reports of the Selectmen, Treasurer, and other Town Officers.


Article 4. To see if the Town will vote to postpone action on all other articles to an adjourned meeting to be held Monday evening, March 3, 1947 at 7:30 P. M. in the Town Hall.
