REPORT OF THE OVERSEERS OF THE POOR.


The Overseers of the Poor herewith submit their report for the year ending 1903 :


The aid to outside poor shows an increase from last year, accounted for by the payment of bills contracted last year and not paid at the close of the year.


At the almshouse, Timothy M. O'Leary and wife continue as superintendent and matron, respectively.


The house has been carefully managed, and its condition reflects credit on the superintendent and matron.


The roof needs repair, and we would recommend an ap- propriation for shingling the same.


There was one death during the year, Joseph C. Stickney.


One inmate, Aletta Veazie, was committed to Taunton Insane Hospital. One inmate, William E. Fox, was dis- charged.


Net expense of almshouse for 1903, $1,556.74.


Average cost per inmate, $2.99.

PUBLIC LIBRARY.


In accordance with the requirements of Article 3 of the By-Laws of the Turner Free Library, the twenty-eighth an- nual report is herewith submitted, showing the condition of the trust, the building, library and funds, with reports of dif- ferent committees and of the librarian presented to the trus- tees, for the year ending December 31, 1903.


TRUST.


The trust remains the same as in previous years, and con- sists of the library building, library, funds invested and the income arising therefrom. The present condition of the funds will be found in the report of the finance committee herewith submitted.


BUILDING.


The committee on building (consisting of John J. Craw- ford, Henry A. Belcher, N. Irving Tolman, Charles H. Thayer and George H. Eddy) report that the " building is in good condition, and no extraordinary repairs will be re- quired on the same the coming year."


LIBRARY.


The annual examination of the library was made in July by the library committee (consisting of J. White Belcher, Asa P. French, Mrs. Clara A. Wales, Mrs. Ellen J. T. Crawford and William H. Leavitt), and the books, charts and furnishings of the library were found as usual in excel- lent condition ; all books belonging to the library were ac- counted for by the librarian.

FUNDS.


The committee on finance (consisting of John V. Beal, P. H. Mclaughlin, Winthrop B. Atherton and John E. Bradley ) report as follows :


"To the Trustees of the Turner Free Library :


"In compliance with the requirements of Article Tenth of By-Laws of the Turner Free Library, the committee on finance herewith present a report of the receipts and expen- ditures thereof for the financial year commencing January 1, 1903, and ending December 31, 1903; also the result of their examination of the Treasurer's accounts and of such esti- mates and recommendations for the ensuing year as in their judgment seem requisite for the prosperity of the library.


" The receipts for the treasury during this period of time as per accounts of John J. Crawford, Treasurer, including the balance $591.26 of last year, were $3,136.84.


" The payments from the treasury during the same period were $2,585.70, making an excess of receipts over expendi- tures of $551.14.


" Having examined the accounts of the treasury, the com- mittee find that all bills and orders for expenditures which have been presented for payment have been paid by the Treasurer upon the approval of the proper committee of the library, and proper vouchers therefor by him retained and placed on file, and that his accounts are in all respects true and accurate; that a cash balance of $551.14, as above shown, is now in the treasury and remains on deposit in the State National Bank, Boston.


" The committee further find that all the rents and inter- est and all the revenues from whatever source have been duly collected and properly secured.


" The remaining funds of the library, exclusive of the above mentioned balance, consist of five thousand (5000) dollars

invested in a promissory note of the town of Randolph, bear- ing interest at the rate of four per centum per annum, and the sum of ten thousand (10,000) dollars as the 'Turner Fund' invested as follows :


" Two bonds of the Chicago, Burlington & Quincy Rail- road of $1000 each.


" Two bonds of the Detroit, Grand Rapids & Western Railroad, $500 each.


" One bond of the Old Colony Railroad Company of $1000.


" One bond of the Western Telephone & Telegraph Com- pany of $1000.


"Two bonds of the Chicago & West Michigan Railroad Company of $1000 each.


" Three bonds of the Union Pacific Railroad Company of $500 each.


" Thirty-three shares of the preferred stock of the Union Pacific Railroad Company.


" The Royal W. Turner bequest is invested as follows :


"Ten Old Colony Railroad bonds $1000 each.


"Ten Wayne County, Michigan, bonds $1000 each."


The committee consider that the income of the funds will be sufficient to meet the current expenses of the ensuing year, and, therefore, recommend that no appropriation be solicited from the town.

" A detailed statement of the receipts and disbursements for the financial year ending December 31, 1903, will be found in the report of the Treasurer hereto annexed."


Dr. Charles C. Farnham, the librarian, presents his twenty- eighth annual report as follows :


" To the Board of Trustees of the Turner Free Library :


" Ladies and Gentlemen,-I have the honor to present for

your consideration my twenty-eighth annual report, cover- ing the operations of the year ending December 31, 1903.


" In doing so I have no startling innovation or unusual happening to chronicle. The work has been done system- atically, heartily, and, I trust, in a satisfactory manner, and in the effort made to aid faithfully every laudable endeavor for investigation, to render our full share of service to the public, and to keep the library at the forefront as an edu- cational agency, much of encouragement has been given, not only by the trustees in the purchase of desirable literature, but in the frequent words of approval from discriminating patrons, and expressions of appreciation of the efforts of both trustees and librarians to fully meet every reasonable demand.


" These evidences of pleasure and commendation on the part of the public are at least gratifying to us, and will en- courage all in the continuance of helpful endeavor.


" During the year now closed, the library has been open to the public 276 days. The number of borrowers has in- creased to 1,123. The number of volumes added has been 781, making our present total 17,870. The number of vol- umes drawn upon teachers' cards has been 1,872. The num- ber of volumes borrowed for home use has been 19,574, a daily average of 71.


" A large number of papers and magazines has been added to the reading-room supply. An excellent bulletin of recent additions has been issued, and is being freely distributed.


"There has been received from the library of the late Dr. Frederick Howard, by gift of Mrs. Howard, 65 volumes of foreign classics, a generous and valuable addition in this de- partment. Also from Mr. John McVey, the large and val- uable three-volume work, 'New York at Gettysburg.' The Engineer (an excellent electrical paper) has been regularly received, the gift of an unknown donor.
