TOWN MEETING WARRANT.
COMMONWEALTH OF MASSACHUSETTS.
NORFOLK, SS.
To either of the Constables of the Town of Randolph,
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in town affairs, to assemble at Stetson Hall, in said town, on Monday, the third day of March, next, at six o'clock in the forenoon, then and there to act on the following articles, namely :
Article 1. To choose a Moderator to preside at said meeting.
Article 2. To choose all such town officers as are required by law to be chosen by ballot; also on the same ballot to vote "yes " or " no " in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town ?"
Article 3. To choose all such town officers as are not re- quired by law to be chosen by ballot.
Article 4. To hear the reports of the town officers, and act thereon.
Article 5. To raise such sums of money as may be deemed necessary for the support of schools, and appropriate the same.
Article 6. To raise money to defray the general town ex- penses for the current year, and appropriate the same.
Article 7. To raise money for the repairs of highways, and determine the manner of expending the same.

Article 8. To see what action the town will take in rela- tion to the Fire Department, and raise and appropriate money therefor.
Article 9. To see if the town will make an appropriation for the decoration of soldiers' graves under the direction of Capt. Horace Niles Post, 110, G. A. R.
Article 10. To see what sum of money the town will raise and contribute to the Sinking Fund as required by law, to meet the payments of the Randolph Water Loan.
Article 11. To see what sum of money the town will raise and appropriate for water for hydrants, street service, public buildings, drinking fountains and cemeteries.
Article 12. To see what sum of money the town will raise and appropriate for lighting the streets by electricity.
Article 13. To see if the town will vote to pay for the insurance on the Town Treasurer's bond for the year 1902- 1903, and raise and appropriate money therefor.
Article 14. To see if the town will authorize the Treasurer, ate with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal 8 0 year, and fix the amount he is authorized to borrow.
Article 15. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be re- ·funded upon such terms as they deem most favorable to the town.
Article 16. To see if the town will raise money to convey pupils to and from the public schools in such cases as the School Committee may deem expedient.
Article 17. To see if the town will vote to have made copies of the records of births, marriages and deaths kept by the various churches in this town and not now recorded in the town records, and raise and appropriate money there- for.

Article 18. To see what compensation the town will allow for the collection of taxes.
Article 19. To see what action the town will take in rela- tion to medical attendance on the poor, and raise and appro- priate money therefor.
Article 20. To see if the town will instruct the Selectmen to appoint special officers to enforce the laws, and raise and appropriate money for the payment of such officers ..
Article 21. To see if the town will authorize the Select- men to place lights on High street, as petitioned for by Michael Ford and others, and raise and appropriate money therefor.
Article 22. To see what action the town will take in rela- tion to the pay of laborers employed by the town.
Article 23. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent. per annum on all taxes remaining unpaid on and after October 10, 1902.
Article 24. To see if the town will authorize the Col- lector of Taxes to use the same means which a town treas- urer may use when acting as Collector.
Article 25. To see if the town will accept the list of jurors as prepared by the Selectmen and published in the town re- port as required by law.
Article 26. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner interested as a party or otherwise for the ensuing year, ex- cept so far as the same relates in any way to the water supply.
Article 27. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town, to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in-

terested as a party or otherwise, so far as the same in any manner relates to the taking of the waters of the Great Pond, or in the construction of the water works either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Article 28. To see if the town will vote to place a fire alarm box on High street at its junction with Canton street, and raise and appropriate money therefor.
Article 29. To see if the town will vote to place additional lights on Allen street, as petitioned for by Adoniram A. Payne and others, and raise and appropriate money therefor.
Article 30. To see if the town will authorize the Fire En- gineers to place 1,000 feet of hose on Tower Hill, as peti- tioned for by Joseph Jones and others, and raise and appro- priate money therefor.
Article 31. To see if the town will vote to place additional lights on North Main street, from West Corners to Pond street, as petitioned for by Thomas Kelly and others, and raise and appropriate money therefor.
Article 32. To see if the town will vote to instruct the Se- lectmen to make an arrangement with the heirs of Patrick Clark on Liberty street in regard to the surface water from the street, and raise and appropriate money therefor.
Article 33. To see what action the town will take in rela- tion to repairs on Stetson Hall building, and raise and appro- priate money therefor.
Article 34. To see if the town will raise and appropriate money to pay for the insurance on the Turner Free Library building.
Article 35. To see if the town will raise and appropriate money to build a retaining wall on Maple street, as petitioned for by Patrick M. Kiley and others.
Article 36. To see if the town will employ some person or persons to ascertain the steps necessary to be taken for

securing to the citizens of Randolph the improvement of transportation service and the reduction of fares on the Old Colony Street Railway, and to use all reasonable means for attaining the same, as petitioned for by Richard Forrest and others, and raise and appropriate money for the same.
Article 37. To see if the town will vote to place additional lights on Chestnut street, and raise and appropriate money therefor.
Article 38. To see if the town will vote to place three ad- ditional lights on Pleasant street, as petitioned for by George Koppmann and others, and raise and appropriate money therefor.
Article 39. To hear and act on the report of any commit- tee, and choose any committee the town may think proper.
The polls will be opened at six o'clock A.M., and remain open four hours, and such longer time as the voters may de- termine.
And you are directed to serve this warrant by posting attested copies hereof at five or more public places in said town, seven days at least before the time of holding said meeting, and by publishing the same in the "Randolph Reg- ister and Holbrook News," a newspaper published at said Randolph.
Hereof fail not, but make due return of this warrant with your doings thereon to the Town Clerk, before the time of holding said meeting.
