Greeting :- In the name of the Commonwealth of Massa- chusetts you are hereby required to notify and warn the in- habitants of the Town of Randolph. qualified to vote in Town affairs. to assemble in Stetson Hall, in said Town, on Mon- day, the 5th day of February, next, at 7.30 o'clock in the evening, then and there to act on the following articles, namely :


Article I. To choose a Moderator to preside at said meet- ing.


Article 2. To see if the Town will vote to accept the pro- visions of Section 336 of Chapter II of Revised Laws of this Commonwealth, relating to the election at the annual Town meeting in each year of a Highway Surveyor as petitioned for by Michael J. Daly and others.


And you are directed to serve this warrant by posting at- tested copies thereof at five or more places in said Town seven days at least before the day and hour of holding said meeting,

Randolph, March 5, 1906.


Pursuant to a warrant issued by the Selectmen of Randolph, dated February 15, 1906, duly served and returned by Frank W. Harris, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 5, 1906.


All the preliminaries being complied with, the Town Clerk called the meeting to order, and having read the warrant and return, called for action under-


Article I .- To choose a Moderator to preside at said meet- ing.


During the balloting for Moderator, John K. Willard and Thomas L. Stetson, appointed by the Town Clerk, were in charge of the check list.

The ballots were counted by Thomas J. Kiernan, Harold F. Howard, John K. Willard and Fred L. Belcher.


The result of the vote was: Fred M. French, 124. William J. Good, 151. Total, 275.


William J. Good was declared elected Moderator, and the oath was administered by the Town Clerk.

Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meet- ing, viz .: a Town Clerk, a Town Treasurer, three Selectmen, Assessors and Overseers of Poor, one Superintendent School Committee. three Auditors. seven Constables, three Fish War- dens. three Fence Viewers, one Trustee of Stetson School Fund, one Water Commissioner for three years, a Tree War- den and a Collector of Taxes : also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town?" That the polls shall be kept open until sunset, that Articles 4, 5, 6, 7, 8, 9, 10, 12, 13, 14, 15, 16. 17, 18, 19. 21. 22, 23, 24, 28, 29,

Article II. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.


Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow, from time to time, a sum or sums in the aggregate amounting to not more than forty thousand dollars, and to execute and de- liver the note or notes of the town therefor, payable within one year from the time the loan is made, and at a rate of in- terest not exceeding six per cent. per annum; all debts in- curred under this vote for the town shall be paid from the taxes of the present municipal year.


Article 20. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they deem most favorable to the town.


Voted, unanimously. that the Treasurer, with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.

Article 26. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner inter- ested. as a party or otherwise, except so far as the same relates in any way to the water supply, and to employ counsel if nec- essary.


Voted, that the Selectmen be so authorized.


Article 27. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested, as a party or otherwise, so far as the same in any manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.

ADJOURNED ANNUAL TOWN MEETING.


Randolph, March 19, 1906.


The annual town meting adjourned to this date was called to order by the Moderator at 7.45 o'clock P. M. The Com- mittee on Appropriations submitted their report in printed form, a copy being presented to each voter.


Voted, that the report of the Committee be accepted.


Voted, that we take up the remaining portion of the war- rant, article by article, and act upon each separately.


Article 4. Voted, that a Committee of eight, including the Moderator and Town Clerk, be appointed by the Moderator to investigate the reports of the town officers and report at a meeting to be held four weeks from tomorrow night. (April 17, 1906.)


Article 5. To raise such sums of money as may be deemed necessary for the support of schools, including the conveyance of pupils, and appropriate the same.

It is also voted that the Treasurer, with approval of the Selectmen, be authorized and directed to borrow upon notes of the Town of Randolph, such sums of money not exceeding three thousand dollars as may be required to pay the expenses incurred for the support of schools, including Stetson High School from January I, 1907, to March 1, 1907, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the support of schools for the year 1907.


Article 6. To see what action the Town will take in rela- tion to selecting a site for the new High School building as recommended by the School Committee.


Voted, that Article 32 be taken up with Article 6. The Committee on High School Building then submitted a printed report. a copy being given to each voter, setting forth the ad- vantages and disadvantages of the various sites proposed, and expressing a preference for the Dr. Alden lot. Voted, that the report as presented by the Committee on High School be accepted, and that the same committee be re-appointed by the Moderator.

The Moderator announced the re-appointment of the Com- mittee in accordance with the above vote.


The Committee appointed by the Selectmen to enforce the liquor laws presented a written report, giving a general sum- mary of their work, together with a financial statement show- ing a balance to the credit of the Town of $52.45.


Voted that their report be accepted.


Article 7. To raise money to defray the general Town ex- penses for the current year, and appropriate the same.

Also that the interest on the taxes and deposits during the year 1906 be appropriated towards the payment of interest on the Town debt. Also that the overlay tax of the current year be appropriated towards meeting any abatement of taxes which may be allowed.


Article 8. To raise money for the repairs of highways and determine the manner of expending the same.


Voted, that the sum of $3,500 00 be raised and appropriated for the repairs of highways, including paving and sidewalks (excepting the appropriation under Article 30), and in addi- tion thereto, the street railway tax and excise tax for the current year, the same to be expended under the direction of the Selectmen.


Article 9. To see what sum of money the Town will raise and appropriate for lighting the streets by electricity.


Voted, that the sum of $3,300 be raised and appropriated for said purpose.


Article 10. To see if the Town will vote to pay the insur- ance on the Town Treasurer's bond for the year 1906-1907, and raise and appropriate money therefor.


Voted, that the Town pay for the expense of insurance on the Town Treasurer's bond for the year 1906-1907, and that the sum of $120 be raised and appropriated therefor.


Article 12. To see what compensation the Town will allow for the collection of taxes.


Voted, that three-fourths of one per cent. be allowed for the collection of taxes.


Article 13. To see what action the Town will take in re- lation to medical attendance on the poor, and raise and appro- priate money therefor.


Voted, that the sum of $300 be raised and appropriated for said purpose, said sum to be apportioned equally among the

several physicians, and to be in full for attendance upon all persons under the care of the Overseers of the Poor, whose settlement and residence is in the Town of Randolph. for one year from January 1, 1906. That is to say, each physician resident in the town on the first of March, 1906, shall receive the sum of $50 for his services provided he, makes fifty visits during the year ; after that he shall receive no compensation for his services, but shall attend such of this Town's poor within its limits as may call upon him for his services; those physicians who make less than fifty visits shall receive pay at the rate of one dollar for each of said visits.


Article 14. To see if the Town will instruct the Selectmen to appoint special officers to enforce the laws, and raise and appropriate money for the payment of such officers.


It is recommended that the Town instruct the Selectmen to appoint special officers, or direct officers elected by the Town, to enforce all the laws of the Commonwealth, and that the sum of $700 be raised and appropriated for said purpose, and that the sum of $500 be appropriated and placed at the disposal of the Selectmen, to be used by them at their dis- cretion, in enforcing the liquor laws; and that the Selectmen be instructed to use all the power the law gives them to sup- press the illegal sale of intoxicating liquors.


Article 15. To see if the Town will raise and appropriate money on account of the Turner Free Library and building.


Voted to indefinitely postpone.


Article 16. To see what sum of money the Town will raise and contribute to the sinking fund as required by law to meet the payments of the Randolph Water Loan.


Voted, that the sum of $2,500 00 be raised and contributed to the Sinking Fund to meet the payment of the "Randolph Water Loan" when due.

Article 17. To see if the Town will vote to install a steam heating plants and sanitary closets in the Prescott School build- ing, also to paint the outside of said building and make provi- sion for the payment of the same, as recommended by the School Committee.


Voted, that the sum of $3000 be raised and appropriated to provide a steam heating plant and sanitary closets for the Prescott School Building, and for the expense of painting the exterior of said building, and that $1000 of said sum be raised the present year, and that the Treasurer be authorized and directed to borrow the money for the payment of the balance thereof at a rate not exceeding five per cent. per annum, and that the town treasury note or notes, approved by the Select- men, be issued therefor in such manner that $1000 of the amount so borrowed shall become due and payable in one year, and the remaining $1000 in two years from the date of bor- rowing.


Article 18. To see what action the Town will take in rela- tion to the Fire Department, and raise and appropriate money therefor.

Article 21. To see if the Town will vote to paint the outside of Stetson Hall building, and raise and appropriate money for the same.

Article 22. To see if the Town will vote to place additional lights on Oak street, and raise and appropriate money for the same.

Article 23. To see if the Town will authorize the Collector of Taxes to charge interest at the rate of 6 per cent. per an- num on all taxes remaining unpaid on and after October 10, 1906.

Article 24. To see if the Town will authorize the Collector of Taxes to use the same means which a town treasurer may use when acting as collector."

Article 28 .- To see what action the Town will take in re- lation to the pay of laborers employed by the town.


Voted, that each person employed by the Town shall receive $2 per day for his labor ; that $3 50 per day shall be paid for each single team with driver. and $5 per day for each double team with driver ; and that the laborers residing in town and residents owning teams shall be employed in preference to any others.

tion to the care of the clock in the spire of the Congregational Church, and raise and appropriate money for the same.


Voted, that the sum of $20 be raised and appropriated for the care of clock in the spire of the Congregational Church.


Article 30. To see if the town will vote to extend the side- walk from its present terminus just north of Tower Hill schoolhouse to the junction of Lafayette and High streets, and to raise money for the same.


Voted, that the sum of $300 00 be raised and appropriated. for said purpose.


Article 31. To see if the Town will vote to accept the pro- visions of Section 23, Chapter 25, of the Revised Laws, re- lating to street watering.

ADJOURNED TOWN MEETING.


Randolph, April 17, 1906.


The annual Town meeting, adjourned to this date, was called to order by he Moderaor a 7:45 o'clock P. M. A written report, bearing the names of a majority of the Com- mittee on Investigation, in substance objecting to the accept- ance of the reports of the Town Officers for the year 1905, was read by the Moderator, at the close of which a motion was offered, "That the report of the committee be accepted." Ex- planation being made that the Town Clerk desired to offer a dissenting oral report, it was voted that the Town Clerk be permitted to make his report.
