REPORT OF TOWN TREASURER.
A summary of events affecting our finances for the year ending December 31, 1904, may be briefly made as follows :
The decline in market value of various securities on May 1, 1904, has caused a loss to the town of $608.81 on cor- poration tax, $424.66 on national bank tax and $416.42 on street railway tax, a total loss of $1,449.89, for which no provision could have been made. To this amount is to be added $2,000, appropriated for the extension of Wales ave- nue, and not raised by taxation, making $3,449.89 increase in debt.
As an offset, we had an appropriation of $2,480 for the reduction of town debt, together with an increase of about $280 in the income of the Massachusetts School Fund, mak- ing an available credit of about $2,760, which amount, deducted from the item of $3,449.89 above, will roughly account for the increase in the town debt.
The amount of uncollected taxes remains about the same as last year.
The decrease of the water debt is exceptionally large, because in this report, for the first time since the establish- ment of the water system, the item of uncollected water rates has been included as an asset, causing thereby an apparent difference in our favor of $965.62.
The natural increase of the Sinking Fund has been $4,517.73 and the actual cash gain from the ordinary revenues of the Water Department has been $537.59 after the payment of all expenses.
These three items give us the actual decrease of the water debt, amounting to $6,030.94.

RECORDS OF TOWN MEETINGS IN I 904.
ANNUAL TOWN MEETING.
RANDOLPH, March 7, 1904.
Pursuant to a warrant issued by the Selectmen of Ran- dolph, dated February 23, 1904, duly served and returned by Michael F. Sullivan, Constable, the voters of the Town of Randolph assembled in Stetson Hall, on Monday, March 7, 1904.
All the preliminaries being complied with, the Town Clerk called the meeting to order, and, having read the warrant and return, called for action under-
Article 1. To choose a Moderator to preside at said meeting.
Voted, no one objecting, that the Town Clerk be instructed to cast one ballot for John T. Flood for Moderator.
Voted, to close the polls.
John T. Flood was declared elected Moderator and was sworn by the Town Clerk.
A package containing 1260 regular and 60 special ballots was delivered to Thomas L. Stetson and Thomas F. Kiernan, ballot clerks, who receipted therefor, after being sworn by the Town Clerk.
Thomas Farrell and Michael F. Sullivan were the officers at the gates.
Article 2. To choose all such town officers as are required to be chosen by ballot, also on the same ballot to vote " Yes "

or "No" in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town?"
Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meeting, viz. : a Town Clerk, a Town Treasurer, three Se- lectmen, Assessors and Overseers of Poor, one Superintend- ing School Committee, three Auditors, seven Constables, three Fish Wardens, three Fence Viewers, one Trustee of Stetson School Fund, one. Water Commissioner for three years and one Water Commissioner for two years to fill vacancy, a Tree Warden and a Collector of Taxes ; also on the same ballot to vote "Yes" or "No" in answer to the question, "Shall license for the sale of intoxicating liquors be granted in this town ?" That the polls shall be kept open until sunset ; that - Articles 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 15, 16, 17, 18, 19, 21, 22, 23, 24, 28, 29, 30, 31, 32, 33, 34, 35, 36 and 37 of the warrant be referred to a committee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 21, 1904, at 7.30 o'clock P.M., for the purpose of taking action upon the report of said committee.

The ballot box failed to register correctly at any time during the day. During the time set for balloting it was opened three times and ballots were removed therefrom as follows :
At 10.35 A.M., when the register indicated 678 ballots cast.
At 3.00 P.M., when the register indicated 928 ballots cast. At 5.25 P.M., when the register indicated 951 ballots cast. At sunset the polls were declared closed.
The register of the ballot box indicated 956 ; but the pre- siding officer's list and the ballot clerk's list each showed but 885 names checked and the Moderator counted out 885 ballots cast.
During the counting of the ballots and before declaration of the result the following Articles were acted on :
Article 3. To choose all such town officers as are not required by law to be chosen by ballot.

Article 10. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money tem- porarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.
Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, - in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow, from time to time, a sum or sums in the aggregate amounting to not more than forty thousand dollars, and to execute and deliver the note or notes of the town thereof, payable within one year from the time the loan is made, and at a rate of interest not exceeding six per cent. per annum ; all debts incurred under this vote for the town shall be paid from the taxes of the present municipal year.
Article 20. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding. the same to be refunded upon such terms as they deem most favorable to the town.
Voted, unanimously, that the Treasurer with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.

Article 26. To see if the town will authorize and appoint the Selectmen to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be in any manner interested, as a party or otherwise, except so far as the same relates in any way to the water supply, and to employ coun- sel if necessary.
Voted, that the Selectmen be so authorized.
Article 27. To see if the town will authorize and appoint the Water Commissioners to be the agents and attorneys for the town to prosecute, defend, compromise and settle any and all suits and proceedings in which the town may be interested, as a party or otherwise, so far as the same in any

manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Voted, that the Water Commissioners be so authorized and appointed.

ADJOURNED TOWN MEETING.
RANDOLPH, March 21, 1904.
The annual town meeting of March 7, 1904, adjourned to this date, was called to order at 7.30 o'clock P. M. by the Moderator and a recess of fifteen minutes was declared to allow the voters to read the report of the Committee on Appropriations, a copy of which was given each voter on entering the hall.
At 7.45 o'clock the remaining Articles of the warrant were taken up and disposed of as follows :
