REPORT OF TOWN TREASURER.
During the past year our income has been augmented by receipts from several unexpected sources, with the result that our statement shows the net indebtedness of the town at the close of 1901 to be nearly $5,300 less than at the close of 1900.
Through the efforts of John V. Beal, attorney for the town, a compromise between the Selectmen and the receiver of the Stoughton & Randolph Street Railway Company was effected, resulting in the payment by the latter of $405 in settlement of all damages and expenses paid by the town on their account, and also in the voluntary release to the town of the $2,000 deposited in the hands of the Town Treasurer at the time when the franchise was granted.
The return from the Massachusetts School Fund shows an increase of $350; the excise tax an increase of $420, and the street railway tax an increase of $510. These amounts, con- stituting an addition to our general fund and being consid- ered in connection with our regular appropriations for the reduction of the town debt, easily account for the unusually large amount of decrease in debt as above stated.

RECORDS OF TOWN MEETINGS IN 1901.
ANNUAL TOWN MEETING.
RANDOLPH, March 4, 1901.
Pursuant to a warrant issued by the Selectmen of Ran- dolph, dated February 18, 1901, duly served and returned by Michael F. Sullivan, Constable, calling on the inhabitants of Randolph, qualified to vote in town affairs, to take action on the thirty-eight articles contained therein, the qualified voters assembled in Stetson Hall, on Monday, March 4, 1901.
All the requirements of law preliminary to the opening of the polls were complied with, the oath of office being ad- ministered by the Town Clerk to Edward O'Flaherty and Thomas L. Stetson, ballot clerks, who receipted for 1,260 regular and 60 special ballots.
At six o'clock A.M., the Town Clerk called the meeting to order, and having read the warrant and the officer's return thereon, called for action under-
Article 1. To choose a Moderator to preside at said meet- ing.
Voted, no objection being offered, that the Town Clerk be instructed to cast one ballot for John T. Flood for Mod- erator.
The ballot having been so cast, it was-
Voted, to close the polls.
John T. Flood was declared elected Moderator, and took charge of the meeting.
Article 2. To choose all such town officers as are re-

quired to be chosen by ballot, also on the same ballot to vote "Yes" or "No," in answer to the question, "Shall license be granted for the sale of intoxicating liquors in this town ? "
Voted, that we proceed to ballot for all such town officers as towns are by law authorized to choose at their annual meeting, viz. : a Town Clerk, a Town Treasurer, three Se- lectmen, Assessors and Overseers of the Poor, one Superin- tending School Committee, three Auditors, seven Constables, three Fish Wardens, one Trustee Stetson School Fund, one Water Commissioner, a Collector of Taxes and a Tree Warden; also on the same ballot to vote "Yes " or " No " in answer to the question : "Shall license for the sale of in- toxicating liquors be granted in this town?" That the polls shall be kept open until two o'clock P.M .; that Articles 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 16, 17, 18, 19, 20, 21,22, 23, 24, 25, 26, 27, 28 and 32 of the warrant be referred to a committee of seven to be appointed by the Moderator, said committee to report at an adjournment of this meeting, and when this meeting adjourns it shall be to Monday, March 18, 1901, at 7.30 o'clock P.M., for the purpose of taking ac- tion upon report of said committee.
The ballot box was examined and found in apparent good order. The Moderator appointed and administered the oath of office to Arthur H. Holbrook, assistant at the check list, and John A. Hoye, deputy ballot clerk ; he also adminis- tered the oath of office to Dexter T. Clark, assistant at ballot box, and William A. Croak, deputy ballot clerk, appointed by the Selectmen. Thomas Farrell and Joseph H. Foster were the officers in charge of the gates. At six o'clock the polls were declared open for the reception of the ballots.
The ballot box failed to register correctly at any time throughout the day, and at the close of the polls there was a discrepancy of thirty-eight votes.
During the time set for the balloting, the box was opened

four times and ballots were removed therefrom, viz. : At 9 o'clock A.M. when 398 votes had been cast ; at 10 o'clock A.M. when 500 votes had been cast ; at 11.15 o'clock A.M. when 638 votes had been cast ; at 11.50 o'clock A.M. when 668 votes had been cast.
At 2 o'clock p.M. it was voted to close the polls.
The Moderator counted out 819 ballots, and each of the checklists showed 819 names checked.

Article 14. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to borrow money temporarily in anticipation of taxes of the present municipal year, and fix the sum he is authorized to borrow.
Voted, unanimously, that for the purpose of procuring a temporary loan to and for the use of the town of Randolph, in anticipation of taxes of the present municipal year, the Town Treasurer is hereby authorized and directed, with the approval of a majority of the Selectmen, to borrow from time to time a sum or sums in the aggregate amounting to not more than thirty-eight thousand dollars, and to execute and deliver the note or notes of the town therefor, payable within one year from the time the loan is made, and at a rate of interest not exceeding six per cent. per annum ; all debts incurred under this vote by the town shall be paid from the taxes of the present municipal year.
Article 15. To see if the town will authorize the Treas- urer, with the approval of the Selectmen, to issue notes of the town to replace those now outstanding, the same to be refunded upon such terms as they deem most favorable to the town.
Voted, unanimously, that the Treasurer, with the approval of a majority of the Selectmen, be authorized to borrow money to replace, renew or refund any or all notes of the town now outstanding that may be now due or on demand or that may become due during the present year.
Article 29. To see if the town will accept the list of jurors as prepared by the Selectmen, and published in the town report as required by law.

To see if the town will authorize and appoint the Water Commissioners to be agents and attorneys for the town to prosecute, defend, compromise, and settle any and all suits and proceedings in which the town may be interested as a party or otherwise, so far as the same in any manner relates to the taking of the waters of Great Pond, or in the construction of the water works, either jointly or separately, as authorized under Chapter 217 of the Acts of 1885, and to employ counsel if necessary.
Voted, that the Water Commissioners be so authorized and appointed.

ADJOURNED TOWN MEETING.
RANDOLPH, March 18, 1901.
The town meeting adjourned from March 4, 1901, to this date, was called to order by John T. Flood, the Moderator, at 7.30 o'clock P.M.
The committee on appropriations submitted a printed re- port of their recommendations, a copy of which was pre- sented to each voter on entering the hall. Action thereon was taken as follows :
Article 4. To hear the report of the town officers and act thereon.
Voted, that the reports of the annual town officers for the year ending December 31, 1900, be accepted.
Article 5. To raise such sums of money as may be deemed necessary for the support of schools and appropriate the same.
Voted, that the sum of $10,525 be raised and appropriated as follows :
For teaching . $7,625 00
care of rooms

fuel 400 00
books and supplies 800 00
miscellaneous, incidental and general repairs, 700 00
furnishing room, Prescott primary building, 200 00
shingling school building (Prescott) . 250 00

And that the sum of $2,200 be raised and appropriated for Stetson High School; and, in addition thereto, that the Treasurer be instructed to pay to the trustees, for the sup- port of said Stetson High School, the amount of bank tax received by him, and arising from the investment known as the Stetson School Fund.
It is also voted that the Treasurer, with approval of the Selectmen, be authorized and directed to borrow upon notes of the town of Randolph such sums of money not exceeding three thousand dollars as may be required to pay the ex- penses incurred for the support of schools, including Stetson High School from January 1, 1902, to March 1, in said year, and that said notes thus issued shall be a part of and be paid from the money raised and appropriated for the support of schools for the year 1902. Total, $12,025.
Article 6. To raise money to defray the general town ex- penses for the current year and appropriate the same.
That the sum of $17,669 be raised and appropriated there- for as follows :
