Article 18. To see if the town will instruct the Selectmen to appoint special officers to enforce the laws, and raise and appropriate money for the payment of such officers.


The vote as first passed under this article was that the sum of $1,200 be raised and appropriated and that two offi- cers be appointed for the enforcement of all the laws; but upon re-consideration it was voted, that the Selectmen ap- point special officers, or direct officers elected by the town, to enforce all the laws of the Commonwealth, and that the sum of $1,800 be raised and appropriated for said purpose.


Article 19. To see what action the town will take in rela- tion to the pay of laborers employed by the town.


Voted, that each person employed by the town shall re- ceive not less than $2 per day and as much more as his labor is worth; and that the laborers residing in town and the residents owning teams shall be employed in preference to any others.


Article 20. To see if the town will authorize the Collector of Taxes to charge interest at the rate of six per cent per annum on all taxes remaining unpaid on and after October 10, 1903.

Voted, that the Collector of Taxes be so authorized.


Article 21. To see what action the town will take in rela- tion to having the gates and posts of the N. Y., N. H. & H. Railway Company removed from the sidewalks on Warren street, as petitioned for by James E. Blanche and others.


Voted, that the subject matter of this article be referred to the Selectmen to make such arrangements with the N. Y., N. H. & H. Railway Company as the public convenience and necessity require.


Article 22. To see what action the town will take in rela- tion to repairing the sidewalks, gutters and roadway of War- ren street from the railway station to the junction of West and Warren streets, and raise and appropriate $1,000 for the same, as petitioned for by James E. Blanche and others.


Voted, that the Selectmen be instructed to make such per- manent repairs on Warren street, between the railroad cross- ing thereon and its junction with West street, as the finan- cial condition of the treasury of the town for the current year will permit.


Article 23. To see if the town will vote to place an addi- tional electric light on Cross street, and raise and appropri- ate money for the same, as petitioned for by Daniel P. Lyons and others.


Under this article a motion to raise and appropriate money for the purpose therein mentioned was defeated. Article dismissed.


Article 24. To see if the town will vote to place an addi- tional electric light on Silver street, and raise and appropriate money for the same.


In accordance with the recommendation of the committee, it was voted that action on the subject matter of this article be indefinitely postponed.


Article 25. To see if the town will vote to place two addi- tional electric lights on South Main street, and raise and

appropriate money for the same, as petitioned for by David L. Linfield and others.


Voted, that action on the subject matter of this article be indefinitely postponed.


Article 26. To see if the town will vote to place an addi- tional fire alarm box on South Main street, near the Avon town line, and raise and appropriate money for the same, as petitioned for by David L. Linfield and others.


Voted, to indefinitely postpone.


Article 27. To see if the town will vote to instruct the Water Commissioners to extend the water main from the junction of Main and Oak streets through Oak street to the Oak street cemetery, and raise and appropriate money for the same.


Voted, that the water main be extended from the junction of Main and Oak streets to Oakland cemetery and that the expense thereof be met from the sale of bonds which the town is allowed to issue under the Act of 1896, Chapter 372, Section 1.


Article 28. To see what action the town will take in re- gard to effecting a settlement of the claim of John T. Lang- ford, and make provision for the payment of the same.


Voted, that the Board of Water Commissioners be author- ized to adopt such necessary proceedings or measures in the John T. Langford suit against the town as in their judgment shall be most beneficial for the town, and in case such an adjustment thereof be made as will require more money to satisfy than the sale of the bonds which the town is allowed to issue under Act of 1896, Chapter 372, Section 1, will yield, then, in such case, that said Board in behalf of the town be directed and authorized to petition the General Court of the Commonwealth for authority to issue additional bonds, notes or scrip to an amount not exceeding five thou-

sand dollars upon such terms as said Court may provide, the same to be used as provided by law.


Article 29. To see what action the town will take in re- lation to the care of clocks in the spires of the Congrega- tional and First Baptist Churches, and raise and appropriate money for the same.


Voted, that the sum of forty dollars be raised and appro- priated for the care of clocks in the spires of the Congrega- tional and First Baptist Churches.


Article 30. To see if the town will vote to build a side- walk on Chestnut street, from the corner of Old and Chest- nut streets to the residence of James Devine, and raise and appropriate money for the same, as petitioned for by Thomas F. Patten and others.


Voted, that action under this article be indefinitely post- poned.


Article 31. To see if the town will vote to furnish a cur- tain and stage fittings for Stetson Hall, and raise and appro- priate money for the same, as recommended by the trustees of Stetson School Fund.


Voted, that action under this article be indefinitely post- poned.


Article 35. To see if the town will vote to place a fire alarm box at the junction of High and Canton streets, and raise and appropriate money for the same.


Voted, that action under this article be indefinitely post- poned.


Article 36. To see if the town will vote to make an ap- propriation for insurance on the Turner Library Building.


Voted, that the sum of $322.20 be raised and appropriated for the payment of said insurance.


Article 37. To see if the town will vote to place electric lights on North Main street from Canton street to Old street,

and raise and appropriate money for the same, as petitioned for by Thomas B. Kelley and others.


Voted, that action on the subject matter of this article be indefinitely postponed.


Article 38. To hear and act on the report of any com- mittee, and choose any committee the town may think proper.

Voted, unanimously, that the Selectmen be instructed to pay the sum of twenty-five dollars to John T. Flood, Mod- erator, for his services.


Mr. Flood, having expressed his thanks, directed the Treasurer to pay that amount to Post 110, G. A. R., for its monument fund.


The following resolution was unanimously adopted :


" Resolved, that we, the voters of Randolph, in town meet- ing assembled, extend our thanks to John V. Beal, Thomas J. Kiernan, John H. Field, James E. Blanche, Franklin W. Hayden, Frank C. Granger, M.D., and Edwin M. Mann, the Committee on Appropriations, for the care and delibera- tion exhibited in their recommendations for the disposal of the articles referred to them at the annual town meeting, March 2, 1903."

To either of the Constables of the Town of Randolph, in said County, GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in State elections, to assemble in Stetson Hall, on Tuesday, the third day of No- vember next, at six o'clock in the forenoon, then and there to give in to the Selectmen, on one ballot, their votes for Governor, Lieutenant-Governor, Secretary of the Common- wealth, Treasurer, Auditor, Attorney-General, Councillor for District No. 2, Senator for First Norfolk District, Represen-

tative in the General Court from the Seventh Norfolk Dis- trict, one County Commissioner, Register of Probate and In- solvency, Register of Deeds and County Treasurer. Also to vote on the acceptance of Chapter 454, Acts of 1903, en- titled, "An Act to provide for Joint Caucuses or Primaries of all Political and Municipal Parties."


The polls for the reception of ballots aforesaid will be opened at six o'clock A.M., and will remain open until two o'clock, and such longer time as the voters may determine.


And you are directed to serve this warrant by posting at- tested copies hereof at five or more public places in said town, seven days at least before the day and hour of holding said meeting, and by publishing the same in the "Randolph Register and Holbrook News," a newspaper published in said Randolph.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Selectmen on or before the day and hour appointed for said meeting.


Given under our hands at Randolph this nineteenth day of October A.D. one thousand nine hundred and three.

Pursuant to the preceding warrant, the voters of Randolph assembled in Stetson Hall, on Tuesday, November 3, 1903.


The warrant was read by Patrick H. Mclaughlin, chair- man of the Selectmen, who called the meeting to order. The ballot box was inspected and found in good order. All

the requirements of law being complied with, the polls were declared open. The following named persons appointed by the Selectmen assisted at the election :

At check list : Frank J. Hand.


The oath of office was administered to all the above by the Town Clerk ; Thomas Farrell and Michael F. Sullivan were the officers in charge of the gates.


During the time set for balloting the ballot box was opened twice and ballots removed therefrom as follows :


At 9.10 o'clock A.M., when the register showed 477 ballots cast.


At 11 o'clock A.M., when the register showed 645 ballots cast.


At 2 o'clock p.M. the polls were closed. The ballot box register indicated 845 ; the election officers' list and the bal- lot clerks' list each showed 845 names checked, and the pre- siding officer counted out 845 ballots.
