The Town Clerk called the meeting to order, and having read the warrant and return called for action under -
Article 1. Voted, no one objecting, that the Town Clerk be instructed to cast one ballot for John T. Flood for Moderator.
Voted, to close the polls. John T. Flood was declared elected Moderator.
Article 2. Voted, unanimously, that we accept the locating and laying out of the proposed new street from North Main street to Cross street, as laid out by the Selectmen ; that the Selectmen be and they hereby are authorized and directed to build the same; that the Selectmen be instructed and directed to employ in the building thereof laborers residing in the town and residents owning teams at the scale of wages voted by the town at the annual town meeting; that the town hereby grants and votes the sum of $2000 to defray the expense thereof; that the Town Treasurer be and he hereby is authorized and directed to borrow said sum at a rate not exceeding 5 per cent per annum; and that the Town Treasury note or notes approved by a majority of the Selectmen be issued therefor in such manner that $500 of the amount so borrowed shall become due and payable in

seven years from the date of borrowing, and $500 each year thereafter until the whole sum of $2000 shall become due and paid.

To either of the Constables of the Town of Randolph,
GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Randolph, qualified to vote in State elections, to assemble in Stetson Hall, on Tuesday, the eighth day of November next, at six o'clock in the forenoon, then and there to give in to the Selectmen, on one ballot, their votes for Electors of President and Vice-President, Governor, Lieutenant-Governor, Secretary, Treasurer, Auditor, At- torney-General, Representative in Congress from the Twelfth District, Councillor for District No. 2, Senator for the First Norfolk District, Representative in the General Court for the Seventh Norfolk District, District Attorney, one County Commissioner and two Associate Commissioners and Sheriff.
The polls for the reception of ballots aforesaid will be opened at six o'clock A. M., and will remain open until two o'clock, and such longer time as the voters may determine.
And you are directed to serve this warrant by posting attested copies hereof at five or more public places in said town, seven days at least before the day and hour of holding

said meeting, and by publishing the same in the " Randolph Register and Holbrook News", a newspaper published in said Randolph.

Pursuant to the preceding warrant, the voters of Randolph assembled in Stetson Hall on Tuesday, November 8, 1904.
The warrant and return were read by Winthrop B. Atherton, chairman of the Selectmen, and promptly at six

o'clock A. M. the polls were declared open for the reception of ballots.
The Town Clerk administered the oath of office to the fol- lowing named election officers appointed by the Selectmen :

The ballot box registered correctly throughout the day.
Ballots were removed as follows :
At 7.20 A. M., the register indicating 267 ballots cast. At 8.45 A. M., the register indicating 427 ballots cast. At 9.50 A. M., the register indicating 528 ballots cast. At 10.40 A. M., the register indicating 617 ballots cast. At 12.40 p. M., the register indicating 758 ballots cast. At 1.30 P. M., the register indicating 832 ballots cast. At two o'clock it was voted to close the polls.
The presiding officer counted out 871 ballots. The ballot box registered 871, and each check list showed 871 names checked.

BY-LAWS OF THE TOWN OF RANDOLPH.
The following By-Laws were adopted at the annual town meeting of the inhabitants of Randolph held April 3, 1882, and were approved by Justice Waldo Colburn of the Superior Court at Dedham, July 8, 1882.
"I. No person except the Selectmen, the Surveyors of Highways in the lawful performance of their duties, or those acting under their orders, shall break or dig up the ground in any street or public way in the town without first obtain- ing a written permit from the Selectmen ; and all persons acting under such permit shall put up and maintain a suit- able railing or fence around the part of the street so broken up, so long as the same shall remain unsafe or inconvenient for travelers, and he or they shall keep one or more lighted lanterns fixed to such railing or fence, or in some other way, exposed every night from twilight in the evening through the whole night, so long as such street or way shall be or remain unsafe or inconvenient for travelers.
" II. No building shall be removed over a public street or way without written permission from the Selectmen; and the Selectmen, before granting permission to move a build- ing, shall ascertain if the proposed removal can be made without injury or destruction to trees, shrubs, or other fix- ture of ornament or utility, belonging to the public or to individuals ; and they may require the applicant to furnish satisfactory security to indemnify the town, or any individu- als whose right may be affected, for any damage caused by said removal.
"III. No person shall make any indecent figures or write any indecent or obscene words upon any wall, post or build- ing, or in any public place.
"IV. No person shall ride, drive, or suffer a horse under

his control to go at an immoderate or unreasonable rate, in any street or public place within the town, so as thereby to endanger the life, safety, or convenience of any person properly using any street or public place aforesaid.
"V. No person shall maliciously deface, remove, or destroy any bill, notice or advertisement concerning public affairs, unless the same shall be affixed to premises owned by him, or under his control ; nor shall any person remove or deface any notice, advertisement, or handbill which has been posted up by permission of the Selectmen, or of the owners of the property to which the same shall be affixed.
"VI. No person shall be allowed to pasture, or suffer to run at large, any horse, cattle, or other grazing animal, upon any of the streets or public places in the town, either with or without a keeper, except within the limits of such street adjoining his own premises, and in such manner as not to interfere with the rights of the public therein.
" VII. No person shall coast with a sled or runners, kick football, or play at any game in which a ball of any kind is used, or throw any stones or shoot with or use a bow and arrow in any of the public streets of the town.'
" VIII. No person shall set fire to, or cause to burn or explode, any fire-works, India crackers, torpedoes, or other explosive articles, or discharge any firearms or cannon in any public street or way, or near to any vehicle passing thereon, or to any dwelling-house not owned or occupied by himself, except in the performance of some legal duty.
"IX. No person except those having the care of the high- ways shall at any time set fire to any bushes, leaves, grass or other combustible substance in any of the streets of the town ; nor near to any fence or building not owned or occu- pied by himself.
"X. No person shall swim or bathe in any of the waters within or surrounding the town, so as to be exposed to view

in a nude state from any dwelling-house, or to persons on any public way.
" XI. No person shall behave in a rude or disorderly man- ner, or use any profane, indecent, or insulting language, in any public street or place in the town, nor near any dwell- ing-house or other building therein ; nor shall three or more persons continue to stand in a group, or near each other on any sidewalk, or in any public place so as to obstruct a free passage for foot passengers, after having been requested by a constable or police officer to move on ; nor shall any person by any noise, gesture, or other means, wantonly and design- edly frighten or start any horse in any street or public place in the town.
"XII. No person shall obstruct the free and convenient use for travel of any public street, sidewalk or footpath by leaving or fastening a horse or carriage so that the way will be obstructed or rendered inconvenient, or by occupying the same with vehicles, wares or merchandise.
"XIII. No person shall deposit in or upon any public street, place or sidewalk in the town any stones, dirt, ashes, shavings or rubbish of any kind without permission from the Selectmen.
"XIV. The Selectmen shall appoint three or more police officers, pursuant to Public Statutes, Chap. 27, Sec. 85, who, in addition to their other duties required by the laws of the Commonwealth, shall make complaints and carry into execu- tion any judgments for violations of these by-laws. The compensation of such police officers shall be fixed by the Selectmen.
"XV. Any person who shall violate any of the provisions of the foregoing sections of this article, shall forfeit and pay for every such offence a sum not less than one dollar nor more than twenty dollars ; and all money so recovered shall be paid into the treasury of the town."

TRUANCY BY-LAWS.
RANDOLPH, April 23, 1879.
At the annual town meeting of Randolph, held the seventh of April, 1879, the following By-Laws concerning habitual truants, etc., were adopted by the town :
Art. 1. The town of Randolph hereby avails itself of the several provisions of the Statutes of this Commonwealth now in force, relating to habitual truants and absentees from school, and in pursuance of authority conferred there- by, adopts the following By-Laws :
Art. 2. All children between the ages of seven and fifteen years, residing in said town, and who may be found wan- dering about in the streets or public places of said town, having no lawful occupation or business, not attending school, and growing up in ignorance, shall be committed to the Plummer Farm School, at Salem, for confinement, instruction and discipline.
Art. 3. Two or more truant officers shall be appointed annually, whose duty it shall be to inquire into all the viola- tions of the truant laws, and of the law relating to com- pulsory education, and to do all the acts required of them by the laws of the Commonwealth.
Art. 4. It shallilbe the duty of every truant officer, pre- viously to making any complaint under the laws, to notify the truant or absentee from school, also his parent or guar- dian, of the offence committed and of the penalty therefor, and if the truant officer can obtain satisfactory pledges for the restraint and reformation of the child, he may, at his discretion, forbear to prosecute so long as such pledges are faithfully kept.

Art. 5. It shall be the duty of the School Committee, the teachers of the public schools and the citizens generally to aid the truant officers as far as possible to the discharge of their duties.
Art. 6. It shall be the duty of the truant officers to keep a full record of all their official acts, and make an annual report thereof to the School Committee, who shall publish the same with their own report.
Art. 7. Nothing in these By-Laws shall be so construed as to alter or impair the obligation of teachers to enforce punctuality and regularity of attendance, and to preserve good order and discipline.
