In accordance with Chap. 423, Section 226 of the Acts of 1890, the Selectmen met and proceeded to a recount for Select- men.


C. A. Sumner, A. A. Jenkins, James F. Stratton, and John J. Toomey were appointed Tellers by H. C. Snell, Moderator, and sworn to faithfully perform the duty of their office by the Town Clerk.


The sealed package of ballots cast at the March 7 election was then opened by the Moderator and given to the Tellers, one

envelope at a time, containing 50 ballots, William B. Hale, C. R. Scott, M. F. Nelligan, and P. H. Curran acting as Overseers.

In accordance with Chapter 44, Section 22, of the Public Statutes, the Selectmen met with the School Committee at the residence of George L. Cooke, all members being present, and proceeded to fill the vacancy in the School Committee caused by the death of George G. Parker.


William B. Hale was unanimously elected Chairman. Town Clerk D. J. Lang was appointed to sort, count, and collect bal- lots.


Voted, That the first ballot be informal.


Balloting, whole number of votes cast, 8; necessary for a choice, 5. Martin J. Kelly had three (3) votes ; Heber D. Bow- ker had two (2) votes; D. J. Bowker had one (1) vote; Dr. John

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, quali- fied by law to vote in Elections and in Town affairs, to meet at

the Town Hall, in said Town, on MONDAY, THE SECOND DAY OF MAY, 1892, punctually at 12.30 o'clock in the after- noon, to act upon the following articles, namely :-


ARTICLE 1. To choose a Moderator to preside at said meet- ing.


ARTICLE 2. To choose an Assessor to fill vacancy caused by the. resignation of Lewis Hayden, and to fill any other vacan- cies existing in any Town Office; said Assessor to be voted for upon one ballot.


ARTICLE 3. To hear and act upon the reports of any Offi- cers and Committee of said Town.


ARTICLE 4. To see if the Town will accept the report of the Selectmen and Committee on Road Roller, and appropriate money for the purchase of such road roller.


ARTICLE 5. To see if the Town will accept the report of the Selectmen on the laying out of the extension of Fayette street to Main street, and appropriate money for the same.


ARTICLE 6. To see if the Town will accept the report of the Selectmen on the laying out of Davis street.

In pursuance of the foregoing warrant, the inhabitants of the Town of Milford, qualified by law to vote in elections and in Town affairs, met in the Town Hall in said Town, on Monday, the second day of May, A. D. 1892, at 12.30 o'clock in the after- noon, and were called to order by the Town Clerk, who then read the warrant and the Officer's return thereon.


ARTICLE 1. The meeting made choice of Henry C. Snell as Moderator, the check list being used.


S. C. Sumner, William H. Pyne, and P. H. Curran having been appointed Ballot Clerks by the Selectmen, were duly sworn by the Town Clerk.


The Polls were opened at 12.45 P. M.


Voted, That the Polls be closed at 4.45 P. M.


The Moderator appointed William B. Hale, C. R. Scott, and M. E. Nelligan as Tellers, and they were duly sworn to faithfully perform the duties of their office by the Moderator.

ARTICLE 3. Voted, To pass over.


ARTICLE 4 .- Under this article the following report was made :-


REPORT OF ROAD ROLLER COMMITTEE AND SELECTMEN ON STEAM ROAD ROLLER.


Your Committee on road roller met with the Selectmen at the residence of Z. C. Field, with Mr. Field in the chair. After some discussion it was Voted, To recommend the Town to in- struct the Selectmen to hire a steam road roller and give it a good trial, so that the Town may see if it is desirable to buy one or not.

Mr. Lilley moved that the Selectmen be instructed to hire a steam road roller, and a man who thoroughly understands road repairing with a steam road roller to superintend its use while here; and that it be hired for a sufficient length of time to com- ·pare its work with the old method and see if it is desirable for the Town to buy one, and report at a future meeting.


Voted, To lay the whole matter on the table until the next March meeting.


ARTICLE 5 .- Voted, That we accept the report of the Se- lectmen on the laying out of Fayette street to Main street, and appropriate $1300 for the same.


ARTICLE 6 .- Voted, To accept the report of the Selectmen on the laying out of Davis street, so called. (No damage.)


Voted, That the naming of this street be left with the Se- lectmen.


The following motion was made and lost : Moved, To recon- sider the motion whereby we voted to accept the report of the Selectmen on the laying out of Fayette street. (Lost.)


Due notice having been given, the Polls were at 4.45 in the afternoon declared to be closed.


During the voting the ballot-box was in the charge of the Election Officers. The box was opened once during the time of voting by the unanimous consent of the Selectmen and Town Clerk, for the purpose of sorting and counting the ballots, and at the close of the Polls, when the register stood at 69.

The names of those on the list of voters which had been checked were audibly counted and found to be seventy-three (73).


The discrepancy between the ballot-box and the actual count was due to the failure of the box to register.


The ballots having been sorted and counted, the Moderator declared the following Officer elected :-


Assessor, Lucius E. Heath, 29 Jefferson street.


The following is the total number of votes cast for the can- didate for Town Officer :-

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, quali- fied by law to vote in Elections and in Town affairs, to meet at the Town Hall in said Town, on TUESDAY, THE EIGHTH DAY OF NOVEMBER, 1892, it being the first Tuesday after the first Monday, punctually at eight o'clock in the forenoon, at which time the Polls will be opened for said voters to give in their ballots to the Selectmen of said Town for Electors of Pres- ident and Vice-President of the United States; and for a Repre- sentative in the Fifty-Third Congress of the United States (for the Eleventh Congressional District), for Governor, Lieutenant- Governor, Councillor (Seventh Councill or District), Secretary, Treasurer and Receiver-General, Auditor, and Attorney-General of the Commonwealth; a Senator for the Second Worcester Sen- atorial District, and two Representatives for the Eleventh Worcester District to the General Court of Massachusetts; a District Attorney for the Middle District; a Sheriff, One County Commissioner, Two Special Commissioners, and Four Commis-

sioners of Insolvency for said County of Worcester; all on one ballot designating the office intended for each person voted for.


Said voters will also give in their votes "Yes" or "No" for the following proposed amendment to the Constitution of Massa- chusetts :-


"Article of Amendment to the Constitution Abolishing the Property Qualification for the Office of Governor." "So much of Article Two of Section One of Chapter Two of part the sec- ond of the Constitution of the Commonwealth as is contained in the following words: 'And unless he shall at the same time, be seized in his own right, of a freehold within the Commonwealth of the value of one thousand pounds' is hereby annulled." The Polls may be closed at four o'clock in the afternoon on said day of meeting.


At 2 o'clock in the afternoon of the above mentioned eighth day of November, at the same place, there will be a meeting of the above described inhabitants to act upon the following arti- cles, namely :-


ARTICLE 1. To choose a Moderator to preside at said meet- ing.


ARTICLE 2. To see if the Town will accept the list of Ju- rors as reported by the Selectmen.


ARTICLE 3. To see if the Town will accept the location of the hydrant on the private way near the Clapp, Huckins & Tem- ple factory.


ARTICLE 4. To see if the Town will take any action in re- gard to lighting its streets with electric lights.


ARTICLE 5. To see if the Town will appropriate $1047.20 for repairs of Steamer No. 1.


ARTICLE 6. To see if the Town will accept and adopt the Town Seal.


ARTICLE 7. To see if the Town will locate an electric light at the corner of Court and Spring streets, Church street, and De- ' pot street, or take any action in relation to the same.

In pursuance of the foregoing warrant, the inhabitants of the Town of Milford, qualified by law to vote in elections and in Town

affairs, met in the Town Hall in said Town, on Tuesday, the eighth day of November, in the year of our Lord one thousand eight hundred and ninety-two, and were called to order by the Town Clerk, who then read the warrant and the Officer's return thereon.


In accordance with the provisions of Chapter 413 of the Acts of 1889, and Chapter 436 of the Acts of 1890, the sealed package said to contain 2250 ballots, specimen ballots and in- struction cards were delivered to William B. Hale, the presiding Election Officer, and his receipt therefor given to the Town Clerk. The seal was then publicly broken, the package opened, and the blocks of ballots delivered to the Ballot Clerks, and one of each kind of "cards of instructions" posted in each voting compartment, and at least five specimen ballots and three of each of the "cards of instructions" were posted in the hall outside the rail.


The ballot-box required by law to be used in elections was then opened in public meeting, and shown to be empty, and ex- amined by the Election Officers and found to be empty. The register of the box was then set at 0000, and the box locked, and the keys thereof delivered to Oliver D. Holmes, Constable, in at- tendance at said meeting.


S. C. Sumner and William H. Pyne, appointed Inspectors by the Selectmen, acted as Ballot Clerks, and during their absence P. M. Hunt and S. W. Heath, Deputy Inspectors, acted in their stead; each of them having been sworn to faithfully perform the duties of their office by the Town Clerk.


Patrick H. Curran, who had been appointed by the Select- men to' check the list, was then duly sworn to faithfully perform the duties of his office by the Town Clerk.


Thomas F. Waters, Frank P. Dillon, John J. Toomey, Hen- ry J. Pyne, William P. Foley, R. H. Cochran, Frank D. Field, C. A. Sumner, Archie Boyd, George W. Ellis, F. A. Shepard, and A. H. Mayhew, appointed Tellers by the Selectmen, were then sworn to faithfully perform their duties by the Town Clerk.


The Polls were opened at 8 A. M. for the reception of ballots. Voted, To close the Polls at 4.30 P. M.

Voted, To accept the list of jurors as reported by the Select- men.


ARTICLE 3 .- Voted, To accept the hydrant on the private way near the Clapp, Huckins & Temple factory.


ARTICLE 4 .- Voted, that the whole matter be left with the Selectmen, and they to report at the next March meeting.


ARTICLE 5 .- Voted, To appropriate $1047.20 for repairs on Steamer No. 1.


ARTICLE 6 .- Voted, To accept and adopt the Town seal.


ARTICLE 7 .- Voted, To locate electric lights at the corner of Court and Spring streets, Church street and Depot street.


During the voting the ballot-box was, by the unanimous consent of the Selectmen and Town Clerk, opened nine times for the pur- pose of taking out the ballots, and sorting and counting the same: First at 8.40 A. M., when it registered 155; then at 9.05 A. M., when it registered 243; then at 9.20 A. M., when it registered 353; then at 10.11 A. M., when it registered 453; [From this time during the remainder of the voting, the ballot-box refused to re- gister, but all ballots were canceled according to law.] then at 11 A. M., when there were 810 ballots cast; then at 12 M., when there were 1069 ballots cast ; then at 1.45 P. M., when there were 1513 ballots cast ; then at 3 P. M., when there were 1763 ballots cast; and again at the close of the polls, (4.30 P. M.) when the total number of ballots cast was eighteen hundred and ninety- seven (1897).


The names of those on the list of voters both at the polls and at the table of the Ballot Clerks which had been checked, were audibly counted and found to be as follows :-

The tellers having canvassed the votes given in, and found the total number of ballots to be eighteen hundred ninety-seven (1897), of which five (5) were found to be defective and so marked, the remainder having been sorted and counted, declara- tion thereof was made in open meeting, and recorded as fol- lows :-
