ARTICLE 16. To see if the Town will authorize the Se- lectmen to place in or near Memorial Hall, with appropriate public ceremony, a tablet or other memorial to the memory of the soldiers who served in the Spanish war to the credit of Milford, and raise and appropriate money for the same.


ARTICLE 17. To see if the Town will vote to pave a por- tion of Main street, and raise and appropriate money for the same, or take any action in relation thereto.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said Town; also cause an attested copy to be published in the Milford Daily Journal, Milford Daily News, and Milford Gazette, newspapers printed in said Town, two Sabbaths at least before the time set for said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Clerk of said Town, at the time of meeting aforesaid.

ANNUAL TOWN MEETING, MARCH 6, 1899.

At a legal meeting of the inhabitants of the Town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this sixth day of March, A. D., 1899, at six o'clock in the forenoon, the said inhabitants proceeded as follows :-


The meeting was called to order by the Town Clerk, who read the warrant and the officer's return thereon.


Article 1. Balloting, the meeting made choice of Lowell E. Fales as moderator, the voting list being used.


(4 ballots cast, all of which were for Lowell E. Fales.) The polls were opened at 6.13 A. M.


Voted : To close the polls at 4.30 P. M.


Due notice having been given, the polls at 4.30 P. M. were declared closed.


P. H. Curran, who had been appointed to check the list, was duly sworn in by the Town Clerk.


S. A. Eastman and D. J. Sullivan, inspectors, and C. F. But- terworth and M. G. Lynch deputy inspectors, were duly sworn in by the Town Clerk.


Voted : That the moderator appoint a committee of 25 to act as a finance committee to make a report on appropria- tions for the year ensuing, and to report at adjourned meeting next Wednsday at 7.30 P. M.

pose of taking out, sorting and counting the ballots. First at 9.30 A. M., when it registered 568; then at 11.40 A. M., when it registered 1011; then at 3.01 P. M., when it registered 1722, and at the close of polls, when the box registered 1855.

In pursuance to a vote passed at the annual town meet- ing, held March 6, 1899, the inhabitants of the Town of Mil- ford met in the Town Hall, and proceeded to act upon the va- rious articles in the warrant.


The meeting was called to order by L. E. Fales, moderator. The warrant was then read by the Town Clerk.


Under Article 2, I. N. Davis, Chester L. Clark and George S. Whitney were chosen fence viewers. William H. Bourne, Charles W. Wilcox and Timothy Kirby were chosen park commissioners. John J. Shockrow and Edmund Murphy were chosen field drivers. Edmund Murphy was chosen pound- keeper.

The committee appointed at the last annual Town meet- ing to report "a better system of repairing Main street," sub-

mitted the following report in writing, through W. D. Leahy, secretary of said committee :---


TO THE VOTERS OF THE TOWN OF MILFORD.


Gentlemen: The committee appointed at the annual Town meeting held on the tenth day of March, 1898, to "make a re- port to the town at some future time for the better system of repairing Main street," has attended to that duty and begs leave to make the following report :----


After considering the various systems of highways, your committee has arrived at the conclusion that the most satis- factory, and in the end the most economical, way to repair Main street is to have it paved.


To obtain as accurate an idea as possible of the cost of construction of a paved street, the committee sent for and re- ceived replies from the superintendents of highways in several cities, giving the total cost per square yard for street paving in their respective localities. From the figures thus obtained, together with those furnished by a Milford contractor, the committee is of the opinion that Main street can be paved in a first class manner at a total cost of $2 per square yard. The committee has had Main street measured from Pearl street to South Bow street, and finds that it contains 8566 square yards.


The Milford, Holliston and Framingham and the Milford, Woonsocket and Attleboro Street Railway companies, who have been given permission to locate a double track through Main street between the above-named points, will, it is expect- ed, pave between the tracks and eighteen inches on either side, or, in other words, 3022 square yards, leaving the Town to pave 5544 square yards, the cost of which, at $2 per square yard, would be $11,088.


The committee therefore recommend that the paving sys- tem be adopted for Main street; that the work be commenced when a double track is laid on said street, and that the same be paid for in sums not exceeding $2000, with interest, in any one year, and that Town notes be issued for the payment of the same.

Article 5. Voted: That the Treasurer be and is hereby authorized to borrow money at any time during the municipal year in various amounts not exceeding fifty thousand dollars ($50,000) in all, and give the negotiable notes of the town therefor, payable within one year from the date of their incur- rence, the same to be paid out of the taxes assessed for the year 1899.

Article 6. Voted : That the taxes become due Sept. 10, and that all taxes paid on or before that time shall be dis- counted 2} per cent, and interest at the rate of one half of one per cent per month be added to all taxes not paid by Sept. 10, and that the Collector be authorized to use all means of col- lecting taxes which a Town Treasurer when appointed Col- lector may use.


Voted: That the Collector be paid for collecting the first seven tenths of the taxes committed to him one half of one per cent; for the next two tenths, one per cent, and for the re- maining one tenth, five per cent of all taxes collected or abated.


Article 7. Voted: To pass over.


Article 8. Voted: That the Selectmen be authorized to take charge of all legal proceedings for or against the Town.


Article 9. Voted : To accept and allow the report of the Selectmen on the laying out of State street.


Voted : To appropriate four hundred dollars to build the street. ‹


Article 10. Voted: To widen and lengthen the bridge on Dilla street, and appropriate two hundred and fifty dollars ($250) therefor.


Article 11. Voted: That the Town take a lease of the land, for a term of ten years, at the rate of fifteen dollars per year.


Article 12. Voted: The article be laid upon the table.


Article 13. Moved : That the sum of $1800 be appropri- ated to purchase a chemical engine. Motion lost on a hand vote, 95 voting in the affirmative, and 96 in the negative.


Article 14. Voted: That the sum of four hundred and twenty-five dollars ($425) be appropriated for the purchase of the fire alarm indicators now used in the town.


Article 15. Voted : To appropriate the sum of five hun- dred dollars ($500) to rebuild and relay the sidewalk of the southerly side of East Main street.


Article 16. Voted: That the Selectmen be instructed to place the names of all the soldiers and sailors who served to

the credit of Milford in the Spanish war, on tablets in Memo- rial Hall, and that the sum of two hundred dollars be appro- priated for the same.


Article 17. Voted: To pass over the article.

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in elections and in Town affairs, to meet at the Town Hall in said Town, on Tuesday, the twenty-fifth day of April, A. D. 1899, punctually at 7.30 o'clock in the evening, to act upon the following articles, namely:


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see what action the Town will take in re- gard to the uncollected taxes for the years 1886 and 1887, during which P. A. Gleason was tax collector.


Article 3. To see if the Town will authorize the Select- men to make a contract with the Milford Electric Light and Power company to furnish incandescent electric lights in place of the present oil lamps, and to discontinue such arc lights as in their judgment seems wise and to substitute there-

In pursuance of the foregoing warrant, the inhabitants of the Town of Milford qualified by law to vote in elections and in Town affairs, met in the Town Hall in said Town on Tues- day, the twenty-fifth day of April, A. D. 1899, at 7.30 o'clock in the evening, and were called to order by the Town Clerk, who then read the warrant and the officer's return thereon.


Article 1. The meeting made choice of Lowell E. Fales as moderator, the check list being used.


Article 2. Voted: That the Assessors be instructed to abate the uncollected taxes for the years 1886 and 1887.


Article 3. Voted: To pass over the article.


Article 4. Moved: That the Board of Fire Engineers be authorized to purchase a chemical engine or combination wagon, and that the sum of $1800 be appropriated therefor. On a hand vote the motion was lost, 98 voting in the affirma- tive and 154 in the negative.


On motion of R. Folger, the following resolution was adopted :---


Resolved, That it be the sense of this meeting that the

Assessors abate the 1898 poll taxes of the soldiers and sailors of Milford who served in the Spanish war.


On motion of William J. Corbett, the following resolution was adopted :-


Resolved, That the thanks of the citizens be tendered the Selectmen for their successful efforts in securing slow speed of Hopkinton trains passing over the Main street crossing.

Greeting :


In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in elections and in Town af- fairs, to meet at the Town Hall, in said Town, on Monday, the twenty-first day of August, A. D., 1899, punctually at two o'clock in the afternoon, to act upon the following articles, namely :-


Article 1. To choose a moderator to preside at said meeting.


Article 2. To see if the Town will authorize the Select- men to put in filter tanks or basins to purify the sewerage

now collected by its present sewers or take any action in rela- tion thereto.


Article 3. To see if the Town will authorize the Treas- urer to borrow a sum not exceeding three thousand dollars, ($3000) and give a note of the Town for one year with interest payable semi-annually, at a rate not to exceed four per cent per annum, for the purposes mentioned in the preceding arti- ticle.


And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said Town; also cause an attested copy to be published in the Milford Daily News and Milford Daily Journal, newspapers printed in said Town, two Sabbaths at least before the time set for said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon, to the Clerk of said Town, at the time of meeting aforesaid.
