ARTICLE 31. To see if the Town will authorize the Treas- urer to issue bonds or notes to an amount not exceeding sixteen thousand dollars (16,000), at a rate of interest not to exceed four per cent per annum, payable semi-annually, for the purpose of paving or repairing a portion of Main and Central streets or either of them, or take any action in relation thereto.
ARTICLE 32. To see if the Town will establish a by-law or by-laws to provide for preserving the peace and good order of the Town in relation to children under sixteen years of age.

At a legal meeting of the inhabitants of the Town of Mil ford, qualified by law to vote in elections and in town affairs holden this fifth day of March, A. D., 1900, at six o'clock in the forenoon, the said inhabitants proceeded as follows :-
The meeting was called to order by the Town Clerk, who read the warrant and the officer's return thereon.
ARTICLE 1. Balloting, the meeting made choice of Lowell E. Fales as moderator, the voting list being used.
(4 ballots cast, all of which were for Lowell E. Fales. )
The polls were opened at 6.12 A. M.
Voted: To close the polls at 4.30 P. M.
Due notice having been given, the polls at 4.30 p. M. were declared closed.
P. H. Curran, who had been appointed to check the list, was duly sworn in by the Town Clerk.
S. A. Eastman and D. J. Sullivan, inspectors, and G. L. Maynard, and M. G. Lynch deputy inspectors, were duly sworn in by the Town Clerk.
Voted: That the moderator appoint a committee of 25 to act as a finance committee to make a report on appropria- tions for the year ensuing, and to report at adjourned meeting next Wednesday at 7.30 p. M.

Voted: That all articles in the warrant after Article 2 be postponed until next Wednesday evening, at which time the remaining articles are to be taken up, and that after the vote is declared the meeting stand adjourned until Wednesday at 7.30 Р. M.
During the voting the ballot-box was opened by the unani- mous consent of the moderator and Town Clerk for the pur- pose of taking out, sorting and counting the ballots. First at 10.10 A. M., when it registered 610; then at 2.05 P. M., when it registered 1383; and at the close of polls, when the box regis- tered 1644.

In pursuance to a vote passed at the annual town meeting held March 5, 1900, the inhabitants of the Town of Milford met in the Town Hall, and proceeded to act upon the various articles in the warrant.
The meeting was called to order by L. E. Fales. moderator The warrant was then read by the Town Clerk. .
. Under Article 2, I. N. Davis, Chester L. Clark and George S. Whitney were chosen fence viewers. William H. Bourne, Charles W. Wilcox and Timothy Kirby were chosen park com- missioners. John J. Shockrow and Edmund Murphy were chosen field drivers. Edmund Murphy was chosen pound keeper. Thomas Gilmore, Fruit street, was chosen Tree Warden.

ARTICLE 5: Voted : That the matter of street lighting be left with the Selectmen.
ARTICLE 6. Voted : That the Treasurer be and is hereby authorized to borrow money at any time during the municipal year in various amounts not exceeding fifty thousand dollars

($50,000) in all, and give the negotiable notes of the town there- for, payable within one year from date of their incurrence, the same to be paid out of the taxes assessed for the year 1899.
ARTICLE 7. Voted : That the taxes become due Sept. 10, and that all taxes paid on or before that time shall be discounted 2} per cent, and interest at the rate of one half of one per cent per month be added to all taxes not paid by Sept. 10, and that the Collector be authorized to use all means of collecting taxes which a Town Treasurer when appointed Collector may use.
Voted : That the Collector be paid for collecting the first seven-tenths of the taxes committed to him one half of one per cent; for the next two-tenths, one per cent, and for the remain- ing one-tenth five per cent of all taxes collected or abated.
ARTICLE 8. Voted : To pass over.
ARTICLE 9. Voted : That an electric light be located at the corner of Central and Alden streets and that the sum of one hundred dollars be appropriated therefor.
ARTICLE 10. Voted : That the sum of two hundred dollars be appropriated to build a sidewalk on the east side of Emmons treet.
ARTICLE 11. Voted: That the Town do adopt the provis- ions of Chapter 186 of the Acts of 1895, it being entitled, "An Act Relative to Watering of streets in Towns."
ARTICLE 12. Voted: That the Selectmen be and they are hereby authorized to cause such streets or portions thereof to be watered as they shall from time to time deem expedient, and that the cost thereof, the cost for teams and men doing the work ex- cepted, be assessed upon the estates abutting upon the streets or portions thereof watered and that the sum of $2,000 be and hereby is appropriated for the purpose of carrying out this vote.
ARTICLE 13. Voted : To pass over the article.
ARTICLE 14. Voted : That the Engineers locate a fire alarm box on West street and that the sum of one hundred and fifty dollars be appropriated therefor.
ARTICLE 15. Voted : To pass over the article.
ARTICLE 16. Voted: To widen and rebuild the bridge on West street and that the sum of one hundred dollars be appro- priated therefor.

ARTICLE 17. Voted : That the sum of two hundred dollars be appropriated for the care and transplanting of shade trees under the direction of the Tree Warden.
ARTICLE 18. Voted : To pass over the article.
ARTICLE 19. Voted : To accept and allow the repoft of the Selectmen on the laying out, grading and extension of Church street.
ARTICLE 20. Voted : That the Treasurer is hereby author- iqed to accept in behalf of the town a deed of gift from William F. Draper and William Bancroft, of a certain parcel of land for park purposes, bounded on all sides by Church street in said town.
ARTICLE 21. Voted: To accept and allow the report of the Selectmen on the laying out, grading and extension of Domnick street.
ARTICLE 22. Voted : To accept and allow the report of the Selectmen on the widening and grading of Congress street.
ARTICLE 23. Voted: That the sum of eight hundred dollars be appropriated for the purposes mentioned in the article.
ARTICLE 24. Voted : That the Selectmen be authorized to take or purchase in fee a strip of land on the southerly side of Fruit street, for the purpose of enlarging the school house lot on which stands the "South Grammar schoolhouse;" and that the sum of one hundred dollars be appropriated for the same.
ARTICLE 25. Voted: To pass over this article.
ARTICLE 26. Voted : That the Selectmen be authorized to take or purchase in fee a strip of land on the southerly side of West street for the purpose of enlarging the schoolhouse lot on which stands the "West street school house" and that the sum of one hundred dollars be appropriated for the same.
ARTICLE 27. Voted: To reconsider the vote passed March 2, 1885-Page 135, Book 6-as follows: "Voted, That the reports of Town meetings and Town Warrrnts be published in all the local papers."
Voted: That the matter of publication of Town Warrants and reports of Town meetings be left discretionary with the Selectmen.

ARTICLE 28. Voted : To enlarge and remodel the present Town Hall.
Voted : That the Selectmen, George B. Blake, Z. C. Field James F. Stratton, M. W. Edwards and B. T. Clancy be chosen as a committee to enlarge and remodel the Town Hall.
ARTICLE 29. Voted : That the Treasurer be and is hereby authorized to borrow money, not exceeding twenty-five thousand . dollars ($25,000), and issue the negotiable notes or bonds of the town therefor, payable in U. S. money, (gold coin) payable twenty-five hundred dollars ($2500) each year for ten years, with interest not exceeding four per cent per annum, payable semi-annually.
The above was carried unanimously 122 voting in favor, none against.

ARTICLE 32. Voted: That the by-laws of the town of Milford be amended by adding thereto the following, viz :
Section 1. No person under sixteen years of age shall be or remain in or upon any of the streets or public places of the town in the night time after nine o'clock P. M., unless such person is accompanied by parent, guardian or other person having legal custody of such minor person, or is in the performance of an errand or a duty directed by such parent, guardian or other per- son having the legal custody of such minor persons.
Section 2. No parent, guardian or other person having the legal care and custody of any person under sixteen years of age shall allow or permit any such child, ward or other person under such age while in such legal custody to go, be in or upon any of the streets or public places in said town in the night time after nine o'clock P. M., unless there exists a reasonable necessity therefor.
Section 3. Whoever violates the provisions of either of the foregoing sections shall be punished by a fine not exceeding $10.00 for each offence.
Voted to take up Article 4.
ARTICLE 4. Voted : That the sum of nine hundred dollars

be added to the appropriation for Highways, to be expended on Church, Congress and Domnick streets.
The following resolution was unanimously carried:
Resolved: That the citizens of Milford in Town Meeting assembled extend a vote of thanks to General William F. Draper and to Mr. William Bancroft for their generous gift of Church street park to the Town, and that the Town clerk forward a copy of this vote to each of them.
Voted : To dissolve the warrant.

In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town, qualified by law to vote in Elections and in Town affairs, to meet at the Town Hall, in said Town, on Tuesday, the sixth day of Novem- ber, 1900. it being the first Tuesday after the first Monday punctually at 6 o'clock in the forenoon at which time the polls will be open for said voters to give in their ballots to the Selectmen of said Town for Electors of President and Vice- President of the United States; and for a Representative in the fifty-seventh Congress of the United States, for the eleventh Congressional district, for Governor. Lieutenant-Governor, Councillor (seventh Councillor district), Secretary, Treasurer and Receiver-General, Auditor and Attorney General of the Commonwealth; a Senator for the fifth Worcester Senatorial district and two Representatives for the tenth Worcester district to the General Court of Massachusetts; one County Commis-

sioner, County Treasurer for said County of Worcester, Register of Deeds, Worcester District, all on one ballott, designating the office intended for each person voted for.
The polls may be closed at four o'clock in the afternoon on said day of meeting.
At two o'clock in the afternoon on the above mentioned sixth day of November at the same place, there will be a meeting of the above described inhabitants to act upon the following articles, namely :-
ARTICLE 1. To choose a moderator to preside at said meet- ing
ARTICLE 2. To see if the Town will accept the Itst of jurors as reported by the Selectmen.
ARTICLE 3. To see if the Town will authorize the Treas- urer to use any unexpended appropriations or funds in his hands unappropriated, to pay expenses of the Town under Chapter 440 Acts of 1890, Highways and Incidentals or take any action in relation thereto.

In pursuance of the foregoing warrant, the inhabitants of the Town of Milford qualified by law to vote in elections and in Town affairs, met in the Town Hall in said Town on Tues- day, the seventh day of November, in the year of our Lord one thousand nine hundred, and were called to order by the Town Clerk, who then read the warrant and the officer's return thereon.
In accorance with the provisions of Chap. 548 of the Acts of 1898, the sealed package said to contain 2700 ballots, specimen ballots, and cards of instructions, was delivered to George P. Cooke, the presiding election officer. The seal was then publicly broken, the package opened, and the blocks of ballots delivered to the ballot-clerks and their receipts therefor given to the Town

Clerk, and one of each kind of cards of instructions were posted in the hall outside the rail.
The ballot-box required by law to be used in elections was then opened in public meeting and shown to be empty. The register of the box was then set at 0000 and the box locked, and the keys thereof delivered to Oliver D. Holmes, Constable in at- tendance at said meeting.
S. C. Sumner and D. J. Sullivan, appointed inspectors by the Selectmen, acted as ballot-clerks and during their absence S. Alden Eastman and M. G. Lynch, deputy inspectors. acted in their stead, each of them having been sworn to faithfully perform the duties of his office by the Town Clerk.
