WARRANT FOR SPECIAL TOWN MEETING, JULY 2, 1907.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To either Constable of the Town of Milford in said County,
Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall in said town, on Tuesday, the second day of July, A. D., 1907, punctually at eight o'clock in the evening to act upon the following articles, namely :-
ARTICLE 1. To choose a moderator to preside at said meeting.
ARTICLE 2. To hear and act upon the reports of any committees of said town.
ARTICLE 3. To see if the town will raise and appropri- ate the sum of forty-five thousand dollars ($45,000) or will authorize the Town Treasurer to issue notes or bonds to an amount not exceeding sixty thousand dollars ($60,000) at a rate of interest not exceeding four per cent per annum, pay- able semi-annually, for the purpose of paying the necessary expenses and liabilities incurred in the construction of its sys- tem of sewerage under the provisions of Chapter 343 of the Acts of the year 1906 and acts in amendment thereof and in addition thereto, or take any action in relation to borrowing money for the foregoing purpose, or for any purpose relating to the construction of its system of sewerage.
ARTICLE 4. To see if the town will vote to raise and appropriate the sum of thirty-five hundred dollars ($3500) for the purpose of laying drains for surface water to be expended under the supervision of the Selectmen, or take any action in relation to the same.
ARTICLE 5. To see if the town will raise and appropri- ate the sum of two hundred dollars ($200) additional, for the purpose of removing and trimming trees, the same to be ex-

pended under the direction of the Tree Warden, or take any action in relation to the same.
ARTICLE 6. To see if the town will raise and appropri- ate the sum of eleven hundred dollars ($1100) to be paid to Miss M. Theresa Cooke, in settlement of all claims she may have against the town for injuries received.
ARTICLE 7. To see if the town will authorize the Select- men to purchase a suitable piece of land parallel with one of the steam railroads for a suitable yard for use of the highway department, appropriate money therefor or take any action in relation to the same.
And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post office in said town; also cause an attested copy to be published in The Milford Daily Journal, a newspaper printed in said town, two Sabbaths at least be- fore the time set for said meeting.
Hereof fail not and make due return of this warrant with your doings thereon to the clerk of said town at the time of meeting aforesaid.

In pursuance to the foregoing warrant the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs met in the Town Hall in said town on Tues- day, the second day of July, A. D., 1907, at 8 o'clock in the evening, and were called to order by the Town Clerk, who then read the warrant and the officer's return thereon.
Article 1. The meeting made choice of Lowell E. Fales as moderator, one ballot being cast, which was for Lowell E. Fales.
Mr. Fales not being present, the meeting voted to again proceed with the election of a moderator. The meeting made choice of George P. Cooke as moderator, one ballot being cast, which was for George P. Cooke.
Article 2. Voted to pass over article.
Voted to take up Article 5.
Article 5. Voted to raise and appropriate two hundred dollars ($200) additional for the purpose of removing and

Voted, That the Town Treasurer be, and hereby is, authorized to issue and sell from time to time, the bonds or notes of said town to an amount not exceeding forty-five thousand dollars ($45,000) payable in gold coin of United States of America of the present standard of weight and fineness, at a rate of interest not exceeding four per cent per annum, payable semi-annually, and signed by the Town Treasurer and countersigned by a majority of the Selectmen, the same to be paid as follows : Fifteen hundred dollars ($1500) annually for the thirty years next ensuing the issuing of said bonds or notes for the purpose of paying the necessary ex- penses and liabilities incurred in the construction of sewers in said town, the same to be paid on the orders of the Board of Sewer Commissioners or the committee duly authorized to carry on the construction of sewers in said town. Voted that the sewer committee be instructed to publicly advertise for bids and that the money appropriated be ex- pended in the construction of the low level sewer.

Article 3. Voted to rescind the vote adopted July 2, 1907, authorizing an issue of $45,000, sewer bonds.

Voted : That for the purpose of meeting in part the appropriations heretofore made for the maintenance of schools, highways, salaries, town debt, interest, water for fire purposes, and street lights, the town treasurer be and is hereby authorized to issue bonds of the town to the aggregate amount of $45,000, bearing interest at a rate not exceeding six per cent per annum, such bonds to be payable in one year from date, and
That the sewer committee be and are hereby authorized not to expend any money of the unexpended balances of the

Greeting:
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall in said town, on Tuesday, the fifth day of November, 1907, it being the first Tuesday after the first Monday, punctually at six o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the selectmen of the said town for governor, lieutenant-governor, secretary, treasurer, auditor, attorney- general, councillor (seventh councillor district) a senator for the fourth Worcester senatorial district, two representatives for the ninth Worcester representative district in General Court of Massachusetts, district attorney, (middle district) (three years), sheriff (three years), county commissioner (three years), two associate commissioners (three years).

Also the said voters will give in their votes, Yes or No, in answer to the question as provided for in Chapter 123, Re- solves of 1907, entitled, "Shall the proposed amendment to the Constitution, authorizing the governor, with the consent of the council, to remove justices of the peace and notaries public be approved and ratified ?" all on one ballot designa- ting the office intended for each person voted for as provided for under the provisions of Chapter 560, Acts of 1907. The polls may be closed at four o'clock in the afternoon on said day of meeting. At two o'clock in the afternoon on the above mentioned fifth day of November at the same place, there will be a meeting of the above described inhabitants to act upon the following articles, namely :-
Article 1. To choose a moderator to preside at said meeting.
Article 2. To hear and act upon the reports of any com- mittee of said town.
Article 3 .. To see if the town will vote to accept and adopt the report of the special sewerage assessment commit- tee relating to assessments, and vote to assess the land own- ' ers in territory through which the sewerage system extends, and determine the method and amount of said assessment, or take any action relating to said assessments.
Article 4. To see if the town will vote to accept the pro- visions of the Revised Laws governing sewer assessments, and contained in Sections 3, 6, 8, 9, 10, 11, 12, 13, and Sec- tions 15 to 35, inclusive of Chapter 49 of the Revised Laws of Massachusetts, or take any action in relation thereto.
Article 5. To see if the town will appoint a committee to petition the Legislature for a special act for the making and collecting of sewer assessments, and to enable the further borrowing of money outside the town's debt limit for the completion and construction of sewers, and to enable the town to refund bonds to the amount of forty-five thousand dollars ($45,000) recently issued to provide for general appro- priations, or take any action in relation to the same.

TOWN MEETING, NOVEMBER 5, 1907.

Milford, November 5, 1907.
In pursuance of the foregoing warrant, the inhabitants of the town of Milford, qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town on Tuesday, the fifth day of November, inj the year of our Lord one thou- sand nine hundred and seven, and were called to order by the town clerk, who then read the warrant and the officer's re- turn thereon.
In accordance with the provisions of Chapter 560, Acts of 1907, the sealed package said to contain 2950 ballots, speci- men ballots, cards of instructions and copies of proposed amendment to the Constitution was delivered to Lucius E. Heath, the presiding election officer. The seal was then pub- licly broken, the package opened, and the ballots delivered to the ballot clerks, and their receipt thereof given to the town clerk, and one of each kind of cards of instructions and one copy of the proposed amendment to the Constitution posted in each voting compartment, and five specimen ballots, three of each kind of cards of instructions, and three copies of pro- posed amendment to the Constitution were posted in the hall outside the rail.
The ballot-box, required by law to be used in elections, was then opened in public meeting and shown to be empty. The register of the box was then set at 0000 and the box locked and the keys thereof delivered to Oliver D. Holmes, constable in attendance at said meeting.
Chester F. Williams and William R. Burke, appointed by the selectmen, acted as ballot-clerks, and during their ab- sence James J. Clancy and John H. Birch, deputy ballot- clerks, acted in their stead, each of them having been sworn to faithfully perform the duties of their office by the town clerk.

Baxter, appointed tellers by the selectmen, were sworn to faithfully perform their duties by the town clerk.
The polls were opened at 6.10 A. M. for the reception of ballots.
Voted: To close the polls at 4.30 P. M.
Due notice having been given, the polls at 4.30 P. M. were declared closed.
At two o'clock in the afternoon, on the above mentioned fifth day of November at the same place, the above described inhabitants acted upon the articles named in the warrant as follows. The meeting was called to order by the town clerk, who read the warrant and the return thereon.
Article 1. The meeting made choice of Lowell E. Fales as moderator, the check list being used. Four ballots were cast, all of which were for Lowell E. Fales.
