WARRANT FOR TOWN MEETING, NOV. 2, 1909. COMMONWEALTH OF MASSACHUSETTS.
Worcester ss.
To either constable of the town of Milford, in said county, Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall in said town, on Tuesday, the second day of November, A. D. 1909, it being the first Tuesday after the first Monday, punctually at six o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the selectmen of said town for governor, lieu- tenant governor, secretary, treasurer, auditor, and attorney- general of the Commonwealth of Massachusetts, a councillor (seventh councillor district), a senator (for the fourth Worces- ter senatorial district), and two representatives (for the ninth Worcester representative district) in General Court of Massa- chusetts, county commissioner (three years), county treasurer, (three years), all on one ballot designating the office intended for each person voted for as provided for under the provisions of Chapter 560, Acts of 1907, and amendments thereof and additions thereto.
[The polls may be closed at four o'clock in the afternoon on said day of meeting.]
At two o'clock in the afternoon of the above mentioned second day of November, at the same place, there will be a meeting of the above described inhabitants to act upon the following articles, namely :
Article 1. To choose a moderator to preside at said meet- ing.
Article 2. To see if the town will vote to appropriate the sum of three thousand dollars ($3000) to be used by the over-

seers of the poor, said money to be taken from any unappro- priated money now in the hands of the treasurer, or take any action in relation thereto.
Article 3. To see if the town will vote to appropriate the sum of twenty-five hundred dollars ($2500) to be used by the fire department, said money to be taken from any unappropri- ated money now in the hands of the treasurer, or take any action in relation thereto.
Article 4. To see if the town will vote to adopt the first fourteen sections of Chapter 28 of the Revised Laws, and provide for the election of three park commissioners, and pre- scribe their terms of office, or take any action in relation thereto.
Article 5. To see if. the town will vote to accept the pro- visions of Section 364 of Chapter 560 of the Acts of 1907, regarding the election of a highway surveyor, or take any action in relation thereto.
And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses and at the post-office in said town, also cause an attested copy to be published in the Milford Daily Journal, & newspaper printed in said town, two Sabbaths at least before the time set for said meeting.
Hereof fail not, and make due return of this warrant, with your doings thereon to the clerk of said town, at the time of meeting aforesaid.

Pursuant to the within warrant, I have notified the inhab- itants of the town of Milford herein described, to meet at the time and place and for the purposes within mentioned, by posting up attested copies of this warrant at each of the pub- lic meeting houses and at the post-office in said town, and I have likewise caused an attested copy of this warrant to be- published in the Milford Daily Journal, a newspaper printed in said town two Sabbaths before the time set for said meet -- ing.

In pursuance of the foregoing warrant the inhabitants of the Town of Milford, qualified by law to vote in elections and, in town affairs, met in Dewey Hall in said town, on Tuesday. the second day of November, in the year of our Lord one" thousand nine hundred and nine, and were called to order by. the town clerk who then read the warrant and the officer's return thereon. In accordance with the provisions of Chapter 560, Acts of 1907, the sealed package said to contain 2900 bal- lots, and a package containing specimen ballots, cards of in -- structions and penalty cards were delivered to Matthew J. Carbary, presiding election officer, the seal was then publicly: broken, the packages opened and the ballots delivered to the ballot clerks and their receipt thereof given to the town clerk,

and one of each kind of cards of instructions posted in each voting compartment, and five specimen ballots and three of each kind of cards of instructions were posted in the hall out- side the rail. The ballot box required by law to be used in elections was then publicly opened and shown to be empty, the register of the box was then set at 0000 and the box locked and the keys delivered to Oliver D. Holmes, constable in at- tendance at said meeting. Chester F. Williams and Michael G. Lynch, appointed by the selectmen, acted as ballot clerks, and during their absence Gilbert C. Eastman and James Dar- mody acted in their stead, each of them having been sworn to faithfully perform the duties of their office by the town clerk. William F. Clancy and Harold K. Bullard, appointed by the selectmen as tellers to check the voting list at the polls, were duly sworn to faithfully perform the duties of their office by the town clerk.
The polls were opened at 6.05 o'clock a. m. for the recep- tion of ballots. Arthur A. Jenkins, John F. Burke, Frank C. Lothrop, William F. McAvoy, Leroy Brown, Daniel Burns jr., George E. Stanley, Charles D. Ray, Clark H. Wilcox, Dennis P. Flynn, Thomas H. Coyne, James E. Hogan, Austin D. White, Michael J. Kelley, James F. Baxter, Albert W. Shedd, Walter F. Mann, William H. Barry, George L. Maynard, James J. Clancy, Archibald Boyd, John H. Egan, Joseph H. Doyle, James F. O'Riley, Paul Doane, Edward J. Roche jr., Fred W. Draper, Dennis V. Ryan, Ernest L. Schulz, Daniel F. McGrath, Albert W. Jones, William P. Kilcup, appointed tellers by the selectmen, were sworn to faithfully perform their duties by the town clerk.
Voted : To close the polls at 4.30 p. m. Due notice hav- ing been given, the polls at 4.30 o'clock p. m. were declared closed.
At two o'clock in the afternoon of the above mentioned second day of November, at the same place, the above described inhabitants acted upon the following articles named in the warrant as follows :
The meeting was called to order by the town clerk who read the warrant and the officer's return thereon.

Article 1. The meeting made choice of Lowell E. Fales as moderator, the check list being used. One ballot was cast which was for Lowell E. Fales. The moderator was sworn to a faithful performance of his duty by the town clerk.
Voted to postpone the consideration of the remaining articles in the warrant until Tuesday evening, November 9, at eight o'clock in Town Hall.
During the voting the ballot box was, by the unanimous consent of the selectmen and town clerk, opened five times for the purpose of taking out the ballots and sorting and counting the same.
First at 8.54 a. m., when it registered 500, then at 9.40 a. m., when it registered 818, then at 12.15 p. m., when it regis- tered 1250, then at 2.12 p. m., when it registered 1630, and again at the close of the polls 4.30 p. m., when it registered 2023. The ballot box count agreed with the number of names checked at the polls and at the tables. The names of those on the lists of voters, both at the polls and at the tables of the ballot clerks, which had been checked and audibly counted, were found as follows: List at the polls 2023, list at the tables 2023.
The tellers having canvassed the votes given in and found the total number of ballots cast to be 2023, the same having been sorted and counted, declaration thereof was made in open meeting and recorded as follows. The result was an- nounced at 6.22 p. m.

The ballots were then delivered into the custody of the town clerk and also the check lists in conformity with law in such cases made and provided.
The unused ballots remaining, and all soiled and cancelled ballots certified by the ballot clerks to be such, were secured in an envelope, sealed and delivered to the town clerk as pro- vided by law.

In pursuance to a vote passed at a town meeting held November 2, 1909, the inhabitants of the town of Milford met in Town Hall on the above date and were called to order by Lowell E. Fales, moderator, at eight o'clock p. m.
Under Article 2. It was voted, To appropriate the sum of three thousand dollars, ($3000) to be used by the overseers. of the poor, said money to be taken from any unappropriated money now in the hands of the town treasurer.
Voted : To pass over the article.
Article 3. Voted: To appropriate the sum of twenty-five
