In pursuance of a vote passed at the annual town meet- ing, held March 4, 1907, the inhabitants of the town of Mil- ford met in Town Hall and proceeded as follows :-
The meeting was called to order by Lowell E. Fales, moderator, at 7.30 P. M.
The town clerk read the warrant and the officer's return thereon.
Under Article 2, the following officers were chosen for the year ensuing :-

The finance committee organized by electing L. E. Heath as chairman, and James F. Stratton as secretary.
Eighteen 'members of the committee being present, it was voted to recommend the following: That the various boards of town officers practically close their accounts Janua- ry 20, of each year, so that all reports will be in the hands of the printer February 2.

Article 5. Voted : That the selectmen be and are here- by authorized to renew the present contracts with the Globe Gas Light Co., for the period of three years from the termina- tion of the same.

Article 6. Voted : That the treasurer be and is hereby authorized to borrow money at any time during the municipal year in various amounts not exceeding fifty thousand dollars ($50,000) in all, and give the negotiable notes of the town therefor, payable within one year from the date of their in- currence, the same to be paid out of the taxes assessed for the year 1907.
Article 7. Voted : That a discount of 2} per cent shall be allowed on all bills for poll taxes only, paid on or before June 20, and all other taxes paid on or before Sept. 10, inter- est at the rate of 6 per cent per annum, shall be charged on all taxes not paid by Sept. 10. On or before Nov. 1, the col- lector shall issue his warrants to enforce payment of bills for the poll taxes only, and taxes on personal property as far as practicable, and as soon as possible after Feb. 1, next, shall begin the proceedings necessary to enforce payment of taxes on real estate, that the collector be authorized to use all means of collecting taxes, which a town treasurer, when ap- pointed collector, may use. The collector shall be paid on all taxes collected or abated one half of one per cent on the first

seven-tenths of the taxes committed to him ; one per cent on the next two-tenths and 5 per cent on the remaining one tenth.

Article 9. Voted: That the selectmen be authorized to take charge of all legal proceedings for or against the town.

It was moved that the town do accept that portion of the report of the sewerage committee that relates to assessments, and that it be and hereby is provided that assessments under the provisions of Section 3 of Chapter 49 of the Revised Laws shall be made upon owners of land within the territory of the system of sewerage heretofore adopted by the town, by the following fixed and uniform rate, which is based upon the estimated average cost of all the sewers in said territory, to wit : Forty-five cents per linear foot of frontage of such land on any street or way in which a sewer is constructed and also one-half cent per square foot of area of such land within a depth of one hundred and twenty-five feet from such street

or way, subject to the following modifications : That no land shall be so assessed, which by reason of its grade or level or any other cause cannot be drained into such sewer, until such incapacity is removed; that in case of corner lots of land with sewers constructed on two streets or ways abutting thereon, the assessment as to frontage shall be made as to the street or way with the longer frontage and the owner shall be ex- empt as to such frontage assessment on the other street or way to a distance not exceeding sixty feet, and none of the area of such land shall be assessed more than once ; that the owners of land not liable to assessment or not in fact assessed shall use the sewers for the disposal of sewage from such land only upon the payment of such reasonable amounts as the sewer commissioners shall determine; that in no case shall an assessment be made that exceeds the special benefit received by the estate assessed, and the assessing board shall, in any specific case that so requires, make such modification of the amount of assessment above provided for as shall pre- vent such excess ; that upon proper request and as provided in Section 15 of Chapter 49 of the Revised Laws, any assess- ment may be apportioned into such number of equal parts, not exceeding ten, as the owner shall request; that all assess- ments shall bear interest at the rate of six per cent per annum from the thirtieth day after such assessments or charges become due, until paid ; that as a means of acquiring sewers already constructed by private individuals and valu- able to the town as a part of its sewerage system, the sewer commissioners may exempt from assessment the owners of estates connected therewith as to the lot on which the build- ing connected stands, the size of the lot so exempt to be de- termined by the sewer commissioners and the amount of such exemption in no case to exceed the amount actually paid for the entry to such sewer or towards its construction ; that the sewerage committee be directed to take such other and fur- ther action as may be necessary to carry out the levying and collection of assessments as provided in this vote.
After considerable debate on the report of the sewerage committee it was voted that the main question be now put.

through which water is drawn from said pond; thence southerly, along the middle of Mill river, the outlet of the pond, about 24 miles to the corner of the towns of Hopedale, Milford and Upton, a point in the middle of the river about 6 feet north, 53 degrees east from a drill-hole in the easterly end of a bowlder 12 feet in height and 20x35 in section a monument in the line between Hopedale and Upton, standing in the westerly bank of the river.
Voted: That the town of Milford hereby concurs with the board of Harbor and Land Commissioners in the proposed change in the boundary line between the towns of Milford and Hopkinton, so that the same shall be as follows :- Begin- ning at a granite monument standing at the corner of towns of Holliston, Hopkinton, and Milford, in latitude 42 degrees, 11 minutes, 29:27 seconds and longitude 71 degrees 30 min- utes 11:19 seconds, thence south 51 degrees 54 minutes west (true bearing) 1,468 feet to a granite monument, standing at an angle in the present boundary ; thence north 88 degrees 5 minutes west (true bearing) 8,842 feet to a granite monu- ment, standing about 90 feet west of Purchase street, Milford, or South street, Hopkinton, at an angle in the present boundary; thence south 59 degrees 6 minutes west (true bearing), 3,177 feet to a drill-hole in boulder 5 feet in height and 6x9 feet in section, standing in a wall and in the present boundary ; thence in the same direction, about 1,950 feet to the westerly shore of North pond, at the corner of the towns of Hopkin- ton, Milford and Upton, said corner being at high-water line as it would be with the water level with the crest of the roll- way in the present dam at the southerly end of the pond.

WARRANT FOR SPECIAL TOWN MEETING, JUNE
11, 1907.
COMMONWEALTH OF MASSACHUSETTS.

To either constable of the town of Milford, in said county,
Greeting:
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said town, qualified by law to vote in elections and in town affairs, to meet at the Town Hall in said town, on Tuesday, the eleventh day of June, A. D. 1907, punctually at 7.30 o'clock in the evening, to act upon the following articles, namely :-
Article 1. To choose a moderator to preside at said meeting.
Article 2. To hear and act upon the reports of any com- mittees of said town.
Article 3. To see if the town will raise and appropriate . the sum of sixty thousand dollars ($60,000), or will authorize the town treasurer to issue notes or bonds to an amount not exceeding sixty thousand dollars ($60,000), at a rate of inter- est not exceeding four per cent per annum, payable semi- annually, for the purpose of paying the necessary expenses and liabilities incurred in the construction of its system of sewerage under the provisions of Chapter 343 of the Acts of the year 1903 and act; in amendment thereof and in addition thereto, or take any action in relation to borrowing money for the foregoing purpose, or for any purpose relating to the con- struction of its system of sewerage.
Article 4. To see if the town will vote to raise and ap- propriate the sum of thirty-five thousand ($35,000) for the purpose of laying drains for surface water, or take any action in relation to the same.
Article 5. To see if the town will accept the list of jurors as reported by the selectmen.
Article 6. To see if the town will re-consider and re- scind its vote whereby it voted to make a three-year contract

with the Globe Gas Light Company for street lighting, or take any action in relation to the same.
And you are hereby directed to serve this warrant by posting up attested copies thereof at each of the public meet- ing houses, and at the post-office in said town, also cause an attested copy to be published in the Milford Daily News, a newspaper printed in said town, two Sabbaths at least before the time set for said meeting.

At a legal meeting of the inhabitants of the town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this eleventh day of June, 1907, at 7.30 o'clock in the evening, the said inhabitants proceeded as follows :-
The meeting was called to order by the town clerk, who read the warrant and the officer's return thereon.
Article 1. Balloting, the meeting made choice of Lowell E. Fales as moderator.
