Article 7. Voted: That the Selectmen be authorized to purchase a heavy duty truck for the Highway Department and that the sum of $7,500.00 be appropriated therefor, to be taken from the Highway Machinery Fund.
Article 8. Voted: That the Selectmen be authorized to purchase the following: For the Highway Department . One medium duty truck, one medium duty power grader. One pick-up truck. One sickle mower, for the ball field, one power lawn mower, and that the sum of $12,850.00 be appropriated therefor of which $10,006.00 be taken from the cash reserve carried as deCordova Gifts; $2,244.00 be taken from the cash reserve carried for a highway truck; and $600.00 be taken from the cash reserve carried for a pick-up truck.
Article 9. Voted: That the Collector of Taxes be elected for a three-year term.
Article 10. Voted: That the sum of $123.66 be appro- priated to pay the salary of the Building Inspector for the years 1944 and 1945; that the sum of $37.53 be appropriated to pay Doherty's Garage for the rent of land used by the Highway Department in 1945; and that these appropriations totalling $161.19 be taken from Free Cash.
Article 11. Voted: That the existing Board of Appeals under the Zoning By-Laws be the Board of Appeals under Section 81 I of Chapter 41 of the General Laws, Tercentenary Edition as amended by Chapter 211, Section 4, Acts of 1936 (Approved by the Attorney General, March 14th, 1946).
Article 12. Voted: That the unspent income received by the Town Treasurer under the will of John H. Pierce for hospi- tal and park purposes be placed under the supervision of the Commissioners of Trust Funds.

Article 14. Voted: That the Town instruct the Water Commissioners to obtain an engineer's report as to the advis- ability of the Town joining the Metropolitan Water System, or any other possibilities including Lake Nagog and the Hobbs Brook Reservoir.
Article 15. Voted: That the Town instruct the Selectmen to study the question of an ice hockey and skating rink and report to the Town at the first meeting.
Article 16. Voted: That the Town appropriate the sum of $150.00 to place street lights on Farrar Road from Concord Road to Ox Bow Road.
Article 17. Voted: That Action on Article 17 be postponed indefinitely.
Article 18. Voted: To amend the existing By-Laws by striking out Section 10 of Article 2 and substituting therefor the following: There shall be a Finance Committee composed of five voters of the Town who shall serve without pay and shall not, while serving on said committee, hold any other town office, either elective or appointive. Within thirty days after the adjournment of the Town Meeting at which this By-Law is adopted, the Moderator shall appoint five persons to serve on said committee, two persons for a term of three years, two persons for a term of two years, and one person for a term of one year. Thereafter the Moderator shall, within thirty days after the adjournment of every Annual Town Meeting, appoint for a term of three years either two persons, or one person as may be necessary to provide a Committee of five members. The members of the Committee shall hold office until their successors are appointed and qualified, and any vacancy shall be filled by the remaining members of the committee and the Moderator. The Committee shall choose a chairman and a secretary and shall prior to the Annual Town

Meeting confer with the Selectmen for consideration of the annual budget, and may hold public hearings. The Commit- tee shall consider all questions that require the expenditures of money and shall consult with all boards, committees, or officers on their respective annual or special requests for appropria- tions. The Committee shall make reports and recommenda- tions in the Annual Town Report or by special report on any question brought before the Town at a Town Meeting other than the Annual Town Meeting.
This Amendment was approved by the Attorney General on March 14th, 1946.
Article 19. Voted: That the Town appropriate the sum of $1,250.00 to obtain available blue prints of parcels of property in Lincoln, filed in the Registry of Deeds of Middlesex County said sum to be taken from free cash.
Article 20. Voted: That the Town accept as a public way the private road known as Woods End Road, as shown on a plan in the Land Registration Office being plan numbered 107 (B of 2) and approved by the Board of Survey of the Town of Lincoln, January 30, 1939.
Article 21. Voted: That the Town appropriate $1,000.00 to form a Mosquito control project to be carried out under the supervision of the State Reclamation Board.
Article 22. Under this Article a motion "That the town insurance be handled by a licensed broker, or brokers residing in the town," was lost.

Under this Article it was moved "that the Town vote to have the Moderator appoint a Committee to submit to the Selectmen plans for a Veteran's Homecoming Program and that the sum of $500.00 be appropriated there- for." Several Veterans spoke against the motion, Mr. Thomas Adams said in part, that he was speaking as a Veteran of World War two, and that he was opposed to any fan-fare for returning veterans, he felt sure that all would be glad to return to their home town in a quiet and dignified manner. Thomas J. Rouner, also a Veteran of World War two, spoke of the towns where appropriations had been made for home- coming celebrations, one of $10,000.00 but the veterans voted 95% against it, and while he was deeply appreciative of the thought which prompted the motion, he was wholeheartedly in favor of the sentiments expressed by Mr. Adams. These and other similar expressions evidently impressed the towns- people and the motion was lost.
Article 24. Voted: That the bequest to the Town in the will of Julian deCordova be accepted and that the Board of Selectmen, the Town Treasurer and the Tax Collector re- spectively and severally be and they hereby are authorized to execute and deliver on behalf of the Town such certificates, receipts, acknowledgments and other instruments as they in their discretion may deem necessary or desirable to establish the rights of the Town of Lincoln under the will of the late Julian deCordova and under three certain agreements between the said Julian deCordova and the Merchants National Bank of Boston dated respectively November 29, 1930, April 27, 1936, and October 10th, 1941, or to expedite receipt by the Town of the monies payable to it under the terms of said will and said agreements: and that the Board of Selectmen be and they hereby are further expressly authorized in their discretion to settle, adjust and compromise any doubts or disagreements concerning the interpretation of the rights of the Town under said will and said agreement and to execute and deliver on behalf of the Town at such time as they may deem appropriate an acknowledgment of satisfaction of rights of the Town against the Merchants National Bank of Boston as depositary under said agreements and a discharge to said Bank from further liability thereunder.
Article 25. An amendment to the original motion reading: "That the motion be amended as follows: that the words 'that the Moderator appoint a committee of three who' be stricken out and the following words substituted therefor: 'that the Committee for Investigating the Needs of the Lincoln Schools together'," was lost. Voted: That the Moderator appoint a committee of three who, with the planning board shall engage an expert in town planning who shall render an opinion on all school sites, that a report be made by the committee and Planning Board at a Town Meeting which shall be called not later than June 1, 1946, that an appropriate article or articles be inserted in the warrant for this purpose, and that the sum of $500.00 be appropriated therefor from free cash.
Mr. Meriam called attention to the fact that Mr. George G. Tarbell was retiring as Chairman of the Finance Committee, and spoke of the many years of valuable service he had given the Town in the various offices he had held and moved that a rising vote of thanks be given him, which was accorded amid prolonged applause. Voted to adjourn at 10.15 P.M.

In accordance with the above Warrant the meeting was called to order by the Moderator at 7.35 P.M. The return of the Warrant was read. Mr. Page asked to have Articles 12 and 13 taken up at this time. Mr. Hutchinson then requested that Article 7 be considered, and it was so agreed.
