REPORT OF BOARD OF SELECTMEN
Board organized with Sumner Smith, Chairman.
The following hold Town victuallers' licenses, and their premises have been inspected and passed by the Building In- spector :
Hartwell Farms Lincoln Stand
Traffic Control
Many accidents, some fatal, at intersection of routes 117 and 126 influenced the Board to install stop signs on Route 126, according to a plan of the State Highway Commission.
Town Dump
A very suitable piece of land for a dump was leased from Harry Cook for five years at $200.00 per year, and the lessee agreed to keep the drive-way open and the rubbish pushed in the hole.
Town Hall
The stage curtains and scenery in the upper hall were flame- proofed and one set of safety lights installed in the upper hall. The latter are supposed to light the exits automatically if the electric current stops.
Pierce Park
The Board inspected the trees in the main part of Pierce Park with an expert tree man, and had some overdue pruning, preserving and thinning done.
Legion Hall
John Todd, Edmund F. Giles, and Robert C. Chapin talked with the Selectmen about the question of finding a suitable place for a Legion Hall, and the Board, not knowing of such a place, agreed to publicize the desires of the Service men.

Baker Bridge
The Board has every reason to expect the Federal Govern- ment to erect a new bridge here soon, changing the location to the extent that Old Concord Road cannot have access to the bridge. The abutters on said road were circularized by a petition to determine if any objected to the closing of that terminus of the road, and none opposing, it is planned to close it.
The Government also agrees to install a new water main over the bridge and make the necessary connections, at no cost to the Town.
Perambulation of Town Lines
The Wayland-Lincoln town boundaries were inspected and found to be in order.
Virginia and Bedford Roads
The Government closed these roads to public use during most of the war. Lincoln, Concord and Bedford sued for damages; the U. S. has returned the roads to their original owners, the case has been settled, and the opinion is that Lin- coln will recover enough net to at least put the roads in as good shape as they were before the taking.
Town Hall
Although the coal furnaces are absolutely beyond reason- able usefulness and repair, the Finance Committee and Selectmen do not ask the Town to proceed with any change this year. The Selectmen do ask for an appropriation of $200.00 to employ an engineer to draw up specifications for heating the upper hall. The copper gutters and conductors are also out of repair and $300.00 is asked for this work.

Airplane Noise
An article is inserted in the warrant for the purpose of con- veying to somebody in authority the attitude of the citizens toward annoying and unnecessary noise caused by the con- tinuous manoeuvering of apparently private planes over the Town.

A vote under Article 6 of the June meeting allowed the Board to appoint a Committee to study the physical proper- ties and the documents, and report to the Town at the next annual meeting.

Deeds, Wills, Trusts, Etc.
Mr. Pierson Hunt originated and sponsored the project of publishing all the documents or portions of those which affect the interests of the Town, and his efforts have been invaluable toward making the compilation complete. Copies are avail- able in the Town Hall at a nominal price. Also copies of the By-Laws, Zoning By-Laws, Traffic Regulations and Building Code.
School Site
The Town voted in Special Town Meeting last June 28th under Article 12 to acquire certain property for "school pur- poses and purposes incidental thereto."
As one of the owners of the land to be acquired is a Selectman and because Selectman Schaal has attended only one regular meeting and one special meeting since September, the Town and the landowners have actually been at a great disadvantage to negotiate a settlement on the aforementioned land takings.
Selectmen Hills and Smith studied the plan and vote of taking, and believing that a substantially better plan can be conceived than the present one, especially with respect to Lot A, and because more than 270 veters petitioned the Selectmen to postpone the taking from February 8th to the Annual Town Meeting, March 3, or its adjournments, the Board delayed giving instructions to its attorneys in this matter. has lost no rights in delaying action under the Article 12 vote until March 3rd. After conferences with counsel, the Select- men decided to delay, because the Town would benefit by obtaining a better plan with respect to using possible natural boundaries instead of arbitrary ones and because land ac- quired by deed has valuable advantages over land taken by eminent domain. It also appears certain that a deed can be obtained if the consideration can be agreed upon.
As conditions were previous to February 8th, if a taking had been made, legal complications might have resulted, and the Board feels the Town is fortunate in being able to act on this school site question at an annual meeting, inasmuch as $300,000 more or less may have to be raised by vote before proceeding further.

REPORT OF THE FINANCE COMMITTEE
As was predicted in the Finance Committee Report of last year, Municipal and State expenditures are showing a marked increase over the war and previous years. Lincoln is no exception.
With a building program ahead, we recommend that the Town continue to face increases squarely and tax itself fully for all true operating expenses. In that manner any surplus not needed for working capital can be made available to re- duce the borrowing for necessary major outlays.

As is to be expected, the largest departmental increase for the year is in the School Committee budget, with a recom- mended increase of $11,251 over last year's budget. Of this sum, $7,436 is for salaries and the balance for increased high school tuition and for supplies.
