AN ACT TO PROHIBIT THE DRIVING OF VEHICLES OVER MUNICIPAL FIRE HOSE


1926, Chapter 278


Section 7A. Upon the approach of any fire apparatus which is going to a fire or responding to un alarm, every person driving a vehicle on a way shall immediately drive sid vehicle na far as possible toward the right-hand curb of side of said wey and shall keep the tame at a standstill until auch fire Doparatus his pissed. ANNUAL TOWN MEETING Monday, March 6, 1950


Pursuant to a Warrant duly served, the meeting was called to order by the Moderator at 7:30 o'clock P.M., the return of the Warrant was read, and the Moderator called attention to Article 1.


The following request was made by Mr. George G. Tarbell.


"In the name of a great many citizens of the Town I ask for them the privilege of the floor, without a motion, to make a presentation to an official who has served the Town for a great many years.


"Jerry, I am only a mouthpiece for your neighbors and friends. You served the Town for a very long time in many offices. The fact that you served so faithfully is not in itself unusual in the Town of Lincoln. The fact that you served so long is not a record. Your neighbor and friend, Jim Lennon served forty-one years. Another friend served as a trustee for fifty-four years. What is unusual is that you served the Town in so many different capacities since you were elected Tree Warden in 1911. I won't go into details about the old record but just mention in passing that you served as Con- stable, Sealer of Weights and Measures, Tree Warden, Moth Superintendent, Fire Engineer, on the Bureau of Old Age Assistance and as Chief of the Police Department. Then, so that you would have something to do in your spare time you served as Water Engineer for 30 years. Now that record, Jerry, is unusual. All the Boston Papers headlined your ac- tivities recently and a national magazine 'Time' wrote a story about you. It was unusual for Mr. Dahl, the famous car- toonist, to take notice and the Boston Herald published his work showing you on the limb of a tree, sawing yourself off, 75 feet in the air. He was not poking fun at you, he was pointing out how your reputation for getting things done the quickest way wasn't just talk.


"The thing that has amazed me during the many years you

were Chief of Police was your absolute disregard of time. We have come home late at night and have seen you patrolling the main and side roads. One of the residents of the Town who is a very early riser has seen you many times at the reservoir around daybreak. Time meant nothing to you, vacations meant nothing to you. I remember when one of the Selectmen asked you to take a vacation, you muttered something but didn't follow his suggestion. Next year he had a little more temerity and told you to take a vacation. You didn't. The third year the Board ordered you to take a vaca- tion. That chairman did not know his way around. You went away Friday morning. The chairman reported to the Board on Monday night that finally you had taken a vaca- tion. When he went to get the mail the next morning there you were at the Center School directing traffic. You had taken your vacation.


"You have never known a forty-hour week. You have known many forty-hour days. The long list of offices you have held in Town is impressive, but the great amount of time you have spent in each office is even more so.


"Many generations have passed since you first took office and you have known all the boys and girls and watched them grow up. We all know that many boys are apt to be prob- lems and that they are full of animal spirit. Some of them more so than others. Nearly all have needed kindly guidance rather than official discipline. Ask any of our sons, ask any boy around 15 years old what he thinks of Jerry Kelliher. We parents did not worry on Hallowe'en. Jerry, you have handled many of the situations that might have been em- barassing to us parents, as if the boys were your own. We want you to know that we appreciate that.


"We wanted our gift to you to give you pleasure. It must be personal and we wanted you to see and use it every day to remind you of us. At first we thought of a silver service, or something similar, but that did not fill the requirement of either pleasure or personal use. And then someone suggested that we divide the gift. So we give you this check which we hope you will spend in any way that will give you the most pleasure, and for - to us at least - the most important part, the something which you will use everyday, and in that use

Mr. Kelliher's reply:


"I have worked for the citizens of Lincoln for a great many years. I have enjoyed my work and I could not have done my work without the help of the citizens, the Town officials and everybody connected with them.


"I had a partner in life who helped me a good deal. I lost her a few months ago. That was a great set-back to me. I wish she could be here tonight, she was always loyal, loyal to the people of Lincoln and to me.


"I cannot thank you. Gratitude is overflowing my heart. I assure you that if I had my life to live over again, I would want to come back and work for the Town of Lincoln. I do tell you though, that if God is good and my health comes back, I hope to be in the community if nothing else."


Article 2. To bring in their votes for any committees, commissioners, trustees, and other officers, required by law to be elected by ballot or otherwise.


Voted: That Harold S. Cousins and Joseph R. Tracey be elected Measurers of Wood and Bark for the ensuing year.


Article 3. To hear and act upon the reports of Town Officers, Committees, Commissioners and Trustees.


Voted: That the reports of the Town Officers, Committees, Commissioners and Trustees as printed in the Town Report be accepted.


Article 4. To fix the salaries and compensation of the several elective officers of the Town and to determine whether any Department, Board or Committee shall be authorized

to employ for additional compensation any of its members and to fix additional compensation of such members.


Voted: That the salaries of the elected officers of the Town for the current year be fixed at the following amounts re- spectively:


Selectmen each $200 00 Assessors Chairman $200 00


Treasurer 200 00 Assessors other members each 175 00


Collector of Taxes 1,500 00 Auditor 50 00

300 00 Water Commissioners each 75 00


and that one or more Cemetery Commissioners be authorized to work on the Cemetery grounds at the rate of $1.00 per hour.


Article 5. To raise and appropriate money for the neces- sary and expedient purposes of the Town, and enact any- thing in relation to the same.


Voted: That the Town raise and appropriate for general town purposes an aggregate sum of $256,558.50 in accord- ance with the several appropriation items set forth as Items 1 to 73 both inclusive and the notes thereto read to the meet- ing, as shown on pages 47 to 52 inclusive in the Town of Lin- coln Report for 1949, except that the appropriation for street lights Item 45, be increased by $750.00 to a total of $5,420.00, the appropriation for Auditor Item 13 be decreased by $100.00 to a total of $50.00, the appropriation for Item 51 be increased by $375.00, and an amendment to Mr. Denios' motion "That Item 51 in the finance committee's report be increased by $2,500.00, said sum to be appropriated from Free Cash" was carried, increasing said Item 51 to a total of $57,305.00, the appropriation for Item 53 be increased by $2,440.00 to a total of $28,513.00 the appropriation for Item 54 be increased by $785.00 to a total of $8,880.00.
