(3) The bank is to pay the net income of the A trust either to the town or to the proposed corporation, if and when the latter is organized, at reasonable intervals, including both income undistributed at the date of entry of the decree and income thereafter received, but is to be fully credited with income properly paid to the town prior to the entry of the decree.
We must not be understood as necessarily intending to decide that every point here considered could be raised in a suit brought solely by ten taxpayers under G. L. (Ter. Ed.) c. 214, § 3 (11). REPORT OF THE DIRECTORS OF THE deCORDOVA AND DANA MUSEUM AND PARK
On December 2nd a meeting was held at the Town Hall to carry out the decree of the court in regard to the Agreement of Association of deCordova and Dana Museum and Park and the proposed By-Laws of the corporation.
The necessary papers were signed and other details were carried out as Mr. Samuel Hoar, the Town's lawyer in the court proceedings, advised.
The seven directors, appointed as is recorded in the Select- men's report, immediately met and elected:

Directors' meetings have been held on the average of once a week and the possibilities for the development of the museum and park along educational and recreational lines are being carefully explored.
The Directors requested Dr. Edgell, of the Boston Museum of Fine Arts, to nominate an art expert, as required by the court decision.
Dr. Edgell nominated Mr. Frederick Robinson of the Spring- field Museum of Fine Arts, and we have concluded an agree- ment with him to aid us in our study of the hundreds of objects. Mr. Robinson is especially well fitted to help us from not only his high professional standing but also from his long association with the contents of the house and galleries.
As soon as possible we shall choose an executive director to administer the museum and park and also an architect to plan the necessary changes that must be made before groups can be admitted.
The expenditures made by the Selectmen appear in the Treasurer's report. On December 8, 1948, $9,273.20 was

transferred from the Town to the corporation. The corpora- tion has expended to December 31, 1948, $2,922.21, leaving a balance of $6,350.99.

REPORT OF THE FINANCE COMMITTEE
The Finance Committee has consulted with the Selectmen, Boards, Committees and Officers of the Town, concerning their recommendations for 1949 appropriations. Your town officers have been conscientious in getting full value for the Town out of their appropriations. We want to thank them for meeting the December dates set for the receipt of their recommenda- tions for the new year. The earlier discussion made possible by their co-operation increased the efficiency of the whole budgetary procedure and the publication of the Town Report.
Excluding the appropriation for the Water Board, which is financed by water users and not from taxation or other revenue, the total of the recommended appropriations for regular Town services in 1949 is $229,337. This represents a net increase of $40,700 over the comparable appropriations at the annual meeting in 1948. On the basis of 1948 valuations, every $3,926 of appropriations to be raised by taxation would mean $1.00 on the tax rate.

and the major decrease is $3,485 in the appropriation for Highways.
The school increase results from the expected employment of three additional teachers plus a full year's salary for a new teacher added last September and from the salary adjustment program begun last year to bring salaries in line with competi- tive standards.
The increase required for payment of principal and interest on the school bonds and the highway bonds needs no explana- tion.

REPORT OF FINANCE COMMITTEE
The increase for insurance is a result of increases in insur- ance carried on present buildings, new insurance on additional property and prepayment of insurance to even out the annual requirement for insurance by staggering the maturities of the policies.
The item for rent of hydrants is self explanatory and is in accordance with the vote of the Town last year.
A Massachusetts statute passed in 1948 provides that the Treasurer of the Commonwealth is to reimburse from 20 to 50% of our school bond expense and creates a Commission to carry out the program. The Commission is not yet fully or- ganized and since no specific funds are allocated for the pur- pose, the program is involved in the whole difficult financial program of the Commonwealth now before the Governor and the Legislature. It does not seem wise to count on any help being received this calendar year from this source.
The Finance Committee expresses no opinion here as to the advisability of proposals under special articles which may be in the Warrant except that they unanimously approve the recom- mendation of the Selectmen for two weeks extra compensation for Town employees in the nature of a cost of living bonus to help meet increases in the cost of living that occurred after the Annual Meeting last year. The Finance Committee will at- tempt to discharge its duty at the Town Meeting to give advice on other requests for proposed expenditures.
The Committee is of the opinion that the appropriations listed in the following schedule will very adequately provide for the effective maintenance and operation of the property and activities of the Town for the current year.
The following several appropriations, identified by number, are hereby recommended for appropriation under the article calling for general appropriations.
