Early in the work, at the request of the Overseers, I gave to them an itemized estimate of $3,41I as the probable cost of the construction of the Almshouse. It is a principle with engineers and architects that 'extras and superintendence should not ex- ceed 10 per cent. of the amount estimated or put under con- tract for the expense of the structure; but, of course, extras would not include what would come under the head of additions. The contractors have shown skill and ability in their work, and a desire and intention of keeping up to their agreements with the Town, a truth that will be evident to anyone inspecting the building. TOWN MEETINGS.


At the adjourned meeting on February 15 it was


Voted, That a new Poorhouse be built in conformity with the plan and specifications submitted by the Committee if it can be done at a cost not to exceed the amount voted at the last meeting.


Voted, That the contract for building be awarded to the low- est bidders in the different departments.


Voted, That an agent be chosen by ballot in accordance with the following recommendations of the Committee: "That he is given authority to act as the Town's Agent in the construction of the Poorhouse within the limits of the votes of this meeting, and to superintend the work. He must have the approval of the Overseers of the Poor for contracts made in addition to those voted at this meeting and for any change or addition involving an expense of over twenty-five dollars ($25.00); but may make minor changes on his own responsibility, the price being agreed upon before the work is begun. All contracts and orders shall be given in writing."


Chose, Laurence Bradford Agent, as above.


Voted, That the location recommended by the Committee be adopted.


At the Annual Town Meeting held March 2, Chose James Downey Moderator.

Voted, That the interest on Gurnet Bridge Loan be paid from the Bank and Corporation taxes.


Voted, That for the purpose of procuring a temporary loan to and for the use of the Town of Duxbury, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time with the approval of the Selectmen a sum or sums in the aggre- gate amounting to twelve thousand dollars ($12,000), and to execute and deliver the note or notes of the Town therefor, pay- able within one year from the time the loan is made, with inter- est thereon at a rate not exceeding five per cent. per annum. Any debt or debts incurred by a loan or loans to the town under this vote shall be paid from the taxes of the present municipal year.


Voted, That the following By-Law be and is hereby adopted: "From and after the first day of January, one thousand eight hundred and ninety-nine the wheels of all draft vehicles not hung upon springs passing over or upon any highway of and owned in this town shall have tires as follows: If of four wheels not less than three inches in width, and if of two wheels not less than four inches in width. The owner and driver of any draft vehicle owned in this Town who shall drive or suffer the same to be driven over any highway in this Town with tires contrary to these provisions shall be punished by a fine of not less than five nor more than twenty dollars for each offence."

Voted, That regarding the case now pending between the Assessors of the Town and Lot Phillips & Co., the Assessors be authorized to carry the matter to the Supreme Court.


Voted, That the Selectmen be instructed to determine the line through the harbor between Duxbury and Plymouth and Dux- bury and Kingston.


Voted, That Mr. Bradford, Agent for the Town in building the Almshouse, be authorized to sign all contracts.


Voted, That Mr. W. W. Campbell be given the contract for plumbing, heating and water supply of the new Almshouse in accordance with his bids, and that the choice in the method of heating be determined by the Agent and Overseers of the Poor from the different bids of Mr. Campbell.


Voted, That two hundred and fifty dollars ($250.00) be appro- priated for repairs of East street from the second hill to May- flower street.


Voted, That the Treasurer be authorized to hire money to pay for the new Almshouse, and that the Town raise one thou- sand dollars ($1,000) this year and one thousand dollars ($1,000) each successive year until paid for.


Voted, That the Moderator be paid the sum of three dollars ($3.00) for his services at the Special Town Meeting held De- cember 23, 1895.


At the above meeting there were 211 names checked as having voted.
