SCHOOL COMMITTEE'S REPORT.
With the close of the financial year 1892-3, the School Committee present their report as the law directs.
Below will be found a brief summary of the ex- penses of the schools during the past year, and the available means of meeting the same.

It will be seen from the above that the amount ex- pended for repairs was $163.79 more than the appro- priation, this being caused by the ventilation of the Millbrook School-house, in accordance with the order of the Inspector of Public Buildings for this district. The expenses for the support of schools are $24.42 in excess of the appropriation, and for school incidentals $79.39, the last being caused almost wholly by the payment of bills contracted in the year 1891-2.
The Committee have attempted to have all the bills contracted during the past year paid before the end of the year, and, with few exceptions, such bills have been approved and presented for payment.
During the financial year just closed, the schools, with the exception of the Academy, have been in ses- sion 38 weeks, the Committee being unable, with the means at their disposal, to have the schools in session 40 weeks. It was thought best to have short vacations at Christmas and Fast and to extend the Summer vaca- tion two weeks, thus avoiding the various interruptions in the early part of September.
During the past year, a committee consisting of the President of the Trustees, the Principal of the Acad-

emy, the Superintendent of Schools, and one member to be chosen from the School Committee, was chosen by the Trustees of the Academy to consider what changes might be desirable in the requirements for admission to the Academy, the course of study, and other matters pertaining to the general welfare of the school. The committee have not yet reported to the joint committee of the Trustees and School Committee, but have been for some time carefully considering matters pertaining to the Academy. At a recent meeting of this committee referred to above the fol- lowing resolution was passed : " Resolved, That the educational interests of the Town require a grammar school in which pupils may be better prepared for the Academy, thus leaving the Academy free to do a higher grade of work."
The Trustees of the Academy at a meeting on Sept. 5. 1892, voted "that the Superintendent of Schools; Mr. Watson, be invited to give what time he can to the Academy, and to consult with the Principal, and to make any suggestions to the Trustees, for the im- provement of the school, that he may think desirable."
Appended to the report of the Committee is the re- port of the Superintendent of Schools. In this report the question of consolidation of schools is discussed at length. Since the union of the towns of Scituate, Marshfield and Duxbury, for the employment of a Superintendent of Schools, the schools of Scituate have been reduced in number by the union of schools. In

order that the Town of Scituate may still further re- duce the number of its schools without disturbing the district-the law requiring at least thirty schools in the district-the School Committee of Scituate have re- quested their representative in the Legislature to intro- duce a bill allowing the district to decrease the number of its schools and still employ a Superintendent under the law of 1888.
That better schools must result from the consolida- tion of schools there can be no doubt, and your Com- mittee have considered the matter to a considerable extent, but have not yet any definite plan to offer. Among other plans, it has been suggested that the Methodist Church be purchased and made into a four- roomed school house, to accommodate the pupils of the lower half of the town, pupils living beyond a certain distance being transported, and that a similar building be located centrally for the upper half of the town. If this, or a similar plan, were adopted, the schools might be graded, no room having more than two classes, or grades, and the studies commonly known as grammar school studies could be completed before the pupils entered the Academy, thus leaving the Academy for a much higher grade of work, as has already been suggested.
With such grading of our schools, subjects might be introduced which it is not practicable to teach in them at present, and there would be no reason why our

schools should not rank with those of the larger towns and cities.
Our schools, taken as a whole, are doing good work, and the advantages of supervision are becoming more apparent each year in better methods of instruction and in the results obtained.
In closing, the Committee recommend the following appropriations : -

SUPERINTENDENT'S REPORT.
TO THE COMMITTEES OF SCITUATE, MARSHFIELD AND DUXBURY :
The fourth annual report of the Superintendent of Schools, is herewith presented for your consideration.
The School year just past has, in most respects, been one in which a record of good progress has been made. It has been the aim of the teachers and Superintendent, to produce more thorough work in each grade. With this end in view, stated examinations at the end of each term have been discontinued. This has made it possible to give examinations at any time during the term, thereby relieving pupils of great nervous and mental strain at one time.
This plan has also resulted in placing the examinations on a higher plane of usefulness, by showing both teachers and pupils wherein the instruction has been deficient, before the end of the term, and while there is time to review the classes and make up such deficiencies. It has, also, served to direct the instruction along right lines, has given more force to proper methods, and does not confine pupils to the study of one text-book, but leads them into a broader and higher plane of personal investigation. It also produces more independence of thought and a greater degree of individual responsibility.
That our schools are, year by year, improving in work done, and, what is most important, that the pupils are receiving a broader mental development, is proven by the fact that the principals of

the High schools report, that each succeeding class that comes to them is more capable of grasping the higher studies. Progress in his direction is most gratifying, and by far the most important end for which to work. Of what value is knowledge, in any sub- ject, to a person, if he has not first of all, the mental power to use it to the best advantage ? The school cannot furnish pupils with natural ability, but it can, and ought, to develop natural ability to its fullest extent. This is the first duty of the school. Knowledge is of great value, but knowledge without adequate power to use it, amounts to but little.
