(9) Where Hot Water Boilers are located in closets the walls and ceilings of closets shall be plastered and the floor covered with at least two thicknesses of flooring.


CHAPTER XVIII. CHIMNEYS, ETC.


(1) All chimneys shall be built of brick, concrete block, stone or metal, satisfactory to the Inspector of Buildings. The walls of every chimney built of stone shall be at least 8 inches thick ; and if of brick or concrete block construction may be at least 4 inches thick, all chimneys must be lined with terra cotta flue lining from the base to one foot above the roof opening.

Chimneys of metal within any structure shall be so designed as to not present a fire hazard.


(2) Chimney Exposed to Weather. Chimneys exposed to the weather and that portion below the first floor shall be laid in cement mortar. Where a chimney passes through a wood floor it shall be held central in the opening (which must be cut at least two inches larger all around the chimney) by a brick header projecting at each corner against the side of the open- ing.


(3) Thimbles. All thimbles shall be of cast or wrought galvanized iron, of extra heavy gauge, and so placed that no woodwork is within four inches of the pipe hole. This thimble to be built into the chimney at least four inches and shall be of such length as to finish flush with the plastering.


(4) 3 Horizontal Flues. No earthenware pipe of any kind shall be used as a vertical or horizontal flue. All horizontal flues shall be made of one continuous piece of cast or wrought iron pipe laid in bricks and mortar or solid concrete at least 14 inches square on the outside.

(5) Topping of Chimneys. All chimneys shall be topped out with hard burned brick and laid in cement mortar and to extend at least three feet above the roof at the highest point through which it passes.


(6) Hearths. All hearths shall be supported by trimmer arches of brick or stone or concrete or be of single stones at least six inches thick, and supported entirely by iron beams, one end of which shall be securely built in the masonry of the chimney or adjoining wall. The brickwork of the walls of all fireplaces, range or grate openings must be eight inches thick and the back must be eight inches for at least two feet above such openings. All such hearths and supports shall be at least 12 inches wide in front of the chimney breast. The brick- work over all fire places and grate openings shall be supported by suitable iron bars, angle irons, or brick or stone arches.


(7) Boiler Flues. The walls of every chimney connected with a boiler having a grate area of more than 10 square feet, shall be at least eight inches thick if built of brick and be

lined with fire brick to a point at least 25 feet above the intake from the boiler.


(8) Outside Chimneys. A metal smokestack placed outside of a building may be made of iron or of steel plates not less than three-sixteenths of an inch in thickness, with a spark ar- rester maintained at the top. It shall be carried on a separate foundation proportioned to the load, and such stack shall be de- signed to resist all possible lateral strains by the use of sub- stantial guys or anchors. Any portion of said stack that may be heated to a temperature exceeding 800 degrees F., shall be lined with fire brick.


Metal chimneys constructed on the outside wall of a building must be set off at least two inches.


(9) In cases where it is impractical to provide a suitable masonry flue, cast iron vent pipes of sizes called for may be used if they are protected on the outside with at least one inch of asbestos cement on wire lath and they are installed in a manner approved by the Inspector.


(10) In case of alteration work or where in the opinion of the Inspector, it is not practical to construct a separate flue or vent stack, vent pipe connections may be made to any existing chimney flue at least 12 inches above the opening used by any coal burning appliance.


(11) All hand controlled water heaters using not more than 100 cubic feet of gas per hour may be connected by a vent pipe firmly secured in place to any existing chimney or smoke stack by conforming with the same fire precautions as those required for smoke pipes.


(12) Cold Air Box. Every cold air box or duct connected with a hot air furnace shall be constructed of metal.


(13) Unsafe Chimneys. If any chimney, flue, or heating apparatus shall in the opinion of the Inspector of Buildings, be unsafe by reason of endangering the premises by fire or otherwise, he shall at once notify (in writing) the owner, agent, or other party having an interest in the premises, who upon receiving said notice shall make the same safe in pur- suance of the terms of the notice.

(14) Miscellaneous. No chimney shall be corbelled from a wall more than the thickness of the wall.


No chimney shall be hung from a wall which is less than 12 inches thick.


If any chimney, flue or heating apparatus shall, in the opin- ion of the Inspector be dangerous or unsafe, he shall at once notify in writing the owner, agent or any other person having an interest therein, and require him to make the same safe; which such party shall do at once.


No woodwork of any kind shall be placed at a less distance than one inch from the outside brickwork of the flue and in, no case shall a nail be driven into the masonry of any flue.


GUARDS TO PIPES FOR SMOKE, HOT AIR, ETC. AND PROTECTION OF WOOD WORK ABOUT SAME.


No woodwork shall be placed at a less distance than one inch from any flue and all pipe used, or intended to be used, to con- vey heated air, shall be cased with asbestos.


FURNACES, HOW SET.


Tops of furnaces set in brick shall be covered with brick, so as to be perfectly tight, and they shall be at least six inches below the same; tops of portable furnaces shall be at least twelve inches below any woodwork, or the woodwork shall be protected by a tin shield suspended at least two inches below it.


REGISTERS, HOW SET, ETC.


Registers, connected with hot air furnaces, shall be set in non-combustible borders, at least two inches wide.


HOT AIR PIPES.


Furnace or other pipes conveying heated air between floors and in partitions shall be incased with asbestos and inspected before lathing or floored over.


FIRE PROOF FOUNDATIONS FOR FIREPLACES, RANGES, ETC.


Open fireplaces, set ranges, cooking ranges, set kettles and the like, shall have fireproof foundations, with fireproof hearth,

extending not less than sixteen inches from the grate or ashpit. No brick structure to contain fire shall be allowed on a wooden floor in any building.


STEAM PIPES, ETC.


Steam pipes shall be kept at least one inch from all wood- work, or shall be protected by an incombustible ring or tube, or rest on iron supports.


RANGE OR BOILER FLUES.


Set ranges or boiler flues shall be placed with brick or plastered upon the bricks up to the ceiling of the room in which they are set, and no woodwork shall be placed on the outside thereof below said ceiling.


BOILER HOUSES, BOILER ROOMS, ETC.


Set range or boiler rooms in establishments where inflam- mable materials are used, or where shavings or other highly inflammable materials are used for fuel, shall be enclosed in brick, stone or concrete walls, or iron studs filled with con- crete. Roofs or floors over such rooms or houses shall be made of iron, brick, stone or concrete arches or slabs; or of wood, shall be protected with fireproof tile, or plastered on iron laths or wire netting or covered with metal.


The ceilings over all stationary boilers than those just de- scribed shall be plastered on wire netting or covered with metal, and the doors of all boiler rooms shall be of iron or of wood, covered with metal.


The floors of rooms containing stationary boilers shall be made of incombustible material for at least five feet in front of boiler, and for such distances on the rear and sides as may be required by the Inspector of Buildings. Wooden floors under portable boilers shall have close protection of incombustible material.


The provisions of this whole section shall apply to buildings already erected, and if found necessary and ordered after ex- amination of the premises by the Inspector of Buildings.

CHAPTER XIX. PLUMBING.


The rules and regulations governing plumbing shall be the revised ordinances of the Town of Saugus relating to plumbers and plumbing, dated February first, nineteen hun- dred and twenty-five.


CHAPTER XX. PROJECTIONS.


(1) No parts of a building other than those mentioned in this division shall project over any street, square or public way.


Fire escapes required or permitted by this ordinance, may project according to regulations of the Inspector of Buildings, but no projection shall occur less than ten feet above the level of the curb.


No person, firm or corporation shall erect or hereafter main- tain any sign or other advertising or illuminated structure so as to overhang any portion of any street or sidewalk, nor erect or hereafter maintain any tank or pump in any street or side- walk unless such person, firm or corporation has received a permit issued by the Inspector of Buildings, with the approval of the Board of Selectmen, application for which permit shall be in writing in such form as said Inspector may require. No such permit may be granted for a period beyond one year from its date and said permit shall annually be renewed for a period not longer than one year from its date, such renewal to be by endorsement upon the permit by said inspector following the payment of the fee prescribed herein. No such permit or re- newal shall be given or made until the applicant shall have de- posited with the Town Clerk a bond in the sum of four thou- sand dollars conditioned to indemnify and save harmless the Town of Saugus from any and all claims for or by reason of the erection and maintenance of either said sign or other ad- vertising or illuminated structure, tank, or pump, under said permit or any renewal thereof, which bond shall be first ap- proved by the Town Counsel. A fee of two dollars is hereby fixed for each new permit and a fee of one dollar for all re- newals of such permits.


No awnings shall be erected and maintained which shall pro- ject over any street, square or other public way, any part of

which shall be less than six feet, six inches from the level of curb and all of such awnings so maintained shall be of a type which may be raised and lowered at will.


Any violation of this section shall be punished by a fine of not more than twenty dollars for each offense.


CHAPTER XXI.


Upon the acceptance of the foregoing regulations or ordi- nances by the Town and the publication as required by law of such thereof as shall be duly approved, all building regulations heretofore existing, excepting the rules and regulations of the Board of Health and rules, regulations and by-laws relating to plumbers, shall be annulled and repealed; provided that this repeal shall not apply to or affect any vote heretofore adopted, accepting or adopting the provisions of any statute of the Com- monwealth, and, further, shall not revive any regulations, or- dinances or by-laws in force before or at the time when the repeal took effect.

ART. 5. To see if the Town will vote to determine the site of any Fire and Police Station Building to be constructed under action taken under the preceding article and authorize the Selectmen to purchase or take by eminent domain, for the purpose of such site, any land or rights or easements in land, and to raise and appropriate by borrowing or by transfer from any available unexpended balances, a sum of money for said purpose, or take any action relative thereto.


You are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting.

Unanimous consent of the meeting was granted to Edward Gibbs, Jr. Town Accountant, to offer the following resolution :


Be it Resolved: That the citizens of Saugus, through the Town Meeting members, here assembled, do hereby commend Representative C. F. Nelson Pratt, and express their apprecia- tion for his valuable efforts in aiding the Board of Selectmen and other Town Boards and Committees to secure approxi- mately $90,000.00 from the Civil Works Administration for projects which have given work to nearly six hundred unem- ployed persons in Saugus : said sum being nearly three times the original allottment which was to be granted to Saugus.


The resolution was unanimously adopted.


ARTICLE 4. Voted : To lay Article 4 on the table.


ARTICLE 5. Voted: That the following described land be chosen as the site for any building constructed under authority of action taken under Article 4: A parcel of land bounded Southerly by Woodbury Avenue 100 feet, Easterly by land of Hart Bus Lines Inc. being the Easterly side line of a portion of Foster Street 139 feet, Northerly by Taylor Street 100 feet and Westerly by land owned by the Town 139 feet, said site including in part land now owned by the Town and in part land included within the limits of a way known as Foster Street; that the Selectmen be and they are hereby authorized to purchase or take by eminent domain such land included within the limits of said site as is not already owned by the Town, and the sum of $500.00 be and the same is hereby ap- porpriated and transferred from the Account of Temporary Loan Interest for such purchase and/or for any damages re- sulting from such taking.

Further voted that the Selectmen be authorized to petition the General Court for enabling legislation to permit the tak- ing of such land included in the above site as may be within the limits of the way known as Foster Street.

ARTICLE 4. Voted : That there be raised and appropriated the sum of $65,000.00 for the construction and original equip- ment and furnishings of a fire and police station building; that the Selectmen be and they are hereby authorized to peti- tion the Federal Government for a grant of money under the National Industrial Recovery Act and to accept such grant; and that all money received from the Federal Government under the National Industrial Recovery Act on account of such project shall be applied to meet the appropriation herein made, and to meet the balance of said appropriation the Treasurer, with the approval of the Selectmen, shall be authorized to bor- row said sum and to issue notes to be payable in accordance with the National Industrial Recovery Act and, in so far as not inconsistent with said Act, in accordance with Chapter 366 of the Acts of 1933 and Chapter 44 of the General Laws. The whole loan shall be paid in not more than twenty years or at such period as may be determined by the Emergency Fi- nance Board, referred to in said Chapter 366 of the Acts of 1933. And the Selectmen and their successors in office shall have and are hereby granted full powers to act in all matters relating to such construction and original equipment and furnishings.

CHARITY DEPARTMENT


To the Citizens of the Town of Saugus:


Your Board of Public Welfare herewith submits its annual report for the year ending December 31st, 1933.


Our appropriation of $55,000.00 was augmented during the year by refunds of $103.00 plus the following donations:

from the Fire Department 2,470.73 from the School Department 14,854.63


At a special town meeting $3,000 was transferred to Soldiers' Relief leaving the sum of $71,910.86 available for Welfare purposes for the year.
