GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town Affairs to assemble in the Town Hall, on Monday, August 14, 1933, at eight o'clock, to hear and act on the follow- ing articles, viz :
ARTICLE 1. To hear and act on reports of Committees.
ART. 2. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow a sum not ex- ceeding $61,000.00 under authority of and in accordance with the provisions of Chapter 307 of the Acts of 1933, or take any action relative thereto.
ART. 3. To see if the Town will authorize the Treasurer to accept any sum or sums of money allotted to the Town by the Emergency Finance Board under the provisions of the Federal Emergency Relief Act of 1933, or take any action in relation thereto.
ART. 4. To see if the Town will vote to appropriate the sum of $65,000.00 heretofore borrowed by the Town from the Commonwealth as authorized by the Emergency Finance Board under the provisions of Chapter 49 of the Acts of 1933 as follows: $32,000 thereof for the payment of 1932 revenue notes due in 1933, and $32,000 thereof for the use of the Assessors as an available fund for determing the tax rate for the current year, or take any action relative thereto.
ART. 5. To see if the Town will vote to authorize the Select- men to let or lease to Major Douglas R. Gordon Post No. 2346, Veterans of Foreign Wars of the United States, on such terms as the Selectmen may determine, the building owned by the Town formerly known as the East Saugus Hose House, situ- ated on the easterly side of Lincoln Avenue at Franklin Square,

ART. 12. To see if the Town will vote (a) to appropriate the sum of $500,000 or any part thereof under authority granted by chapter 350 of the Acts of 1929 and amendments thereof provided a part or the whole of the aforesaid sum shall be allocated by the United States under the National Industrial Recovery Act and approved under Chapter 366 of the Acts of 1933 of the Massachusetts General Court, said sum being for the purpose of laying out and constructing a system or systems of main drains or common sewers and a system of sewage disposal with such connections, sub-drains, and other works as may be required for a system of sewage disposal for the town, and for constructing such sewers or drains over and under land or tide water in said Town and in the City of Lynn as may be necessary to conduct the sewage to the filter beds, treatment works and/or to the outfall sewer of the City of Lynn and/or to purchase such right, title and interest in and to the outfall sewer of the City of Lynn as may be advis- able, said sum to be spent under the direction of the Sewer Committee; and (b) to authorize the Town Treasurer to issue and sell bonds, notes or other forms of written acknowledge- ment of debt of the Town to the United States for such terms and carrying such rates of interest as may be fixed by the Massachusetts Emergency Finance Board, or to see what action the Town will take in the matter agreeable to the peti- tion of Sewer Committee.
ART. 13. To see if the Town will vote to appropriate the sum of $10,000 under authority of Chapter 350 of the Acts of 1929 and amendments thereof, to be spent under the direction of the Sewer Committee in making surveys, plans and other preliminary investigations and negotiations for a main sewer or force main for carrying the sanitary sewage and industrial wastes of the Town into the main outfall sewer line of the City of Lynn in accordance with the provisions of an agreement authorized by Chapter 259 of the Acts of 1929 and amend- ments thereof, or to see what action the Town will take in the matter agreeable to the petition of the Sewer Committee.
ART. 15. To see if the Town will vote to amend the By- Laws of the Town of Saugus by adding to Article XII of the By-Laws of the Town of Saugus the following sections :

The Planning Board shall examine the plans for the exterior of any public building, monument or simi- lar feature, and for the development and treatment of the grounds about the same before the adoption thereof, and may make investigations and studies relative to new streets and park developments.

Progress Report of Sewer Committee, Saugus, Massachusetts.
August 14, 1933
To the Honorable, the Board of Selectmen of the Town of Saugus :
Gentlemen :-
The Sewer Committee deems it its duty at this time to call your attention to the opportunity of making application for Federal funds with which to undertake construction of a Town Sewerage System.
The National Industrial Recovery Act, for the purpose of speedily improving existing unemployment, provides for the Federal government to furnish to municipalities funds with which to construct public works projects. The Act stipulates that the Federal government may make grants and loans for the carrying out of such projects. A grant may amount to

as much as 30 per cent. of the cost of labor and material for the project and the loan may amount to 70 per cent of the total cost of the project. It appears to be the present intent that the rate of interest to be charged is 4 per cent and that the term of a loan for sewerage, in Massachusetts, will be 30 years, loans being retired on the serial bond basis.
The special act of the legislature under which the Town is permitted to construct a sewerage system allows the Town to borrow up to $500,000 for constructing the sewerage system. It is estimated by our engineers that if the Town should make application to the Federal government for funds with which to construct a sewerage system it might secure a direct grant of $100,000 and a Federal loan of $350,000, leaving $50,000, of the $500,000, to be raised by the Town's regular methods of borrowing. At present contract prices, the sum of $500,000 would permit construction of lateral sewers in the villages of East Saugus, Saugus Center and Cliftondale, also construction of a main sewer and intercepting sewer to convey the sewage from these villages to a main pumping station at East Saugus, construction of a main pumping station to the Lynn Outfall Sewer, payment of an entrance fee to the City of Lynn and payment for land takings, engineering and other miscellaneous expenses. Between 6 and 7 miles of sewers would be built within the confines of the Town. If the Town should proceed to spend $500,000 for construction of the sewerage project with funds secured as above described the maximum increase in the Town's tax rate on account of construction and operation of the sewerage system would come during the first year after the funds were borrowed and is estimated to be approximately $1.58 per $1,000 valuation. During the following ten years the increase in tax rate would range from approximately 91 cents to 99 cents per $1,000 valuation. In the twelfth year after the funds were borrowed the increase in the tax rate is estimated to be $1.40 per $1,000 valuation, and from that time on the increase in tax rate would continually diminish being estimated as only 22 cents per $1,000 valuation in the thirtieth year after the loan is made at which time the loan would be completely retired.
Estimates have been made of the cost to the owner of a typi- cal parcel of property, provided the Town should spend

$500,000 on sewage construction. The estimates have been calculated for an assumed typical lot 50 feet wide and 100 feet deep improved with a single family house. The front foot sewer assessment rate has been taken at $1.25 per linear foot and the area sewer assessment rate has been taken at 1.7 cents per square foot. On the basis of the aforesaid rates and lot dimensions the total sewer assessment on a typical piece of property would amount to $147.50, which could be paid in ten equal annual payments of $14.75 each. The total increased cost to the owner of a typical property has been figured both for a property assessed at $3,500 and for a property assessed at $6,000.
For the first year after the $500,000 loan is made, which is the year of the estimated maximum increase in tax rate, the additional expense to the property owner will be merely that for the tax rate increase because it is not expected that any property will be connected with the sewerage system during the first year. Under these conditions the total increased cost to the owner of the property assessed for $3,500 will be $5.53, and to the owner of property assessed for $6,000 it will be $9.48.
It is expected that in the second year after the loan is made the property will be connected with the sewers. In the second year the estimated increase in tax rate on account of sewers if 91 cents per $1,000 valuation. For a property connected to the sewers payments must be made of at least 1/10 of the total sewer assessment, also interest on the unpaid sewer assess- ment, the annual rental charge and the increased property tax, all of which items will amount to $29.66 for a typical property assessed at $3,500, and $31.93 for a property assessed at $6,000. Besides these amounts the cost to the property owner for building his connection with the sewer is estimated at about $38.00. In the case of the taxpayer whose property is not connected with the sewer the increased cost in the second year is estimated at $3.19 for property assessed at $3500, and $5.46 for property assessed at $6,000.
In the third year after the sewer loan is made the increase in tax rate is estimated at 99 cents per $1,000 valuation; the increased cost to the owner of property connected to the sewer

and assessed at $3,500 is estimated at $29.04 and to the owner of property assessed at $6,000 it is estimated at $31,52.
It is estimated that from the second year to the eleventh year, inclusive, after the sewer loan is made the increased cost to the owner of property connected with the sewer will grad- ually decrease until in the eleventh year it will amount to $21.69 for property assessed at $3,500 and $23.96 for property assessed at $6,000.
In the twelfth year, when the total sewer assessment has been paid up completely, the annual sewer assessment charges will be eliminated and the estimated cost for a property con- nected to the sewer, assessed at $3,500, will be only $8.65 and for property assessed at $6,000 it will be $12.15.
Following the twelfth year after the sewer loan is made and until the thirtieth year the increased cost to the property owner will become continually less in magnitude than for the twelfth year.
In the construction of public works by funds provided under the National Industrial Recovery Act, preference must be given to local labor. It is estimated that by the expenditure of $500,000 for a town sewerage system, as above outlined, ap- proximately $133,000 will be spent for job labor and as much as $100,000 of this sum might go for local labor over a two year period, or approximately $50,000 per year. Assuming $50,000 per year to be spent for local labor which is now sup- ported by the welfare department, there should be a saving of $50,000 per year for two years in the welfare department ex- penditures; this represents a reduction in the tax rate each year of over $3.00 per $1,000 valuation.
