ANNUAL TOWN MEETING.


1933]


City of Lynn as may be advisable, to be spent under the direc- tion of the Board of Sewer Commissioners, the sum of $500,- 000, and for the purpose of raising the money therefor, to authorize the Town Treasurer to issue and sell from time to time Bonds of the Town to the amount of $500,000 in accord- ance with Chapter 350 of the Acts of 1929, to be called Saugus Sewerage Loan, Act of 1929, and to bear interest at a rate not exceeding five per cent per annum and each issue of said bonds to be payable in thirty equal annual installments beginning one year from its date, or to see what action the Town will take in the matter. ART. 16. To see if the Town will vote to appropriate the sum of $931.00 for the installation of a six-inch water main on Alice Avenue, or to see what action the Town will take in the matter, agreeable to the petition of William Glover and others.


ART. 17. To see if the Town will vote to appropriate the sum of $25,000. for the relief of the citizen, who is unable to receive assistance from the Welfare Department, or to see what action the Town will take in the matter, agreeable to the petition of Howard F. Kelley and others.


ART. 18. To see if the Town will vote to appropriate the sum of $1487.00 for the purpose of laying 6-inch water mains on Burrill and Ireson Streets to Carson Street, or to see what action the Town will take in the matter, agreeable to the pe- tition of Francis H. Clark and others.


ART. 19. To see if the Town will vote to appropriate the sum of seventy dollars ($70) for the laying of a granolithic sidewalk for a distance of twenty-five feet (25 ft.) in front of 312 Lincoln Avenue, agreeable to the petition of the Common- wealth Savings Bank and others.


ART. 20. To see if the Town will vote to appropriate the sum of $1100.00 for water extension on Hobson Street, south of Great Woods Road, a distance of 700 feet including hydrant, or to see what action the Town will take in the matter, agree- able to the petition of R. Alfred Delfugo and others.

Lynn Gas and Electric Co. at a hearing or hearings before the Department of Public Utilities, agreeable to the petition of the Board of Selectmen and others.


ART. 22. To see if the Town will authorize the Board of Selectmen or any other body to petition the General Court to annex to the Town of Wakefield a section of Saugus situated on the Westerly side of Saugus, the boundary line starting from a point on the Wakefield-Saugus line about 3,000 feet south of the angle in the present line which is directly south of the Greenwood playground, and running to a point on the present line about 2,800 feet, east of said angle, as shown on the map accompanying this petition, agreeable to the petition of Norman R. Wilcox and others.


ART. 23. To see if the Town will vote to name the so-called Cliftondale Playground the Anna Parker Playground in mem- ory of one who gave unstintingly of her time and money that the children of that section of the Town might have a suitable place in which to play, or to see what action the Town will take, agreeable to the petition of Mrs. Corey Stone and the Women's Civic League of Cliftondale.


ART. 24. To see if the Town will vote to establish a water and dock commission, the duties to be to further the develop- ment of all our water-front property on Saugus River, said commission to consist of seven members appointed by the Moderator, or to see what action the Town will take in the matter, agreeable to the petition of Henry A. B. Peckham and others.


ART. 25. To see if the Town will vote to authorize or in- struct the Selectmen to let or lease to Major Douglas R. Gor- don Post No. 2346, Veterans of Foreign Wars of the United States, on such terms as the Selectmen may determine, the building owned by the Town formerly known as the East Sau- gus Hose House situated on the easterly side of Lincoln Avenue at Franklin Square, East Saugus, agreeable to the petition of Edward L. Wheatley and others.


ART. 26. To see if the Town will vote to accept Chapter 15, Section 13-A of the General Laws, an act relative to "Re-

serve Police Forces in Certain Towns." Be it enacted, etc., as follows:


Chapter One Hundred and Forty-seven of the General Laws is hereby amended by inserting after section thirteen, under the heading, Reserve Police Force in Town," the following new section :-


SECTION 13-A. A town having an organized police force or department, other than a town in which a reserve force is established under special law, which accepts the provisions of this section, may establish a reserve police force consisting of such a number of members as the town may determine. Appointments to such a force shall be made in the same manner and subject to the same pro- visions of law as appointments to its regular police force. Members of said reserve force may be removed by the Selectmen at any time for any reason satisfactory to them and shall be subject to such rules and regulations as the Selectmen may describe.


Said members shall, when on duty, have all the powers and duties of members of the regular police force of said town and shall be paid by the town such compensations as the Selectmen may fix.

ART. 29. To see if the Town will vote to request the Banks of the Town of Saugus to omit payment of principal and ac- cept interest during the present crisis, agreeable to the peti- tion of Precinct Eight Citizens Association.

ART. 30. To see if the Town will vote to re-zone that part of the Newburyport Turnpike, from Melrose-Saugus line to the Lynnfield-Saugus line, for business purposes in its entire- ty, not to exceed 200 feet on either side in depth, or to see what action the Town will take in the matter, agreeable to the petition of the West Cliftondale Citizens Association, Walter S. Hamilton and others.


ART. 31. To see if the Town will vote to change the Zon- ing Laws and Zoning Map, so that the area on Plan No. 2030, Lot A-16, No. 741 Broadway, premises of Margaret J. Daniels will be zoned residence, agreeable to the petition of Henry Briley and others.


ART. 32. To see if the Town will vote to hold its annual Town Meeting in February of each year hereafter, or to see what action the Town will take in the matter agreeable to the petition of the Board of Selectmen.


ART. 33. To see if the Town will vote to instruct the Board of Selectmen to petition the Great and General Court for legis- lation to enable the Town to hold its annual election and Town Meeting in January of each year, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


ART. 34. To see if the Town will vote to instruct the Board of Selectmen to petition the Great and General Court for legis- lation amending Chapter 55 of the Acts of 1928 so that the votes of Town Meetings shall become operative after five days from the adjournment of the particular session at which the action is taken or to see what action the Town will take in the matter, agreeable to the petition of Board of Selectmen.

ART. 35. To see if the Town will vote to accept Putnam Street, as per plan and specifications on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Frank Repucci and others.

ART. 37. To see if the Town will vote to accept Grandview Avenue, as per plans and specifications on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Algot T. Nelson and others.

To see if the Town will vote to appoint a com- mittee of five citizens to make an examination into the affairs of the Board of Assessors including all matters pertaining to their duties and especially into condition of affairs in the granting of tax abatements, or to see what action the Town will take in the matter, agreeable to the petition of Victor L. Bent and others.


ART. 39. To see if the Town will vote to approve the ac- tion of the Board of Assessors in filing a petition with the General Court to increase the amount that the City of Lynn, is now paying for the land under the ponds and watersheds, that they use for water supply purposes, agreeable to the petition of John J. Mullen and others.


ART. 40. To see if the Town will vote to instruct the Mod- erator to appoint a committee of five citizens to take up the matter with the State of the income which is received from the New England Telephone and Telegraph Company on their poles and wires which are in this Town, agreeable to the peti- tion of John J. Mullen and others.


ART. 41. To see if the Town will vote to direct the Board of Selectmen to clean the beaches on the Saugus River off Ballard Street in order that they may be used for bathing pur- poses, agreeable to the petition of John J. Mullen and others.


ART. 42. To see if the Town will vote to order the Select- men to provide some means of transportation for the North Saugus and Oaklandvale sections, agreeable to the petition of John J. Mullen and others.


ART. 43. To see if the Town will vote to instruct the Board of Selectmen to direct the City of Lynn to erect fences around the ponds used by them for water supply purposes where such ponds abut on public highways in the Town of Saugus, agreeable to the petition of John J. Mullen and others.

ART. 44. To see if the Town will vote to instruct the Board of Selectmen to stop the City of Lynn from dumping rubbish in the Saugus River, agreeable to the petition of John J. Mul- len and others.


ART. 45. To see if the Town will vote to go on record as favoring that the banks holding mortgages in this Town sus- pend payments of principals and take only interest during the present crisis and that copies of this resolve be sent to all such banks, agreeable to the petition of John J. Mullen and others.


ART. 46. To see if the Town will vote to amend the Zon- ing By-Law of the Town of Saugus by adding after Section 6, paragraph numbered 8, the following section :


SECTION 6A. General Business Districts. In general business districts subject to the provisions of Sections thirteen and fourteen, no new buildings or structure and no alteration, enlargement or extension of any existing building or structure shall be designed, arranged and/or constructed, and no land, buildings, structure, or parts thereof shall be used except for one or more of the fol- lowing purposes.


1. Any of the uses specified in Sections 4, 5, or 6.


2. In the General Business District new buildings may be constructed and used for General Business and Light Manufacturing, employing electricity for motive power, utilizing hand labor, or quiet machinery and processes free from noxious odors, fumes, dust, chemicals or pro- cesses dangerous through force or explosion.


3. Gasoline and oil stations, garages for storage and repairs, salesrooms for motor vehicles, and stables, sub- ject to the provisions of Sections 16 and 17.


4. Billboards as regulated by law and By-Laws. agreeable to the petition of the Planning Board.


ART. 47. To see if the Town will vote to amend the Zoning By-Law of the Town of Saugus by inserting in Section 6 the word "Retail" before the words "Business Districts," so that

the title of Section 6 shall then read "Retail Business Dis- tricts," and by inserting in Section 6 of line one between the words "in" and "business" the word "retail," so than the first paragraph of Section 6 shall read as follows:


SECTION 6. Retail Business Districts. In retail busi- ness districts, subject to the provisions of Sections thir- teen and fourteen, no new building or structure and no alteration, enlargement or extension of any designed building or structure shall be designed, arranged and/or constructed, and no land, building, structure, or parts thereof shall be used except for one or more of the follow- ing purposes.


and to amend Section 6 by repealing paragraphs numbered 8 and 9, and inserting in place thereof the following paragraph :


8. In the Retail Business District no building or prem- ises shall be used and no building or structure shall be erected which is intended or designed to be used for the following purposes: Garage Repair Shop, Public Garage, Gasoline Selling Station, Public Stable, Business Stable, Horse Shoeing Shop, Bottling Works, Building Material Storage Yard, Coke, Coal or Wood Yard, Laun- dry employing ten or more persons, Lumber Yard, or Milk Distributing Station.

ART. 48. To see if the Town will vote to amend the Zoning By-Law and Zoning Map of the Town of Saugus so that the area on the westerly side of Central Street south of the Old Burying Ground to the junction of the Boston & Maine Rail- road crossing to a depth of 120 feet, with a 20-foot setback on Central Street, shall hereafter be zoned as a retail business dis- trict, or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


ART. 49. To see if the Town will vote to amend the By- Laws of the Town of Saugus by adding to Article XII of the By-Laws of the Town of Saugus the following sections:

similar feature, and for the development and treatment of the grounds about the same before the adoption thereof, and may make such recommendations thereon as it may deem needful. It may make investigations and studies relative to new streets and park developments.


SECTION 6. All plans for laying out, extending, discon- tinuing or changing the limits of any way, street, public park or square, and every purchase of land for the site of any public building, and all plans for the location, erection or alteration of public buildings, shall be submitted to said Board for its opinion at least two weeks in advance of action by the Board of Selectmen,


agreeable to the petition of the Planning Board.


ART. 50. To see if the Town will vote to amend the Zoning By-Law and Zoning Map of the Town of Saugus so that the area on Central Street from the junction of Taylor Street to the junction of Winter Street which is now zoned as a business district, and the area on Lincoln Avenue, Essex Street, and Jackson Street from Myrtle Street to Central Street, which is now zoned as a business district shall hereafter be zoned as retail business districts. And all other areas in the Town of Saugus now zoned as business districts shall hereafter be zoned as general business districts, or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


ART. 51. To see if the Town will vote to amend the Zoning By-Law of the Town of Saugus by adding after Section 20 the following section :


SECTION 20A. All applications for building permits shall be submitted to the Planning Board for examination as to its conformity with the Zoning By-Law before the Building Inspector shall grant any building permit,


agreeable to the petition of the Planning Board.


ART. 52. To see if the Town will vote to request the Board of Selectmen to place waste paper and refuse receptacles in the central parts of Saugus, or to see what action the Town will

take in the matter, agreeable to the petition of the Planning Board.


ART. 53. To see if the Town will vote to install the following street lights : One on Aberdeen Avenue near the property of Ingrid Paridon ; one at the corner of Treher Street and Broad- way ; and six in those parts of Kendrick Road and Essex Street near the Greenwood section of the Town of Wakefield; said lights to be installed under the direction of the Board of Select- men; or to see what action the Town will take in the matter, agreeable to the petition of George N. Wilcox, West Clifton- dale Citizens' Association, Ingrid Paridon and others.


The polls will open at 12 o'clock, noon, and will close at 8 o'clock P. M., and you are hereby directed to serve this WAR- RANT by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.


HEREOF, FAIL NOT, and make due return of this WARRANT, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
