It is the intention of the Supt. of Fire Alarm to construct and maintain the Fire Alarm system to provide a reliable sys- tem which will receive such a rating from the Underwriters as to aid in reduction of the insurance rate in the town.


During 1934 it is planned to :


First, Continue the reconstruction where needed the most.


Second, Place Five new Fire Alarm Boxes in the locations recommended by the Underwriters as needed the most.


Third, Start to equip all school houses with Fire Alarm boxes. These boxes to have distinctive prefix numbers and to be considered "danger boxes".


Fourth, Equip the home of each member of the Fire Dept. with a tapper. At present about 45% equipped.


Fifth, Rebuild three boxes that at present are a definite hazard to the entire system.


Sixth, Keep the equipment we have in as good condition as possible keeping in mind that most of it has nearly reached the end of its dependable life.


It is desired to herein express thanks and appreciation for the whole hearted cooperation of the Board of Engineers and the Chief of the Dept., also to the two General Foremen of the Lynn Gas and the Telephone Co., Mr. Finnegan and Mr. Bag- ley. Without their help and advice much that was done could not have been accomplished. Also to my predecessor in office, Lt. Ralph Berrett who has helped always at any time in all ways that he could and also to Driver Atkinson of the Dept. who has without thought of reward aided in any work that he could assist in.

Town Clerk's Report


To the Citizens of Saugus, Mass .:


I herewith submit my third annual report as Town Clerk.


The business of the Town Clerk's Department has shown a steady increase in the volume of work, and this has been sub- stantiated by the increase of fees from various sources paid to the Town Treasurer.


It is quite possible that the receipts for 1934 will about balance the cost of maintaining this department. The County returns to the Town Treasurer is approximately two-thirds of all the dog license fees collected, and because of the insistent application of the laws governing dogs, Saugus receives more than any town in proportion to its size in the Commonwealth. For 1933, the income from this source will probably be in ex- cess of $2000.00. The dog officer, Chief John T. Stuart, who serves without compensation, is entirely responsible for this profitable situation.


Through the efforts of C. F. Nelson Pratt, the Town Clerk's office was granted, under the C. W. A., eight young ladies for clerical work for nine weeks ending February 15, 1934. This will provide ample assistance for the necessary indexing and cataloging of all town records and vital statistics.


It is my opinion that the project will be of considerable value in making all records and votes easily available for daily use.


The vault facilities are extremely limited. We are in need of adequate storage space for valuable town records. As soon as it is feasible an appropriation should be made to remedy this condition.

Tax Collector's Report


To the Citizens of Saugus, Mass .:


I herewith submit my third annual report as Tax Collector.


Tax collections, January 1, 1934, are 1% better than the corresponding period of one year go. This is a hopeful indica- tion in view of the fact that most municipalities are exper- iencing smaller collections of from 5% to 10%.


Saugus, during the last fifteen or twenty years, has been near the bottom of the list so far as collections are concerned on January 1 of the year following the tax committed. The best year of the last fifteen years showed 58% of the taxes collected. This year about 44% has been collected. The reason for this great outstanding balance of taxes is due, I believe, to the absence of investment or revenue-producing property.


The legislature in 1933 passed legislation which enabled cities and towns to collect taxes prior to the usual date of pay- ment. I arranged the acceptance of this Chapter by the Select- men and started these advance collections which helped our ability to meet our financial obligations considerably during the past summer.


Due to the untiring efforts of our Town Accountant, Mr. Gibbs, during the time when the town was not meeting its current obligations to delinquent tax payers, sums of money were transferred to be credited as taxes, which greatly helped our financial position, principally by cutting down the town's indebtedness and building up the tax collections.


During 1933 the usual proportionate increase of tax titles were taken due to the depression, but fortunately the legisla- ture approved a bill which enabled the Town Treasurer to bor- row nearly 100% on all unpaid taxes secured by tax titles. This, to a great extent, in my opinion, is the reason for our very favorable financial situation.
