The Meeting was called to order by the Moderator Hon. Frank P. Bennett, Jr. at 8.03 P. M.


The salute to the flag was given.


All Town Meeting Members not previously sworn were qualified by the Moderator.


Reading of the warrant was waived by the meeting.


The following tellers were appointed by the moderator and duly sworn: Peter W. Ainslie, Sanford Searles, Elmer Gray, Frank Reppucci.


ARTICLE 1. The Sewer Commission asked permission to sub- mit their report at the time Art. 15 is taken up.

Report of the Finance Committee to the Representative Town Meeting and Citizens of The Town of Saugus


The Finance Committee herewith submits its report on the Warrant for the Annual Town Meeting of March 15th, 1933.


In presenting its recommendations to the Representative Town Meeting, The Finance Committee has done so only after the most careful consideration of every budget and the most urgent needs of each department, and as such are presented for your approval, and the guidance of our citizens. They may not even reflect our personal desires, but do represent the Finance Committee's carefully considered opinion as to what is best for the interest of Citizen and Taxpayer at this time.

Contrary to previous practice and this because of the dis- tress brought on by the depression, resulting in the ever in- creasing needs of the Board of Public Welfare and Soldiers' Relief Budgets, The Finance Committee in December prepared from data available at that time tentative estimates of budget requirements.


A meeting of all department heads was called and the esti- mates presented, this for the purpose of acquainting all Town Officials with the absolute necessity of curtailing on all ex- penditures.


Upon completion of final estimates a second meeting was called in January, this in the hopes that constructive sug- gestions might be received, as to how expenses might be re- duced,-that budgets were running considerably higher than in 1932, and to prevent a serious increase in the Tax Rate, budgets would be reduced by the Finance Committee.


The members of the Committee have given generously of their time and have endeavored at all times to keep in mind, that, in submitting for your approval the lower amounts recommended by the Finance Committee-rather than those requested by the various departments that-in the final anal- ysis, the amount, any or all departments can spend, or the ex- tent of your appropriations, resolves itself into the question of-What can we as Citizens and Taxpayers afford to spend?


IN CONCLUSION


The Finance Committee believes that its responsibility will not be completed until it again brings to your attention that-


The situation we are face to face with as a Town, unques- tionably better than some, is nevertheless serious enough to justify a direct challenge to every citizen, and an appeal to all Limited Town Meeting Members, not to recommend ex- penditures beyond our ability to pay.


ASSESSORS' DEPARTMENT


The Finance Committee recommends that the Deputy As- sessing be done by the Police Department at no additional cost to the Town.

FINANCE COMMITTEE


The greater portion of the Committee's expenditures in the past has been for the printing of reports preceeding regular or special Town Meetings. Upon the adoption of the present Form of Limited Town Meetings, The Committee deemed it advisable to publish in considerable detail, for the information of Town Meeting Members its reasons for recommending ap- propriations.


Believing that its purpose has been served, and a saving can be effected, the report is submitted with the usual explanations eliminated.


FIRE DEPARTMENT


The committee has eliminated the Item of $500.00 from its budget, and recommends that no payment be made for Hyd- rant service; included in the recommended appropriation is an expenditure of $800.00 for Fire Hose.


POLICE DEPARTMENT


The Finance Committee recommends that the deputy as- sessing for the Assessors Department be done by the Police Department, at no additional cost to the Town.


REMOVAL OF ASHES BY THE BOARD OF HEALTH


The Finance Committee recommend $1,000.00 for the re- moval of ashes from Jan. 1st to March 31st, 1933.


REMOVAL OF ASHES BY THE BOARD OF PUBLIC WORKS


The Committee recommends the sum of $3,250 for the Re- moval of Ashes from April 1st to Jan 1st, 1934, this to include the sum of $350. for the purchase of a used Truck.


SCHOOL HOUSE REPAIRS


Recommended amount $3900.00. The Finance Committee recommends that an expenditure not to exceed $1600 be used for the purpose of providing Fire Exits from the Study Hall in the High School Building and the Fire-proofing of basement stairs.

The report of the Cemetery Commissioners was read by Chairman Henry A. B. Peckham and accepted by the town meeting.


Report of Cemetery Commissioners


Your Commissioners, at the last town meeting, voluntarily reduced their previous appropriation by about 27%, asking for only $5,600, with which to care for the upwards of twenty acres of grounds included in its Cemeteries.


They are pleased to report that they not only lived within their appropriation but were able, through the donation of 180 days' work by the Welfare Workers, to lay out and grade on the western end of the Cemetery some 25,000 square feet of new land, which is to be used for Saugus citizens of the Roman Catholic faith. Much credit is due Rev. Edward J. Carey and

our Superintendent for this innovation, which allows their citizens to be buried "at home".


The receipts, shown in detail in the Auditor's Report, am- ounted to $8,826.90, which are $3,137.46 in excess of expend- itures, thereby showing a net INCOME to the Town of that amount. The new part, laid out and graded during 1932, will eventually bring to the Town an income of nearly $15.000 for the land and increase the perpetual care fund another $20,000. This fund now amounts to $55,814.48, over $2,000 having been added during the past year.

Cemetery Commissioners


At this time a Resolution was offered by Mrs. Mabel Carter concerning the late Jesse Lambert. It was unanimously a- dopted.


On February 10th at 11:15 P. M. Mr. Jesse W. Lambert who had been Superintendent of our schools for fifteen years, passed away.


By his going, his family lost a loyal husband and an inspir- ing father.


The Town lost an honored citizen. He was always inter- ested in its welfare, always took an active part in whatever was for its betterment.


The Teachers lost a faithful friend. He was always inter- ested in their conditions. The newest or the youngest teacher never had a problem so trivial but what he had time to listen to them and give to each one his counsel.


The Children of our schools have lost an understanding lead- er. Stern when sterness was needed, sympathetic when sym- pathy was needed, always showing a keen insight into the misunderstood child. Many men and women who are making good in the world today can look back to him as the one who pointed the way for them to a more adundant living.

He has gone but he has left behind him a monument of work well done and ideals that will be an inspiration to us during all the years that are to come.


The Light and Power Committee reported progress and are to continue their investigations.


Report of the Water Committee was of progress and are continuing their deliberations.


ART. 2. Voted, that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the finan- cial year beginning January 1, 1933 and to issue a note or notes therefor, payable within one year any debt or debts incurred under this vote to be paid from the revenue of said financial year.

TOWN CHARGES :


Moderator's Salary. Voted to indefinitely postpone.


Voted: That the sum of $400.00 be and the same hereby is appropriated for the expenses of the Finance Committee.


Planning Board. The Planning Board Budget was laid on the table.


The Selectmen's Budget as presented by the Fnance Com- mittee was pending before the meeting at the hour of adjour- ment together with an approved amendment offered by Harry W. Merrill.


The meeting was adjourned at 10:30 P. M. to convene again at 8:00 P. M. on March 20, 1933.
