Annual Report of the Board of Selectmen SAUGUS, MASS.


To the Taxpayers and Citizens of Saugus:


With the closing of another year in the municipal his- tory of Saugus, it becomes both the duty and privilege of your Board of Selectmen to report to you a few of their many activities of the past twelve months. So varied and, in many cases, routine, are the activities of any such board that the vast majority of the matters which have engrossed the atten- tion of the Selectmen will have to be unmentioned.


When your Board assumed office last March, there was every indication that the depression, which had placed a heavy hand on the finances of the Town since 1930, was about to lift. From every quarter there were signs that pri- vate industry was absorbing those who had been employed on the various projects of the Federal Emergency Relief Ad- ministration for varied periods of time and even some of those who had been receiving direct aid from the Town treasury were finding spasmodic or semi-permanent employment. This was being reflected somewhat in a drop in the amount of money which the town was expending for both relief in a direct form and for expenses incidental to the maintenance of suitable projects under the Federal Emergency Relief Ad- ministration.


So pronounced was this improvement last spring, that your Board was able to secure the employment on various Federally sponsored projects of persons who had previously been denied relief because of the great number of more worthy individuals-viewing the work entirely from the point of view of the number of dependents looking to these indvidu- als for their sustenance. Despite a steady drop in the num- ber of employables granted to each city and town in this

vicinity, Saugus managed to hold its own well, and the Board and its co-ordinator were successful in obtaining work for a large number on the flood control projects in the nearby city of Haverhill.


Meanwhile, your Board continued its announced policy of sponsoring locally only those projects which seemed likely to be of the most benefit to the community in general. An attempt was made at every turn to avoid projects which have been described as of a "boondoggling" nature. The Board concentrated on the construction of granolithic sidewalks on all accepted streets of the Town and this proved, probably, the most successful of all projects in relation to its direct value to the home owner and taxpayer.


The Board also put crews of men at work in various sec- tions of the Town laying water mains, installing drainage sys- tems, trimming trees, and doing other beneficial work.


For a more detailed explanation of the way in which the Board expended your funds allocated for the purpose of pur- chasing supplies for W. P. A. projects, and where these pro- jects were located, the Board recommends that you make a study of the report of the W. P. A. co-ordinator and of the Superintendent of Public Works.


During the spring and summer the local employment situation was aided by the reconstruction of the Newbury- port turnpike and the construction of the new Frank P. Ben- nett Highway. By virtue of their contract with the State, both contractors co-operated in placing qualified Saugus men at work and this tended to relieve the general unemployment situation. The Board was also successful in obtaining like co-operation from Warren Brothers Company, who hired Sau- gus men at their mixing plant in Oaklandvale, where the top- ping for the turnpike was manufactured.


The success of your Board in obtaining employment for scores of individuals on these various projects, however, was only subject to reaction in early fall. Coupled with a serious recession in business which has continued in questionable degree up to the present, came the closing down of construc-

tion on the turnpike and Bennett highway, and the resultant throwing out of employment of the men employed on these several jobs. Had the upturn in business, which started in the spring of 1937 been continued, as was expected, it is en- tirely reasonable to assume that the majority of these men would have been absorbed into private industry, but the re- cession threw them again back on the W. P. A. rolls and the books of the Board of Public Welfare.


Your Board, however, was vigilant in calling the situa- tion to the attention of the State Administrator of Federal Emergency Relief projects so that the Town of Saugus speed- ily obtained an increased quota of employables. As rapidly as possible those released from the road jobs and from the Haverhill flood control project were, when necessary, placed back on the rolls of the W. P. A. and assigned to useful ser- vice on various projects created for their benefit.


The Board would modestly call attention to the fact that this has been the first year since the inception of Federal Relief Projects when there has not been a distinct lapping over between projects which has resulted in an unfortunate temporary loss of employment while new projects were being pushed through the maelstrom of red tape between Saugus and Washington and thence back to Saugus. Your Board has been extremely diligent in preparing projects several months in advance and having at all times available for such emergencies as may arise suitable projects which may be started almost instantly when necessity dictates such ex- pediency. This has resulted in very little loss of employment to men and women desperately in need of the small stipend which they justly receive for services well rendered.


It is the opinion of your Board that it would be rash to promise any relief in the near future from the expenses of Federally sponsored projects. The hopes which were merit- ed last summer have been dissipated by the definite recession in all types of private business. There is every indication, in fact, that unless private industry takes up the slack that the Federal government and local treasury must assume fully as much, if not more, cost in 1938 than was true last year.

With this in mind, it is the opinion of your Board that Saugus should strive to obtain all possible for the money ex- pended. During the year the Board has borne this in mind with particular reference to its sidewalk project, and this was continued until well into the winter. A skeleton crew are still at work excavating for next year's walks. While it is obvious that such progress cannot be made in the winter as the summer because of the frozen condition of the ground, it would seem to be wise to be prepared for the spring so that the actual laying of walks may progress very rapidly.


Your Board has also sponsored this year a project for the construction of an athletic stadium at Stackpole's field. With the increasing interest locally in athletics, stimulated by the excellent showing of our football team last fall, the Selectmen believe that co-operation with the School Com- mittee and Board of Playground Commissioners in the con- struction of this project will give the Town an excellent sta- dium at a small relative cost. Under the able direction of the co-ordinator, and with a well qualified foreman, the pro- ject has gone ahead rapidly, and it is estimated that the sta- dium will be completed by late May. Ample seating facili- ties are contemplated and this, in itself, will clear up a previ- ously serious situation.


Your Board recommends that the Town continue to expend its W. P. A. money in projects certain to be of value in the future and that next year still further projects calcu- lated to aid the entire Town be sent to Washington for ap- proval. In its administration of W. P. A. projects your Board has had the complete co-operation of the co-ordinator, Gypsy Moth Superintendent, Superintendent of Schools, Superinten- dent of Public Works, Chief of the Fire Department, Plan- ning Board, and various other officials and boards, for which it is duly grateful.


Public Works Department


During the past year the Public Works Department has functioned with the complete approval of your Board. The Superintendent of Public Works is, for the first time in many years, able to present to the citizens a report indicating that

he has closed the year with a balance in all budgets coming under his direct supervision. This is a healthy condition and one which merits commendation.


After a conference with the regular employees of the department your Board felt justified last summer in grant- ing small wage increases which did much to better the morale of the department. The majority of the men in the depart- ment have worked there for many years and have given faithful service. The Board felt that they were entitled to this recognition.


During the year the Superintendent reported to the Selectmen the apparent presence of many water leaks in the system. He was empowered to take necessary steps to locate them. This was accomplished so successfully that several thousands of dollars were saved in the water purchase item and, in actuality, the Superintendent saved to the Town more than his annual compensation. We recommend that this work be continued. There is every indication that the water leaks are by no means all located. The Town has many miles of old cement mains where leakage and seepage are prevalent. For many years it was the annual policy of the Town to abolish a section of this cement main but since the depression the scheme has, unfortunately, been abandoned. It would be well to resume this policy as soon as the Town is capable of bearing the expense.
