Report of the Finance Committee to the Representative Town Meeting and Citizens of The Town of Saugus


To the Citizens of Saugus:


The Finance Committee herewith submits its report on the 1937 Budget.


The amounts recommended for the several departments respectively, should be considered the complete funds avail- able for the entire year.


The unpaid bills account of $18,686.91 is the worst in several years and the amounts reverting to surplus from the departments involved is the smallest in the recollection of the Committee, to wit: $1,740.97.


The General Budget for Town Charges in Article 3 shows an increase of a trifle over 2% from the appropriations approved by the State Emergency Finance Board for the same purposes at the 1936 Annual Town Meeting.


In the Special Articles, those which would most benefit the entire Town have had first consideration.


Regarding Article 33 and most of the thirteen Articles following, the Committee recommends a bond issue, interpre- ting such expense as a capital investment and recognizing that placing water mains across the new Turnpike is essential to the future development of the Town and the fact that the new Newburyport Turnpike cannot be disturbed for at least fifteen years after completion.


Again the State Emergency Finance Board must review our appropriations this year.


It should be borne in mind that this Report and Budget does not include $7000 for W. P. A. Expense already appro- priated by a Special Town Meeting in January of this year, which amount must also be raised in this year's tax levy.


The Committee recommends that the Town petition the Federal Government as set forth in Articles 9, 26, and 76, to ascertain for the Town's information and future considera- tion exactly what the best grant agreement the Town may obtain on P. W. A. projects for these purposes respectively.

as well as to inform non-Town Meeting Members we have outlined in the following pages the reasons for action we have taken.


Reasons for Increases in The General Budget


Item 3. Planning Board-Added duties on account of taking over work of Board of Survey, also for an aerial map.


Item 5. Accountant-Increased work in this depart- ment due to W. P. A. and other projects and to the change of one man who is W. P. A. Accountant to full time on depart- mental payroll (same amount deducted from W. P. A. appro- priation in our recommendations).


Item 6. Treasurer-Due to necessity of purchasing new adding machine and check writer, and increase in clerical hire.


Item 7. Tax Collector-Due to premium on three year burglary insurance policy, and to additional costs for col- lector's bonds for temporary collector.


Item 12. Town Clerk-Including re-printing Zoning By- Laws and Town By-Laws.


Item 19. Police-Increase due to salary for entire year of present force including men appointed in 1936.


Item 22. Firemen's Salaries-Increase includes salary schedule only for present permanent personnel, including two men appointed last November and $100 added to salary of Fire Chief in lieu of $100 as Forest Fire Warden.


Item 23. Fire and Police Building Maintenance-In- cluding increased cost of Janitor service and operating costs based on first year's experience in 1936.


Item 25. Fire Department Expense-Including $800 for replacement of ladders and $350 for a life-saving unit.


Item 26. Forest Fire Warden-The Committee is re- commending the sum of $1.00 (one dollar) for salary of For- est Fire Warden, provided that the Chief of the Fire Depart- ment is also Fire Warden. This arrangement has been re-

quested by the Chief of the Fire Department to protect his rights in event of disability under Civil Service.


Item 28. Sealer of Weights and Measures-Increase due to the Sealer assuming full time duties and weighing or meas- uring all materials purchased by the Town.


Item 31a. Harbor Master-A new item inserted at re- quest of the Board of Selectmen.


Item 32. School Department-Due to increases in the salaries of some of the teachers at the request of the School Committee, bringing them to a more adequate level, and to the addition of a teacher-coach and one regular teacher.


Item 34. Public Library-Including $1000 specifically for needed repairs to the building.


Item 35a. Old Age Assistance-A new segration of ex- pense which accounts for a reduction in Board of Welfare Budget. The Town will receive in return a portion of the expense for Old Age Assistance from the State and Federal Governments. Until future experience furnishes a more ac- curate guide the net cost of this item is uncertain. The amount recommended is frankly an estimate.


Item 37. State and Military Aid-Due to transfer of ex- pense in some instances from Soldiers' Relief to State and Military Aid.


Item 40a. Surface Treatment Highways-Increase due to recognition of the necessity of conserving the Town's per- manent highways which have been neglected for many years.


Item 43. Water Purchase-Increase to relieve our usual unpaid bill item which continues to be well over $2000.


Item 46. Cemetery-Increase due to additional respon- sibilities of the department which is practically self-sustain- ing.


Item 49. Hydrants-We believe this expense warranted for the protection of property and also as many of our pres- ent hydrants are dangerous.


Item 50. Health-Due to planned appointment of Pub-

lic Health Nurse and to the increase in costs and numbers of persons receiving tuberculosis treatment at various institu- tions.


Item 54. Inspector of Milk, Food and Provisions-Prev- iously $300 has been spent for the position of Inspector of Milk. During 1936 the Board of Health appointed an In- spector of Food and Provisions, combining the office with that of Milk Inspector.


Reasons for Recommending Special Articles


Art. 2. Recommended. This is the usual Article.


Art. 3. See detailed comment on General Budget.


Art. 4. Recommended. Usual Appropriation.


Art. 5. Recommended.


Art. 6. Recommend $15,500; $3500. for W.P.A. project on Dudley Street and $1000. for W.P.A. Accountant included in recommendations elsewhere.


Art. 7. Recommended. The Finance Committee dis- approves of the over-runs of these appropriations although some were unavoidable. The total of these unpaid bills is adding over $1.00 on the tax rate for 1937, for expenses in- curred in 1936 and prior years. Expenditures in excess of appropriations are, strictly speaking, illegal.


Art. 8. Recommended. This year's share of the Town's expense for this purpose.


Art. 9. Recommended.


Art. 10. Recommended. Preparation of this property for cemetery purposes is necessary to care for the natural growth of the cemetery.


Art. 13. Recommended. Savings in maintenance costs we believe justifies this expense.


Art. 18a. Recommended. By establishment of this ac- count it will be possible for the Town to receive rentals for such machinery when used on certain types of construction.

Art. 18b. Recommended. A nominal amount to estab- lish the account.


Art. 19. Recommended. This will complete Walnut Street. It is the most logical continuation of Chapter No. 90 work and will not entail land damages, simply widening the street over former street car reservation.


Art. 26. Recommended.

Art. 28. Recommended.


Art. 30. Recommended. This will make a total of ·$2000. available, with which Elm Street Bridge can be re- constructed in accordance with State and County require- ments.


Art. 33. As the recommended projects (of those set forth in the following thirteen articles) should be considered as capital investments and constructed under bond issue, it is necessary to vote the funds for these combined projects under this Article. A bond issue of $40,000 for these purposes is recommended.


Recommendations of projects specifically included are as follows: Articles 36, 37, 38, 39, 40, 41, 43, 44, 45 and 46.


Art. 48. Referred favorably to the Board of Selectmen.


Art. 49. While the Committee is in sympathy with this proposal, the legality of such action is doubtful.


Art. 51. Recommended. The usual appropriation.


Art. 56. Recommended. This is consistent with the action of the Town in similar cases.


Art. 57. Recommended. This will provide a right of way from Main Street into a part of Golden Hills otherwise not readily accessible.


Art. 58. The Committee recommends not over $250. to accomplish the purpose of Article 57.


Art. 61. Recommend $3500. for this purpose, specifi- cally as a W.P.A. project.
