(f) No motor boat shall be operated recklessly or negligently so that the lives or safety of the public may be endangered.


(g) No motor boat shall be operated at an unreasonable rate of speed or shall fail to slow down and exercise the caution when approaching other water craft or persons bathing.


(h) No motor boat shall be operated in a noisy or obnoxious manner.


(i) No motor boat shall be used to tow persons on water skiis or aquaplanes between the hours of 6 P. M. and 9 A. M. at any time. Each boat so used shall be occupied by two persons, one of whom shall give his full attention to the operation of the boat and the other of whom shall give his full attention to the safety of the person or persons being towed. No tow line shall exceed seventy-five feet in length.


(j) During the time the bathing beaches are open, no motor boat shall land at the beach or shall come within fifty feet of the swimming area as marked by the Board of Public Works.


(k) During the time the bathing beaches are open, no motor boat shall be operated at a speed in excess of five miles per hour within one hundred feet of the swimming area as marked by the Board of Public Works.


(1) The use and operation of motor boats on any pond within the limits of the Town shall be confined to residents of the Town only.


2. The rules and regulations in Section 1 of this Article shall be enforced by the Police Officers of the Town authorized to make arrests.


3. The violation of any rule or regulation in Section 1 of this Ar- ticle shall be punished by a fine of not more than fifty dollars for each offense.


4. The Chief of Police may revoke the registration of any boat, the operator of which has been convicted of violating any rule or regulation in Section 1.

SO VOTED: That the subject matter of this Article be referred to a Committee of Three, to be appointed by the Town Moderator, which Committee is to report at a future Town Meeting.


ARTICLE 47. (At Requested of Swimming Pool Committee). To see if the Town will vote to raise and appropriate by taxation or other- wise the sum of twenty-five hundred dollars ($2500) for the purpose of taking borings, making a topographical survey and for preliminary ar- chitectural services relating to the proposed construction of an outdoor swimming pool on the grounds of the William Seach School, said sum to be expended by the swimming pool committee, or take any other ac- tion in relation thereto.

ARTICLE 48. (On Petition of Theresa O'Meara, of Off St. Margaret Street, and Others). To see if the Town will authorize Theresa O'Meara, located at 32 St. Margaret Street in Weymouth, to build a street a dis- tance of 500 ft. in the southerly distance from St. Margaret Street, or take any other action in relation thereto.


MOVED by the Appropriation Committee:

MOVED the following substitute motion by Mr. A. Gillis:


That the Town Meeting instruct the Planning Board to allow the particular area as described in the Article to be Class B construction as far as the street is concerned.

ARTICLE 49. (By Direction of Selectmen). To see if the Town will vote to appoint a committee of three to draft a bill authorizing the ap- pointment of a superintendent of buildings who shall have jurisdiction over all new construction and supervision of old, said draft to be sub- mitted to a future town meeting for action.

ARTICLE 50. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate a sum sufficient to establish a purchasing department and instruct the selectmen to appoint an agent.

ARTICLE 51. (By Direction of Selectmen). To see what action the Town will take to appoint a committee of nine (9) consisting of one Se- lectman, one member of the Board of Public Works, a member of the Appropriation Committee, another elected Town Official, and five regis- tered voters of the Town. This committee will review the administration of our Town Government and report back to the next Annual Town Meet- ing in 1961.

ARTICLE 52. (By Direction of Selectmen). To see what action the town will take to appoint a committee of three (3) to make a study of the conditions of the bridge which is over the New Haven railroad tracks to Idlewell Section. This Committee to consist of one Selectman, Super- intendent of Public Works, and one town meeting member from Precinct No. 8.

SO VOTED: That the subject matter of this Article be referred to the Department of Public Works for a report at a subsequent Town Meet- ing.


ARTICLE 53. (By Direction of Selectmen). To see if the Town will vote to accept by gift from the South Weymouth Naval Air Station a F9F6 Krueger Fighter Plane, as a memorial, site to be determined by the Board of Selectmen; or take any other action in relation thereto.

Ed.), or take any other action in relation thereto.


ARTICLE 2. (By Direction of the Board of Selectmen and by re- quest of the Appropriation Committee). To see what action the Town will take to instruct a committee to be appointed by the Annual Moderator, including the representatives and senator in our district, to increase Chap- ter 94 of the Acts of 1945, known as the Weymouth Sewer Act, to an ad- ditional sum of money and extend the time thereof, or take any other action in relation thereto.


You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the date of holding said meeting.

TOWN OF WEYMOUTH SPECIAL TOWN MEETING WEDNESDAY, MARCH 9, 1960


Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Wednesday, March 9, 1960.


The Meeting was called to order at 7:30 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the Call of the Meeting. There were 181 Town Meeting Members present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.


Prayer for Divine Guidance at this Special Town Meeting was of- fered by the Rev. Dr. William F. Knox, Pastor of the Old South Congrega- tional Church, South Weymouth.


There were no Town Meeting Members to be sworn in.


The Moderator declared a quorum present.


We now continue with consideration of the Articles in the Warrant.


ARTICLE 1. (By Direction of the Board of Selectmen and by re- quest of the Appropriation Committee). To see what sum the Town will vote to appropriate from the excess and deficiency account to create a stabilization fund as provided by Chapter 40, Section 5B of the General Laws (Ter. That the Town vote to instruct the Annual Moderator to appoint a Committee including the Representatives and Senator in our District to increase Chapter 94 of the Acts of 1945, known as the "Weymouth Sewer Act" to an additional sum of $600,000.00 and extend the time of the effective date of said Act and/or, in general, to file and have enacted any and all necessary legislation to enable the Town of Weymouth to borrow a sum not to exceed $600,000.00 beyond the debt limit for all pur- poses of construction and installation of sewerage pumping stations, force mains and intercepting sewers, common and particular sewers, drainage and pollution control.


The following amendment was proposed by Mr. Lane of the Board of Public Works:


Said legislation to take effect upon passage.


The Appropriation Committee assumed the amendment as a part of their motion.
