In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid quali-

fied to vote in Town affairs to meet in the hall of the Weymouth High School on
MONDAY, THE 25TH DAY OF APRIL, 1960
at seven o'clock and forty-five minutes in the evening, then and there to act upon the following Articles, namely :
ARTICLE 1. (By Direction of the Board of Selectmen). To see what action the Town will take to authorize the Annual Moderator to appoint a committee of seven, consisting of one Selectman, one member of the Appropriation Committee, one member of the School Committee and four registered voters of the Town, to investigate the wisdom of forming a Regional Vocational School District and report back to a subsequent Town Meeting, or take any other action in relation thereto.
ARTICLE 2. (Request of High School Building Committee). To see what sum of money the Town will vote to raise by taxation and/or by borrowing, or otherwise, and appropriate funds from the stabilization fund created at the Special Town Meeting of March 9th, 1960, together with permissive legislation enacted, or to be enacted, for the purpose of constructing and originally equipping and furnishing a high school and vocational school building on land on Commercial Street, the purchase of which was authorized under ARTICLE 3 at the Special Town Meeting of November 18, 1957, that appropriated funds be expended, under the direction of the above named high school Building Committee, or take any other action in relation thereto.
ARTICLE 3. (By Direction of Selectmen). It is hereby determined that there exists in the Town of Weymouth the need for an Urban Re- newal Program or programs therein in accordance with provisions of Section 26XX of Chapter 121, of the General Laws of the Commonwealth of Massachusetts.
It is hereby determined that there is a need for a Redevelopment Authority in the Town of Weymouth for the purpose of engaging in Urban Renewal and land assembly and redevelopment projects and that it is in the public interest that such Authority be organized in the Town of Weymouth in accordance with the provisions of Section 26QQ of Chapter 121 of the General Laws of the Commonwealth of Massachusetts, as amended, and that such Authority be organized and established and that the Selectmen be and are authorized and directed to take any and all necessary steps required for the appointment of members of said Authority and for the Authority the sum of Five Hundred Dollars ($500.00) is hereby approp- riated, said sum to be transferred from the E. & D. fund.
ARTICLE 4. (By' Direction of Selectmen). To see if the Town will vote to authorize Annual Moderator to appoint a committee consisting of the Senator and Representatives to the General Court from this district to file legislation amending the representative Town Meeting Act known as Chapter 61 of the Acts of 1921, so that the election of Town Officers will be held on the second Saturday in March of each year, or take any other action in relation thereto.
ARTICLE 5. (By Direction of Selectmen). To see if the Town will vote to amend Section 101 of the By-Laws by striking out the word Monday and inserting in place thereof the word Saturday, so as to read as follows:

The Annual Town Meeting of the Town shall be held on the first Saturday of March of each year, or take any other action in relation thereto.
ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to amend its By-Laws to control the use of space heaters as follows:
1. The sale, exchange or transfer of a portable space heater as defined in this section, shall be prohibited within this Town on and after July 1, 1961, except for use in buildings under construction.
2. The sale of second hand portable space heaters, as defined in this section, shall be prohibited within this Town on and after July 1, 1961.
3. A portable space heater, as defined in this section, shall be any appliance located above the floor adapted to burning liquid fuel for space heating purposes within a building without being directly and firmly connected to a chimney, stack or flue while in operation.
4. The use of portable space heaters, as defined in this section, shall be prohibited in the Town of Weymouth after July 1, 1962, except in buildings under construction.
5. Whoever violates this section shall be fined not less than $25.00 for a first offense, nor more than $200.00 for a second or subsequent offense.
ARTICLE 7. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate, by taxation or otherwise, a sum of money for Veterans' Benefits as provided by General Laws (Ter. Ed.) Chapter 115, or take any other action in relation thereto.
ARTICLE 8. (At Request of Park Commission). To see what sum of money the Town will vote to raise and appropriate to be added to the salaries and wages item of the Park Department recreation budget for the year 1960, or take any other action in relation thereto.
ARTICLE 9. (At Request of Park Commissioners). To see if the Town will vote to allow a regional recreation program for the blind, or take any other action in relation thereto.
ARTICLE 10. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation or other- wise for the Fire Department Personnel, due to the forty-eight (48) hour week being accepted at the Annual Election, or take any other action In relation thereto.
ARTICLE 11. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate and/or borrow for the construction of the Wessagusset and Fort Point Sewerage Pumping Stations, force mains, and intercepting sewers; such funds to be used with whatever Federal aid is available; that the work shall be done under the direction of the Board of Public Works, which shall be authorized to submit an application for Federal participation in the above project, or take any other action in relation thereto.
ARTICLE 12. (By Direction of Selectmen). To see if the Town will vote under the provisions of General Laws (Ter. Ed.) Chapter 82, Section 21, to discontinue as a public way the following described portions of Union Street :

"That portion of Union Street, being 60 feet in width, from the Southeasterly corner of property, now or formerly of Jerry E. and Edith W. Tulip, Southeasterly One Hundred Thirty-nine and 90/100 (139.90) feet to the Weymouth-Rockland line.
You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said Town, seven days at least before the date of holding said meeting.
Hereof fail not, and make due return of the Warrant with your doings thereon to the Town Clerk on or before the fifteenth day of April, in the year of our Lord, Nineteen Hundred and Sixty.

TOWN OF WEYMOUTH SPECIAL TOWN MEETING MONDAY, APRIL 25, 1960
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, April 25, 1960.
The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the Call of the Meeting.
Upon motion duly made, it was
UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.
Town Meeting Members, not previously sworn, were administered the oath by the Moderator.
There were 190 Town Meeting Members present.
The Moderator declared a quorum present.
Prayer for Divine Guidance at this Special Town Meeting was offered bv the Rev. Wendell L. Baglow, Pastor of the North Baptist Church of Montello, Massachusetts, and a former resident of the Town of Weymouth.
Mr. Lane presented the following resolution:
WHEREAS, James T. "Jim" O'Sullivan, as citizen, Town Official and associate has served loyally and faithfully as a member of the Board of Selectmen, Board of Appeals and in other public and civic positions and,
WHEREAS, James T. "Jim" O'Sullivan, for many years, has given to "his Town and people" a goodly and worthy portion of his efforts, time and life in the interests of better leadership, better government and a better community and,
WHEREAS, James T. "Jim" O'Sullivan did discharge and carry out his duties and obligations with integrity, understanding, high respect for fellow officers and townsmen and with deep sincerity and concern for the highest standards of public office and,
WHEREAS, James T. "Jim" O'Sullivan, in the very performance of his public duties, has been called and summoned to a just and eternal reward for most faithful, decent and successful performance and achieve- ment,
IT IS THEREFORE RESOLVED: That the Town Meeting Members. representatives of all citizens of our great community. on this 25th day of April, 1960, in Town Meeting assembled, by the adoption of this resolu- tion, do state and record their grateful and lasting appreciation of the sincere, productive and wise counsel and stewardship of James T. "Jim" O'Sullivan during his private and public life as neighbor, friend, citizen and officer,

IT IS FURTHER RESOLVED that the people of Weymouth desire to have their deep appreciation and everlasting thanks inscribed upon the records of the Town to the end that present and future Town Officers, Town Meetings and citizens may have recourse to their acknowledgment of a duty well performed by a most faithful public servant, James T. "Jim" O'Sullivan, and be inspired to the same high regard for public office and community government.

That this resolution be adopted by a standing vote of this Town Meeting, and further moved that the Town Clerk enter this resolution upon the records of the Town and deliver a certified copy to the family of our late public servant, friend and neighbor, James T. "Jim"" O"Sullivan.

from funds previously appropriated and available under Article 1 of the Town Meeting of January 13, 1958 for the Pingree School construction; $5,425.15 shall be re-appropriated from funds previously appropriated and available under Article 2 of the Town Meeting of January 13, 1958 for the Pond School construction; $2,631.60 shall be re-appropriated from funds previously appropriated and available under Article 2 of the Town Meeting of November 18, 1957 for the Homestead School construction, and the Treasurer, with the approval of the Selectmen, is authorized to issue $4,000,000.00 bonds or notes under Chapter 645 of the Acts of 1948 as amended, that any construction grant to be received in the year in which construction commences pursuant to Chapter 591 of the Acts of 1959 shall be returned to the Excess and Deficiency Account; and that the sums ap- propriated shall be expended under the direction of the High School Building Committee.

That the Board shall submit to all Town Meeting Members, prior to the next Annual Town Meeting, a report of findings, plans and recom- mendations, and that the sum of $500.00 shall be raised and appropriated for such purpose.
