To authorize Annual Moderator to appoint a committee consisting of the Senator and Representatives in the General Court from this district to file legislation amending the representative Town Meeting Act known as Chapter 61 of the Acts of 1921, so that the election of Town Officers will be held on the second Saturday in March of each year, or take any other action in relation thereto.


Discussion ensued involving Mr. Carter of the Board of Selectmen and Mr. Alemian.

ARTICLE 5. (By Direction of Selectmen). To see if the Town will vote to amend Section 101 of the By-Laws by striking out the word Monday and inserting in place thereof the word Saturday, so as to read as follows:


The Annual Town Meeting of the Town shall be held on the first Saturday of March of each year, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was SO VOTED: No action.


ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to amend its By-Laws to control the use of space heaters as follows:


1. The sale, exchange or transfer of a portable space heater as defined in this section, shall be prohibited within this Town on and after July 1, 1961, except for use in buildings under construction.


2. The sale of second hand portable space heaters, as defined in this section, shall be prohibited within this Town on and after July 1, 1961.


3. A portable space heater, as defined in this section, shall be any appliance located above the floor adapted to burning liquid fuel for space heating purposes within a building without being directly and firmly connected to a chimney, stack or flue while in operation.


4. The use of portable space heaters, as defined in this section, shall be prohibited in the Town of Weymouth after July 1, 1962, except in build- ings under construction.


5. Whoever violates this section shall be fined not less than $25.00 for a first offense, nor more than $200.00 for a second or subsequent offense.

SO VOTED: That the Town vote to raise and appropriate, by tax levy, $60,000.00 for Veterans' Benefits as provided by General Laws (Ter. Ed.) Chapter 115, for Veteran strike cases only.

ARTICLE 8. (By Request of Park Commission). To see what sum of money the Town will vote to raise and appropriate to be added to the salaries and wages item of the Park Department recreation budget for the year 1960, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was


UNANIMOUSLY VOTED: That the Town vote to raise and approp- riate, by tax levy, the sum of $2,886.00 to the salaries and wages item of the Park Department Recreation budget to cover step rate increases under the Salary and Wage Classification Plan of the Town; $800.00 of said sum to be used for the programs for the physically handicapped and the blind; provided that all State aid received under the General Laws of the Commonwealth revert to the Treasury of the Town. $2,886.00


ARTICLE 9. (At Request of Park Commissioners). To see if the Town will vote to allow a regional recreation program for the blind, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was


UNANIMOUSLY VOTED: That the Town vote to allow a regional recreational program for the blind conducted within the Town of Wey- mouth.


ARTICLE 10. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for the Fire Department Personnel. due to the forty-eight (48) hour week being accepted at the Annual Election, or take any other action in relation thereto.


MOVED by the Appropriation Committee :


That the Town vote to raise and appropriate from tax levy the sum of $36,500.00 for salaries of Fire Department personnel due to the accept -- ance of the forty-eight (48) hour week at the Annual Election.

ARTICLE 11. (By Request of Board of Public Works). To see what sum of money the Town will vote to raise and appropriate and/or borrow for the construction and installation of the Wessagusset and Fort Point

Sewerage Pumping Stations, force mains, and intercepting sewers; such funds to be used with whatever Federal aid is available; that the work shall be done under the direction of the Board of Public Works, which shall be authorized to submit an application for Federal participation in the above project, or take any other action in relation thereto.


Upon motion duly made by the Appropriation Committee, it was


UNANIMOUSLY VOTED: That the Town vote to raise and approp- riate the sum of $325,000.00 for the construction and installation of the Wessagusset and Fort Point Sewerage Pumping Stations, force mains, and intercepting sewers; provided Federal aid is made available under approp- riate Federal Laws and that all sums received under said Federal aid shall revert to the Treasury of the Town; and to meet said appropriation, the Treasurer, with the approval of the Board of Selectmen, is hereby authorized to borrow a sum not to exceed $325,000.00, beyond the debt limit, authorized or to be authorized by pending legislation in the Legis- lature, for new construction, and to issue bonds or notes payable in ac- cordance with the General Laws of the Commonwealth in not more than thirty (30) years from their date of issue. Provided further that the work shall be done by private contract under the direction of the Board of Public Works, which shall be authorized to submit an application for Federal participation in the above project. $325,000.00


ARTICLE 12. (By Direction of Selectmen). To see if the Town will vote under the provisions of General Laws (Ter. Ed.) Chapter 82, Sec- tion 21, to discontinue as a public way the following described portion of Union Street:


"That portion of Union Street, being 60 feet in width, from the South- easterly corner of property, now or formerly of Jerry E. and Edith W. Tulip, Southeasterly One Hundred Thirty-nine and 90/100 (139.90) feet to the Weymouth-Rockland line."


Upon motion duly made by the Appropriation Committee, it was


SO VOTED: That the Town vote to discontinue as a public way the above described portion of Union Street.


Upon motion duly made by the Appropriation Committee, it was UNANIMOUSLY VOTED: That the Special Town Meeting adjourn at 10:18 P.M.
