REPORT.


The Superintendent of Schools of the Town of Scituate respectfully presents to the School Committee the following Report :


In presenting my Report of the Public Schools for the past year, it gives me pleasure to say that they have done their work with but little friction, and a degree of success that is very encouraging. If they have not accomplished all that could have been desired, it is gratifying that they have done so much to merit com- mendation.


In noticing the attendance, we are to take into ac- . count the fact, that during the past year, our schools have been invaded by nearly all the diseases that are incident to childhood. After so sweeping a visitation, it may be hoped that we shall be comparatively exempt from these maladies for some time to come.


The details given in the appended table will show that while the average number of scholars in the schools is exactly the same as for the year previous, the average attendance has fallen about three and one-half per cent.

It is noteworthy that good order has for the most part been well maintained. If I were to suggest any improvement in this particular, it would be, that the orderly deportment should, as far as possible, be free, and not constrained. It is not always easy to say when the condition of a school is such as to necessitate a des- potism and when it will bear a milder sway. It is com- mended to the teachers to test this matter with care, and encourage self government as much as possible. No order is in the best · sense good, which does not emanate from within. It is believed that a despotic rule need never become chronic, and that the sun will always prove stronger than the wind.


In regard to text books, but one change has been made, and that is by the gradual introduction of a new Geography This change has been made only when classes were obliged to take a higher book, or were just beginning, and in such a way as to make a considerable saving of expense. The new books have, to a great extent, supplanted the old ones, and will probably be wholly introduced during the ensuing year.


THE PRIMARY SCHOOLS.


An effort has been made to raise the standard of scholarship, and with this object in view, it was decided at the beginning of the year to retain in the Primary schools the more advanced pupils, to form in each of them an Intermediate class, so that by more thorough instruction, they might be able, on entering the Gram-

mar schools, to have a better start. These classes have done well, and most of them have completed more than the amount assigned them. The Primary schools are generally small, and can accommodate these Intermedi- ate classes without necessary detriment to the younger portion.


The teachers in these schools, with varied abilities and experience, have acquitted themselves very credit- ably. If this responsible work shall induce the young ladies of our town, who aspire to it, to take the requisite pains to fit themselves for it, and cultivate themselves with a suitable sense of its demands, these schools will not only give good instruction to the young children, but will also contribute, in no small degree, to the education of the adults. They will do a twofold work, and reap the benefit in a ready supply of cultured and intelligent teachers.


THE GRAMMAR SCHOOLS.


In regard to thoroughness of scholarship these schools have not fully realized our wishes. It is difficult to impress the pupils that what they profess to know, they ought to know well, and to retain.


There is every reason to believe that the teachers have labored with zeal, and have done their best; and the present appearance of both the schools is very hope- ful. The East Grammar has suffered from a frequent change of teachers. At the beginning of the year Miss E. F. Manson took charge of the school, and brought to

the task very superior qualifications, and it is greatly to her credit that, in connection with her first experience in teaching, she did so much to restore the school to a working condition. She resigned at the end of the second term, and the school was so fortunate as to secure the services of Miss Sarah L. Young, whose health was now sufficient to enable her to resume her former posi- tion. During the last term she has done all that could be done in so short a time, but to make the school what it should be, will require time and patience. We look with interest to these schools, as having a very important share in the work of improvement. A scholar entering one of them from the advanced position now attained by the Intermediate classes, ought in three years, to acquire a very good knowledge of Arithmetic, all the Geography he needs, except Physical Geography, and so much of English Grammar that, on entering the High school, his study of this branch shall mainly consist of practical exercises in composition.
