Owing to the state of his health and other duties, this is the last time the Chairman of the Selectmen will make a report : a few words from him may not be deemed inappropriate. With his thanks to the citizens of the town for the confidence so long reposed in him, he has. the satisfaction of feeling that he has

never acted from personal or partisan feeling, but however he may have erred in judgment, he has always had the interest of the town at heart, and if any persons have been offended by his actions he hopes they will not consider it a personal mat- ter, but because he thought his duties to the town demanded it. The town having disposed of its stock in the Duxbury & Cohasset Railroad can now see what the amount of the debt actually is, and to insure its final payment the most rigid economy must be observed. The rate of taxation must rule high, especially if the inhabitants continue to petition for new roads and the widening of old ones. The alarming increase in our pauper expenses, it being about eighty per cent. the past year, merits our serious consideration. If this expense is to continue, and there does not seem to be any prospect of a reduction, an almshouse will be absolutely necessary, as without an almshouse the Overseers. of the Poor are left very much to the mercy of those that call for help. There are probably eight or ten persons costing from two to four dollars per week that could be kept in an alms- house. But whether the town can bear the burden of buying a farm, without the taxes becoming too oppressive, is another question, as by the Municipal Indebtedness Bill we shall have to follow the "pay as you go" policy.
