TOWN OF SCITUATE

REPORT.
The Committee are happy to be able to report that the schools are generally in a prosperous condition. They do not mean to say that they are in all respects what it is desirable they should be, but that the favora- ble aspects are those which are most conspicuous ; and though the aims of the Committee have been but imper- fectly realized, still they can speak with confidence in saying that substantial progress has been made, and that the teachers have, in the main, labored faithfully and successfully, and have rendered a full equivalent for what the schools have cost.
In fixing a standard for our schools, it must be kept in mind that the schools are for the people, not the people for the schools ; that they are subject to the law of supply and demand, and not exempt from the control of local circumstances ; so that the practical question is,

not what could be done if the population were more numerous, or more compact, but what is attainable in their present scattered state. These conditions will materially affect the grading, and also the attendance, and will modify our ideas as to what we are to aim at or expect.
In addition to those hindrances which are permanent and inevitable, the schools have encountered others of an exceptional character. The uncommon severity of the early Winter, and the prevalence of dangerous sickness during the latter part, have interrupted the attendance and seriously broken in upon the work.
Taking these considerations into view, the Committee were gratified with the favorable impression made by the schools, showing that they had suffered less than had been feared.
THE HIGH SCHOOL.
This school has labored under great disadvantages during the whole year. Each term has called for the appointment of a new teacher. The hope expressed in the report of last year, that Mr. C. F. Kendall would be able to resume his place, having been disappointed, the school began under the instruction of Mr. A. Wiswall, who taught but one term. He was followed by Mr. H.

G. Pollock, who entered upon his work with much enthusiasm, which he had the rare faculty of impart- ing to his pupils, and with great promise of usefulness, but was stricken by fatal illness near the end of the term and died only a few days after he had expected to resume his duties. It was fortunate that, with the loss of but two weeks, the present teacher, Mr. Fred. Holland, was avail- able to take charge of the school and bring it in so good condition to the end of the year. In the short period of eleven weeks it could hardly be expected that he would do more than rally the scattered forces and make of this broken ending a good beginning. He has shown himself to be a competent and careful instructor, - the closing examination being very satisfactory and showing a de- cided advance in scholarship ; and although, with respect to discipline, the school has not quite recovered its tone, still it is believed that a firm and steady hand will remedy this defect and that the outlook for the coming year is very auspicious.
The school will enter upon the Spring term with a new class from the Grammar schools, and this class, hav- ing a better preparation than previous ones, will be able to maintain a higher rank throughout the course. The list of questions appended, with the following statement, will give some idea of their standing.

There were sixteen candidates from the West Grammar and nine from the East Grammar. The general average of both the schools on all the studies was 80 per cent. Of those from the East Grammar the highest average on all the studies, 95 per cent., was obtained by Gorham L. Damon ; the next, 852 per cent., was awarded to Henry R. Prouty. The general average of this school was 781 per cent,-grammar, .98 ; arithmetic, .61 ; geography, .75. Of those from the West Grammar the highest average, 94₺ per cent .. was obtained by Christine P. Trommer ; and the next, 90% per cent., by Cora O. Marsh. The general average of this school was 787 per cent,-gram- mar, .84 ; arithmetic, .80 ; geography, .75.
The study of Latin was introduced at the beginning of the second term and has been pursued with much interest. A course of study has been laid out, which when completed will, it is believed, render the school in this respect what it ought to be as a high school.
THE GRAMMAR SCHOOLS.
Both these are very good schools and the course of instruction pursued in them affords a very fair education even to those who are not able to proceed beyond them. The teachers are both well qualified for their work and are deeply interested in the mental and moral welfare of
