sions are found report them to the town clerk, in order that the record may be corrected. Herewith are extracts from the Re- vised Laws: Section 6 of Chapter 29 of said laws requires that "Parents, within forty days after the birth of a child, and every householder, within forty days after a birth in his house, shall cause notice thereof to be given to the clerk of the city or town in which such child is born. Every householder in whose house a death occurs, shall, within five days thereafter, cause notice , thereof to be given to the board of health, or if the selectmen constitute such board, to the town clerk."

TWENTY-THIRD ANNUAL REPORT OF THE


TRUSTEES OF THE TAFT PUBLIC LIBRARY.


The Trustees organized April 18, 1903. Perhaps the most gratifying feature of the work of the past year has been the large circulation. There have been but five years since the library opened, when the number of books issued exceeded the number issued this year and four of those years were those that immedi- ately followed the opening. The importance of this increase is somewhat offset by the fact that the per cent. of fiction read, has increased from 59 per cent. in 1881, to 80 per cent. in 1903.


The departments of history, biography, and travel has been much strengthened this year by expending the entire balance due the town from the Massachusetts Free Public Library Commis- sion by grant of 1901. The attention of the patrons of the library is especially called to these new books as they are standard works.


The Trustees desire to correct an erroneous impression which prevails concerning the time that the library is open. While the time as in the past is Saturday afternoon and evening, it is possible to secure a book at any time providing previous arrangement is made with the librarian.


Miss Annie E. Kinsley has discharged the duties of libra- rian most acceptably to patrons and trustees, and we are glad to announce that her services have been secured for the ensuing year. .


Her report shows the condition of the library, and gives the names of those who have given books or periodicals during the year. The Trustees, in behalf of the citizens, wish to tender thanks to the donors.


Two copies of the Annals of Mendon have been sold the past year.

The Trustees recommend an appropriation of two hundred and fifty dollars for the use of the library the coming year.

TO THE TRUSTEES OF THE TAFT PUBLIC LIBRARY :-


The Library was reopened February 14, 1903, for the dis- tribution of books.


The total number of books taken out during the year was 4,370. The largest delivery any Saturday was 112, the smallest 48, average 86.


The Library was fortunate in having the use of a traveling library circulated by the Woman's Education Association, for six months, beginning in August.


The delivery by divisions was as follows: Agriculture, 3 ; biography, 78 ; fiction, 3,574 ; history, 153; poetry, 55 ; miscel- laneous, 69 ; periodicals, 249; religion, 29; science, 55 ; travel, 62 ; 43 from the traveling library.


The total number of books in the Library is 4,650, 170 having been added the past year. Of these 170 volumes, 86 have been purchased by the town and 84 contributed.


Five were given by United States Department of Agriculture ; 27 by the Secretary of the Commonwealth; I by Rev. N. S. Hoagland ; I by Harper Brothers; 49 by Massachusetts Free Public Library Commission : I by MacMillan Company.

TOWN WARRANT,


Worcester, ss .- To the Constable of the Town of Mendon, in the County of Worcester, Greeting :


In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Mendon qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Mendon, on Monday, the seventh day of March, next, punctually at 9 o'clock, A. M., to act on the follow- ing articles, viz :


ARTICLE I. To choose a Moderator to preside in said meeting.


ARTICLE 2. To hear the reports of the several town offi- cers and committees and act thereon.


ARTICLE 3. To choose all necessary town officers for the year ensuing.


ARTICLE 4. To raise such sums of money as are necessary to defray town charges, and make appropriations of the same.


ARTICLE 5. To see if the town will vote to accept the list of jurors reported by the Selectmen, or make any alteration in the same.


ARTICLE 6. To see what measures, if any, the town will adopt to secure the speedy collection of taxes.


ARTICLE 7. To see if the town will authorize the Treas- urer to hire money to pay current expenses for the municipal year commencing March 7th, 1904, in anticipation of the collec- tion of the taxes.


ARTICLE 8. To bring in their ballots, "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town ?"


ARTICLE 9. To see if the town will continue communica- tion by telephone with Milford, as security against destruction by fire, or act in relation thereto.


ARTICLE IO. To see if the town will raise and appropri- ate any sum of money for Memorial Day services and appoint a committee to expend the same.


ARTICLE II. To see if the town will act in any way in relation to land claimed by said town, at or near Cook's cove, so called, at Nipmuck pond.


ARTICLE 12. To see if the town will raise and appropri- ate any sum of money to carry out any vote or votes under the preceding article.


ARTICLE 13. To see if the town will vote to alter, repair,

or refurnish the Town Hall, or act in any manner relating thereto.


ARTICLE 14. To see what sum of money the town will vote to raise and appropriate to carry out the vote or votes passed under the foregoing article.


ARTICLE 15. To see if the town will vote to ratify and confirm any or all contracts and acts of its building committee made or done in its behalf relative to the erection of its new school building, and authorize said committee to settle and com- promise any or all controversies that have arisen or may arise relating to said erection and to institute, prosecute, and defend all legal proceedings or actions at law by or against said town and relating thereto, or take any other action relating to the erection of said school building.


ARTICLE 16. To see if the town will vote to request the School Committee to maintain a school in Albeeville, so called, or take any action in relation to the same.


ARTICLE 17. To see if the town will vote to raise and ap- propriate the sum of one hundred dollars for the suppression of illegal liquor selling, gambling and vice.


ARTICLE 18. To see if the town will vote to use official ballots for the election of town officers in accordance with the provisions of Sections 364 and 365 of Chapter 11 of the Revised Laws.


The polls may by vote be closed at I P. M.


And you are hereby directed to serve this warrant, by post- ing up attested copies thereof at each of the following places in said town, seven days at least before the time of holding said meeting, viz :- At the post-office, and on the guideboard near the schoolhouse in Albeeville, and at the post-office in South Milford.


Hereof, fail not and make due return of this warrant, with your doings thereon, to the Selectmen, or Town Clerk, before the time of meeting aforesaid.

SUPERINTENDENT'S REPORT.


TO THE SCHOOL COMMITTEE OF MENDON :-


Gentlemen :- I hereby submit the tenth annual report of the Superintendent of Schools and the second of the present incum- bent.


Last year I called your attention to the two important ·con- siderations which assure good schools; namely, good teachers and satisfactory material equipment.


As far as the east is from the west, so has our material equipment improved.


The voters in town meeting last March appropriated money to erect a schoolhouse under the direction of a committee elected for the purpose. Those that have visited the new build- ing since completion know how well the work has been done, and can appreciate the faithful, efficient services rendered by the committee. Those who have never visited the building, are earnestly requested to do so.


The chief dimensions of the building follow :


The building is located 120 feet back from the street on a lot 204 feet front and 422 feet deep. The total dimensions of building 63 feet by 53 feet ; main portion 63 feet by 33 feet, with projection on front 20 feet by 38 feet.


The building contains four schoolrooms, 28 feet by 32 feet. Each schoolroom is lighted, by nine windows in groups on the two sides, arranged so that the light is thrown onto the left and rear of the pupils. Each schoolroom is warmed by hot air from furnaces in basement through brick ducts, and by steam coils on the two exposed sides of each room. Besides these four rooms, there is a class room 12 feet by 18 feet on the second floor, and a superintendent's room of like dimensions on the first floor. Each schoolroom is ventilated by an opening into a vent stack. The corridor, class room and superintendent's room are heated by steam radiation, supplied by a boiler in the base- ment, which also supplies the steam coils in schoolrooms and the radiation in vent stacks.


Located in each corridor are drinking bowls, which are sup- plied with water from a large tank in attic. In the corridors are

located wardrobe racks. The building is finished in North Car- olina pine. The floors are rift hard pine and the plastered walls throughout tinted in water colors. The basement floor is ce- mented and is available for play rooms. The superintendent's room is fitted up with shelving on two sides and the laboratory and class room is fitted up with shelves, cupboards and draw- ers.


The basement is 10 feet high, first and second stories 12 feet.


Mendon has not only a fine building with every convenience for good work, but has the teachers who are capable of doing superior work.
