SUPERINTENDENT'S REPORT.
To THE SCHOOL COMMITTEE OF MENDON.
Gentlemen :- I herewith present my fourth annual report, and the twelfth report of the superintendent of schools.
A point has been reached in the development of Mendon schools when the item of expense merits serious consideration. A careful perusal of the financial report for this year shows the following facts. Total expenditure $5,987.78. Appropriation $3700. Received from state and county $1984.96.
A portion of this expense has been extraordinary in the sense that it could not be anticipated. The condemnation of the water used at the building made it necessary to provide a new supply. The State Board of Health were not asked to investi- gate until several pupils had been ill at school from causes which seemed to point to the drinking water as the source. It is a matter for congratulation that the analysis was made before seri- ous consequences followed.
The cost of equipping the chemical course will of course after this year be much smaller, as most of the apparatus is of a permanent kind. A large part of the sum spent for text books has been for high school books necessitated by the improved course of study introduced last year. The wisdom of this expenditure has been proven as it has enabled us to secure the approval of the State Board of Educa- tion with the accompanying grant of three hundred dollars. This when applied to the expense of the high school, means that for an annual outlay of one hundred dollars from the sum raised by taxation, the efficiency of the high school has been more than doubled, for by dividing the work between the two teachers, in spite of the added subjects, each teacher has more time for prep- aration, and a longer recitation period for class work.
The other large items of school expenditure, namely, teach- ers' salaries, text books and supplies, aside from the exceptions mentioned, have remained as they were, and no curtailment is possible along this line without seriously impairing the efficiency of the schools, a step which I am certain the citizens would not sanction.

The town has been fortunate in retaining its teaching force intact, for frequent changes are undersirable especially when there are three grades in a room.
The Mendon school having the largest number of grades is at East Mendon where nearly all the grades are represented. For this reason I would recommend that the present eighth grade at that school be allowed to remain there another year. Such an arrangement is I believe in accordance with the wishes of most of the parents concerned.
Continuing the work of decorating the building so splendid- ly begun last year, a cast has been hung in the high school room, the proceeds of a lecture given for that purpose.
To sum up the educational results which is really the prov- ince of a report of this nature, I can assure you of very marked improvement along conservative lines. The fundamentals have been emphazized as never before since my connection with your schools, with results commensurate with the time and effort spent.
The good results have been due in large measure to the un- failing enthusiasm of the teachers, for whose loyalty and devo- tion to the work, I tender thanks.
I wish also to thank you and the townspeople for many words of encouragement and help.

TOWN WARRANT.
Worcester, ss .- To the Constable of the Town of Mendon, in the County of Worcester, Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Mendon, qualified to vote in elections and in town affairs, to meet at the Town Hall, in said Mendon, on Monday, the fifth day of March next, punctually at 9 o'clock, A. M., to act on the following articles, viz :
ARTICLE I. To choose a Moderator to preside in said meeting.
ARTICLE 2. To hear the reports of the several town officers and committees and act thereon.
ARTICLE 3. To bring in their votes for the following offi- cers-A Town Clerk for one year; three Selectmen for one year; three Assessors for one year ; three Overseers of the Poor for one year; a Town Treasurer for one year; a Collector of Taxes for one year; an Auditor for one year ; one Highway Sur- veyor for one year; one Constable for one year; three Fence Viewers for one year; one Trustee of the Taft Public Library for two years ; one School Committee for three years; also to bring in their votes, "Yes" or "No" in answer to the question, "Shall licenses be granted for the sale of intoxicating liquors in this town ;" all on one ballot, designating the office intended for each person voted for.
ARTICLE 4. To choose all other necessary town officers for the year ensuing.
ARTICLE 5. To raise such sums of money as are necessary to defray town charges and make appropriations for the same.
ARTICLE 6. To see if the town will vote to accept the list of jurors as reported by the Selectmen, or make any alteration in the same.

ARTICLE 7. To see what measures the town will adopt to secure the speedy collection of taxes.
ARTICLE 8. To see if the town will authorize the Treas- urer to hire money to pay current expenses for the municipal year commencing March 5, 1906, in anticipation of the collec- tion of the taxes.
ARTICLE 9. To see if the town will continue communica- tion by telephone with Milford, as security against destruction by fire, or act in relation thereto.
ARTICLE IO. To see if the town will raise and appropri- ate any sum of money for Memorial day services and appoint a committee to expend the same.
ARTICLE II. To see if the town will vote to pay one half the car fare of pupils attending the high school from East Men- don, so-called.
The polls may be closed at I P. M.
And you are directed to serve this warrant, by posting up attested copies thereof at each of the following places in said town, seven days at least before the time of holding said meeting, viz :- At the post-office, and on the guideboard near the school- house in Albeeville, and at the post-office in South Milford.
Hereof fail not and make due return of this warrant, with your doings thereon, to the Selectmen or Town Clerk, before the time of meeting aforesaid.
Given under onr hands at Mendon, this seventh day of February, in the year of our Lord one thousand nine hundred and six.

Ella Ellis, John B. Mellen, Edna French, Mary Johnson, Rosana Inman, Mary Hayward and famlly, Thomas Gardner and Annie McViety, (having a legal settlement in Mendon) and George W. Scisco, (having a legal settlement in Milford) have been wholly or partially supported.
