BUSINESS DISTRICTS


Section V. In Business Districts, no building or structure shall be con- structed or altered, and no building, structure or premises shall be used for any purpose injurious to a neighborhood by reasons of the emission of odor, fumes, dust, smoke, vibration, industrial waste, noise, or other cause, nor for any pur- pose except:


(a) Any use permitted in General Residential and Farming Districts.


(b) Retail or wholesale business, service or public utilities, salesrooms and shops for custom work or making of articles to be sold at retail on the premises.


(c) Restaurants and other places for serving food.


(d) Theaters, halls, clubs and other places for serving food.


(e) Public and semi-public buildings.


(f) Gasoline and oil stations, garages for storage and repair of automobiles.


(g) Hotels or lodging houses.


(h) Offices or banks.


(i) Newspaper or job printing.


(j) Signs advertising goods or services offered by an occupant of the prem- ises for sale, hire or use, not to exceed twelve (12) square feet in area.


(k) Signs other than the above or in addition thereto shall be permissible only if approved by the Board of Appeals after determination that the granting of such will not detract from the general attractiveness of the Town.


INDUSTRIAL DISTRICTS


Section VI. In Industrial Districts no building or structure or part thereof shall be erected, altered or used, nor shall any premise be used for any purpose except:


(a) Any use permitted in General Residential and Farming, and Business Districts, except this area shall be closed to general housing developments.


(b) Manufacturing, utilizing hand labor or quiet machinery and processes, not hazardous to the community nor offensive nor objectionable because of noise, vibration, smoke, gas fumes, odor, or industrial waste, and only if author- ized by the Board of Appeals.


BOARD OF APPEALS


Section VII. The Board of Appeals, appointed under the Building By- Law of the Town of West Bridgewater, shall act as and be the Board of Appeals under this by-law. An appeal to the Board of Appeals may be taken by any person aggrieved by reason of his inability to obtain a permit from any adminis- trative official under the provisions of Chapter 40A of the Commonwealth, as amended, or by this by-law, or by any officer or board of the Town, or by any person aggrieved by any order or decision of the Inspector of Buildings, or other administrative official in violation of any provision of said Chapter 40A

of the General Laws or this by-law. An appeal from any such order or decision shall be taken within ten (10) days from the date of the receipt of written notice of such order or decision and not otherwise.


PENALTY FOR VIOLATION


Section VIII. Whoever violates any provision of this by-law shall be subject to such penalties as may be prescribed by the General Laws of the Commonwealth for the time being in force. Each day during which a violation continues, shall, for the purposes of enforcing this by-law, be considered a separate offense.


GENERAL PROVISIONS Section IX.


Enforcement: This by-law shall be enforced by the Board of Selectmen.


Validity: The invalidity of any section or provision of this by-law shall not affect the validity of any other section or provision thereof.


Effective Date: So much of this by-law as is approved by the Attorney General shall take effect upon its publication as required by law.


Article 33. Recommend Adoption


Article 34. To transact any other business that may legally come before the meeting.


Article 35. To elect the following Town Officers by Official Ballot: One Moderator for one year, one Assessor for three years, one Selectman and member of the Board of Public Welfare for three years, one Treasurer for one year, one Water Commissioner for three years, two School Committee members for three years, one Tax Collector for three years, two Trustees of the Public Library for three years, two Constables for one year and one member of the Planning Board for five years.

Annual Town Meeting


March 11, 1957


A meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was called to order at 7:45 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with a prayer by Rev. Francis S. Shea. Warrant read by Town Clerk, Anna E. Brown. Check lists were used at the door and 251 male and 144 female voters were checked in.


The meeting proceeded as follows:


Article 1. To choose Town officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark:


Alfred Gambao, Albert Howard, Chester R. Ripley.


Field Drivers:


Joseph Fratus, Edwin Ginn, Frank Rolfe.


Fence Viewers:


Thomas B. MacQuinn, Clinton Howard, Richard Berglund.

Motion made and seconded that the above be elected. Motion carried.


Article 2. To hear the reports of all Town Officers and Com- mittees and act thereon.


H. Roy Hartshorn gave a report on the Board of Health which follows:


Polio clinics were commenced in the early spring of 1956 and during the year there were approximately 1200 who received first and second inoculations of Salk vaccine. It was originally set up to include babies and children to the age of 15; also pregnant women. Having sufficient vaccine available another group was added of 15 through 19 and at the close of the year, young adults from 20 through 29 were also included; the latter not on a clinic basis but with free vaccine. All parental permission slips, requests for vaccine and subsequent reports to the State Board of Health were processed through the local Board of Health.


At the request of the State Board of Health, an equine en- cephalitis survey was conducted in West Bridgewater, in the early part of August. Held at the office of Dr. Joseph Calitri, it was the first in the Hockomock swamp area and excellent response of Town residents aided immeasurably the research work of State and Fed- eral Health Departments. Though every person who participated in the survey received a favorable report, a problem did arise in re- gard to encephalitis. A number of wild birds were reported as being found dead and immediately buried. Inquiry found that tests must be made within hours of death so as to be effective. However, a local pheasant farm was particularly hard-hit and several of the birds were taken to the Waltham Experimental Laboratories, with report given that encephalitis was present. The condition was re- ported to both County and State Health departments and a line of procedure requested.


West Bridgewater has a large extent of low-lying and swampy land, which provides an excellent breeding-place for mosquitoes. The Aerial Spray program assists in controlling the pests, but it is felt that a much more inclusive program is demanded. This in-
