Section 7. A. Crawl Spaces. All loam under dwellings must be re- moved and at least twenty (20) inches of space left between the remaining earth and the under side of the first floor timbers. Under all buildings with continuous foundations there must be at least two (2) screened openings for ventilation of not less than two hundred and forty (240) square inches per opening.


B. Porch Foundations. All piazzas, porches and bay windows supported from the ground shall have suitable foundations of stone, brick or concrete, or be supported by iron columns or masonry piers built upon a solid bottom not less than three feet six inches (3'6") below the grade. If columns are used they shall rest on a footing of stone or concrete not less than twelve (12) inches square and eight (8) inches thick.


Section 8. A. Chimneys, Flues and Fireplaces.


No chimney shall be corbelled from a wall more than the thickness of the wall, nor hung from a wall less than twelve (12) inches thick. Every chim- ney shall rest on a proper footing of approved masonry. Concrete footings shall be at least six (6) inches wider than the chimney on all sides, and shall be at least twelve (12) inches thick. All chimneys shall be built up of brick or other incombustible material, laid up with the best lime or cement mortar.


B. All brick chimneys, except chimneys eight (8) inches or more thick, shall have terra-cotta flue linings starting not less than eight (8) inches below the inlet of the smokepipe or the throat of a fireplace, except as provided in Section 113.34 of the Basic Principles of Building Construction as promulgated

by the Board of Standards, Dept. of Public Safety, Commonwealth of Massa- chusetts, and shall extend to the top of the chimney. The ends of such lining pipes shall be made to fit close together, the joints shall be filled with cement mortar and the lining shall be built in as the flue or flues are carried up.


Every chimney shall have a clean-out door at the base of the chimney.


C. The sectional area of each chimney must be at least equal to the combined area of all smoke flues entering it. Every chimney shall be topped out or capped with brick, terra-cotta, stone, iron or cement. Every chimney shall extend at least two (2) feet above the highest point at which it comes in contact with a roof of the building and at least two feet higher than any roof surface within ten (10) feet in a horizontal line.


No part of any floor timber, studding or furring shall be within one and one-half (11/2) inches of any chimney, and no floor timber shall be within one and one-half (11/2) inches of the back wall of any fireplace. If any chimney, flue or heating apparatus shall, in the opinion of the Building Inspector, be unsafe, he shall at once notify in writing the owner, who, upon receiving said notice, shall make same safe to the satisfaction of the Building Inspector.


D. The jambs and backs of all fireplaces shall be of masonry, not less than eight (8) inches thick (including both the rough and the finished work, the latter being of firebrick) if of brick, and not less than twelve (12) inches if wholly or partly of stone.


Brickwork or stonework over fireplace or similar openings shall be sup- ported by proper iron bars or by brick or stone arches. All portions of chimneys or fireplaces so constructed as to receive a lateral thrust, not taken care of by iron members thoroughly anchored to the masonry, shall be at least eight (8) inches thick.


E. No fireplace flue shall be less than eight inches by twelve inches (8" x 12"), and in all cases the area of the flue shall be at least 1/10 the area of the fireplace opening. All fireplaces shall have proper dampers.


The interior of all fireplace throats shall be thoroughly covered with a coat of cement mortar, carried up to a solid connection with the flue lining, and every rake in the chimney shall be plastered with a good thick coat of cement mortar on both the outside and the inside.


All hearths shall be laid on masonry trimmer arches, or on bars of iron supporting a proper bed of masonry, and shall extend at least twelve (12) inches beyond each side of the finished fireplace opening. They shall have a uniform width of at least sixteen (16) inches in front of the finished jambs and fireplace. In the case of fireplaces with raised hearths, having one or more openings, the extension required for the hearth shall be regulated by the Building Inspector.


Section 9. Heating and Ventilating.


All heating, ventilating, air conditioning and blower and exhaust systems, hercinafter installed, or altered, shall conform to the rules and regulations of the Board of Standards, Dept. of Public Safety, governing same, and of the National Board of Fire Underwriters.


Section 10. Oil and Gas Burning Equipment.


No one shall install or materially alter oil or gas burning equipment with- out first making application for and obtaining a permit. No one shall store fuel oil or liquid petroleum gas without first obtaining a permit.


The installation of all oil and gas burning equipment must conform with the requirements of the Board of Standards, Dept. of Public Safety, and be approved by the Chief of the Fire Dept. and/or the Building Inspector.

Water closets shall be supplied with water from tank above or by flush valves set just above the seat which, in turn, are supplied from a tank capable of delivering 5 gallons of water to the closet in ten seconds. In all cases the flush pipe shall be not less than 11/4 inches in diameter. Closet bends or slop sinks shall not be used to connect waste from other fixtures.


Section 18. Refrigeration Waste and Drip Pipe.


All drip and overflow pipes shall be extended to some place in open sight, and in no case shall any such pipe be connected directly with the drain pipe. No waste pipe from a refrigerator or other receptacle in which provisions are stored shall be connected directly with drain or waste pipe.


Section 19. From a point five (5) feet outside building cast iron soil pipe shall be connected with four (4) inch fibre pipe or cast iron pipe run in true and uniform manner with 1/4 inch pitch per foot direct to cesspool or septic tank.


Section 20. All copper, iron or steel pressure range boilers, plain or galvanized, or other vessel or tank in which water is heated under pressure, shall be equipped with an approved pressure and temperature relief valve, drip piped to open fixture. .


Section 21. All pipes and fittings in the circulating system between a hot water tank and the heating device or appliance shall be non-ferrous, and of ample size so as to make it possible to heat seventy-five percent of the avail- able water in the tank without raising the temperature of any part of the water above two hundred and twelve degrees Fahrenheit. Every water heater using coal, gas or oil fuel shall be properly connected to the nearest chimney or smoke pipe by a pipe of suitable size. No hot water tank shall be installed without being equipped with an approved appliance for relieving any partial vacuum which may be formed therein unless the construction of the boiler is such that it is able, as shown by test and so stamped by the maker, to with- stand an external pressure of fourteen pounds per square inch.


Section 22. Gaspipe Systems.


No person or persons shall install, extend or alter any pipe or system of pipes for the conveyance, distribution or use of gas except in conformity with Section 117.9 of the rules and regulations of the Board of Standards, Depart- ment of Public Safety governing such installations and the requirements of this code.


Section 23. Right of Appeal.


The Board of Appeals, appointed under the Building By-Law of the Town of West Bridgewater, shall act as and be the Board of Appeals under this By-Law. An appeal to the Board of Appeals may be taken by any person ag- grieved by reason of the inability to obtain a permit from any administrative official under the provisions of Chapter 40A of the General Laws, as amended, or by this By-Law, or any Officers or Board of the Town, or by any person ag- grieved by any order or decision of the Plumbing Inspector, or other adminis- trative official in violation of any provision of said Chapter 40A of the General Laws, or this By-Law. An appeal from any such order or decision shall be taken within ten (10) days from the date of the receipt of written notice of such order or decision and not otherwise.


Section 24. Penalties for Violation.


Whosoever violates or causes the violation of any provision of this By- Law shall be subject to a fine for each violation of not less than twenty (20.00) dollars nor more than one hundred (100.00) dollars for each violation as the court may direct.

Section 25. General Provisions.


Enforcement. This By-Law shall be enforced by the Board of Selectmen. Validity. The invalidity of any section or provision of this By-Law shall not affect the validity of any other section or provision thereof.


Effective Date. So much of this By-Law as is approved by the Attorney General shall take effect upon its publication as required by law.


ELECTRIC WIRING BY-LAW


ARTICLE 12.


Section 1. Wiring Inspector.


The Board of Selectmen shall, annually, following their organizational meeting, appoint an Inspector of Wiring, hereinafter referred to as the Wiring Inspector, who shall hold office for one year, or until his successor shall take office, and may be removed from office, by the Board of Selectmen, for cause. He shall be a man thoroughly qualified through training or experience to ful- fill the duties of the work involved, and shall not be interested, either directly or indirectly, in any contract in the town and/or in furnishing labor or material for any work but his own. His salary or compensation shall be regulated by the Board of Selectmen unless determined by a vote of the town.


Section 2. Installation.


All electrical installations shall be made in accordance with the National Electric Code, and amendments thereto, as adopted by the Commonwealth of Massachusetts, and no installations of electric equipment shall be made except in conformity therewith.


Section 3. Duties of the Wiring Inspector.


The Wiring Inspector shall be charged with the inspection and approval of all installations of wires, conduits, apparatus, fixtures, or other appliances for carrying or using electricity. He shall keep a record of the business of his office, making such reports to the Board of Selectmen as they may require, and shall make an Annual Report of his department to be published in the Annual Town Report.


Section 4. Permits.


No person shall install wires, conduits, apparatus, fixtures, or other ap- pliances for carrying or using electricity for heat, light or power within, or connected to any building, without first having secured a permit for same.


Section 5. Fees for Permits.


For each permit issued there shall be collected and paid into the Town Treasury, a fee (as established by the Board of Selectmen).


Section 6. Inspection and Certificates.


Upon the completion of the work authorized by the issuing of a permit, it shall be the duty of the person, firm or corporation installing the same to notify the Wiring Inspector, who shall inspect the installation as soon as practicable, and, if found to be fully in compliance with the National Electric Code, as adopted, and the requirements of the Town of West Bridgewater, he shall issue to such person, firm or corporation, a final certificate of ap- proval with duplicate for delivering to the owner, authorizing connection to the source of supply, the turning on of the electricity and the use of the in- stallation, and shall send written notice of such authorization to the public service corporation furnishing the electric current.

Section 7. Responsibility.


This By-Law shall not be construed to relieve or lessen the responsibility of any party owning, operating or controlling any electrical equipment, or damages to anyone injured by any defect therein, nor shall the Town be held as assuming any such liability by reason of the inspection authorized herein, or by the issuance of a final certificate of approval by a duly appointed official exercising the rights or powers given herein.


Section 8. Right of Appeal.


The Board of Appeals, appointed under the Building By-Law of the Town of West Bridgewater, shall act as and be the Board of Appeals under this By-Law. An appeal to the Board of Appeals may be taken by any person aggrieved by reason of the inability to obtain a permit from any administrative official under the provisions of Chapter 40A of the Commonwealth, as amended, or by this By-Law, or any officer or board of the Town, or by any person aggrieved by any order or decision of the Wiring Inspector, or other administrative official in violation of any provision of said Chapter 40A of the General Laws, or this By-Law. An appeal from any such order or decision shall be taken within ten (10) days from the date of the receipt of written notice of such order or decision and not otherwise.

The 8th annual Town Report Cover Contest was sponsored by the Board of Selectmen and conducted by the School Depart- ment under the supervision of William Rathbun. Ten entries were received.


For the first time, the contest ended in a tie. The Board awarded front cover placement to Anne Young and back cover to Doreen Carlson; members of the Class of 1960. Miss Young won second and third prize in the '58 contest and Miss Carlson was a first prize winner in 1956.
