March 10, 1958


A meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was called to order at 7:45 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with Invocation by David Powell, Minister from the Cochesett Methodist Church. Warrant read by the Town Clerk, Anna E. Brown. Check lists were used at the door and 152 Female and 286 Male voters were checked in.


The meeting proceeded as follows:


Article 1. To choose Town officers for the ensuing year not elected on the Official Ballot.


Surveyors of Lumber, Wood and Bark:


Albert Howard, Alfred Gambao, Minot Edson. So elected.


Field Drivers:


Lawrence Morrison, Gordon McDonald, Raymond Silva. So elected.


Fence Viewers:


Albert Howard, Stephen O'Neil, Clinton P. Howard. So elected.


Article 2. To hear the reports of all Town Officers and Committees and act thereon.


Moved: to accept the reports of all Town Officers and Com- mittees as printed in the Town Report. Motion carried.


Article 3. Voted: The Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1958, and to issue a note or notes therefor, payable with- in one year, and to renew any notes as may be given for a period of

less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 4. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.

Moved: the sum of $1,850.00 be raised and appropriated for the Expenses of the Board of Selectmen. Moved: to amend the motion to read the sum of $670.00 be raised and appropriated for the expenses of the Board of Selectmen. Upon show of hands the original motion lost. Amendment of $670.00 was voted.


Moved: the sum of $1,650.00 be raised and appropriated for the Salary of the Town Accountant for the year 1958. Motion to amend the sum to $1,450.00. Upon show of hands the original motion lost and the amendment of the sum of $1,450.00 was voted.


Moved: the sum of $620.00 be raised and appropriated for the expenses of the Town Accountant. Moved: to amend the motion to read the sum of $520.00 be raised and appropriated for the Expenses of the Town Accountant. Upon vote amendment carried.

Moved: the sum of $4,710.00 be raised and appropriated for the Expenses of the Police Department with $85.00 for Out of State Travel and $75.00 for Out of State Travel for Prisoners. Motion carried.


Moved: the sum of $6,505.00 be raised and appropriated for the expenses of the Fire Department with $75.00 for Out of State Travel. So voted.


Moved: the sum of $1,924.00 be raised and appropriated for the Salary of the Tree Warden for the year 1958 to be paid at the rate of $1.85 per hour. So voted.


Moved: the sum of $3,536.00 be raised and appropriated for the Labor of the Tree Warden Department to be paid at the rate of $1.70 per hour. So voted.


Moved: the sum of $1,000.00 be raised and appropriated for the Salary of the Building Inspector. Motion to amend the amount to $500.00. Upon vote motion to amend was carried.


Moved: the sum of $350.00 be raised and appropriated for the Expenses of the Inspector of Buildings. Motion amended to read the sum of $175.00. Upon vote original motion lost and amendment carried.

Moved: the sum of $4,680.00 for the Salary of the Super- intendent of Highways for the year 1958. So voted.


Moved: the salary of the Veterans' Agent be raised and ap- propriated to the sum of $600.00 for the year 1958. Moved to amend the motion to the sum of $495.00. Upon vote Original motion carried.


Moved: the sum of $252.00 be raised and appropriated for the salaries of the Board of Health, each member to be paid $84.00 for the year 1958. So voted.


Moved: the sum of $68,605.00 be raised and appropriated for the Expenses of the School Department with $505.00 for Out of State Travel. So voted.


Moved: the sum of $4,000.00 be transferred from Overlay Surplus to the Reserve Fund.


Moved: the sum of $1,000.00 be raised and appropriated for the salaries of the Water Commissioners for the year 1958 to be paid: Chairman, $333.34; Associate Members, $333.33, taken from Water Revenue. So voted.


Moved: the sum of $800.00 be raised and appropriated from Water Revenue for equipment of the Water Department. Amend- ment made to reduce the amount to $600.00. A second amend- ment was made to reduce the amount to $465.00. Upon show of hands the original motion and the first amendment were lost. The second amendment to the amount of $465.00 was carried.


Moved: the sum of $21,149.00 be raised and appropriated and taken from water revenue for the payment of the maturing Debt & Interest in the Water Department. So voted.


Article 5. Moved: That the sum of Two Thousand Dollars ($2,000.00) be raised and appropriated to meet the Town's share of Chapter 90 Maintenance, and that in addition, the sum of Four Thousand Dollars ($4,000.00) be appropriated from Surplus Revenue to meet the State's and County's share of the cost of the work, reimbursement from State and County to be restored, upon their receipt, to the Surplus Revenue account. So voted.
