FINANCE COMMITTEE REPORT
To the Citizens of West Bridgewater:
We, The Finance Committee take this opportunity to thank all department heads and personnel for the cooperation given us during the past year and to commend them for the excellent service given to the citizens of West Bridgewater.
This committee has held approximately twenty meetings since April when five new members increased our total to nine. The new members are Adolph Cheyunski, George Hollertz, Jr., Francis LeBaron, Malcolm Maclean and Fred Wright.
To better acquaint the committee with departmental problems we visited all departments during the year, inspecting the facilities and equipment. The budgets of all departments were discussed with the heads of departments during January and February and each in turn carefully and thoroughly reviewed.
We make the following statements in explanation of our recommendations.
Costs of government continue to increase, led by the school budget which shows an increase of $28,000.00 all in salaries, in fact, the non-salary expenses of the 1960 school budget shows a small decrease. As long as the state legislature continues to interfere with the educational program, without providing the funds to support it, there does not seem to be any possibility of stabilizing the situation.
The Selectmen this year are requesting an increase of $100.00 for each position. This is the first increase in the chairman and clerk positions since 1951. The third or associate member position was increased $100.00 in 1955.
The increase in Election & Registration this year, is due to 1960 being a national election year.
We have recommended an increase of $200.00 for the Police Chief, he has informed us that his normal work week is 55 hours. The increase in Patrolmen's salaries is due to a 10c per hour in-

crease and an additional hour of patrol duty on Friday and Satur- day nights.
We favor an increase of $200.00 for the position of Fire Chief. We believe that $100.00 per month is not an excessive salary for administering a department with a budget of over $15,000.00 and being responsible for the care of capital assets worth over $100,000.00.
