ANNUAL TOWN MEETING
March 9, 1959
A meeting of which the inhabitants of West Bridgewater qualified to vote in election were duly warned, was called to order at 8 p.m. by the Moderator, John C. Eldridge, at the High School Auditorium. Meeting opened with Invocation by Henry Harding, Minister from the West Bridgewater Baptist Church. Warrant was read by the Town Clerk, Anna E. Brown. Check Lists were used at the door and 112 Female and 207 Male voters checked in.
The meeting proceeded as follows:
Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.
Surveyors of Lumber, Wood and Bark:
Albert Howard, Minot Edson, Alfred Gambao.
So Elected.
Field Drivers:
Lawrence Morrison, Gordon McDonald, Raymond Silva. So Elected.

Fence Viewers:
Clinton P. Howard, Stephen O'Neil, Robert Keating. So Elected.
Article 2. To hear the reports of all Town Officers and committees and act thereon.
Moved: To accept the reports of all Town Officers and committees as printed in the Town Report. Motion carried.
Article 3. Voted: The Town Treasurer, with the approval of the Selectmen, be and hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1959 and to issue a note or notes therefor, payable within one year, and to renew any notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
Article 4. Moved: That the sum of One Thousand Dollars ($1,000.00) be raised and appropriated to meet the Town's share of Chapter 90 Maintenance, and that in addition the sum of Two Thousand Dollars ($2,000.00) be appropriated from Surplus Rev- enue to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt, to the Surplus Revenue Account. So Voted.
Article 5. Moved: That the sum of Four Thousand Dollars ($4,000.00) be raised and appropriated to meet the Town's share of Chapter 90, New Construction, and that in addition, the sum of Twelve Thousand Dollars ($12,000.00) be appropriated from the Surplus Revenue Account to meet the State's and County's share of the cost of the work, reimbursement from the State and County to be restored, upon their receipt to the Surplus Revenue Account.
Moved: to amend the Motion to read the Sum of $4,000.00 the Town's share of the Project to be taken from available funds in the Treasury.
Upon vote motion as amended carried.
Article 6. Moved: That the sum of One Hundred Dollars ($100.00) be raised and appropriated for the use of the Plymouth County Trustees for County Aid to Agriculture (Plymouth County

Extension) and that Clifford H. Carlson be appointed as Town Director as provided in Section 41 and 42 of Revised Chapter 128 of the General Laws. So Voted.
Article 7. Moved: That the sum of Four Thousand, Four Hundred Dollars, ($4,400.00) be raised and appropriated for Physical Training, Athletics, Sports and Equipment, according to Chapter 638, Acts of 1956.
Moved: to amend the Motion to read the sum of 4,400.00 for Physical Training be taken from available funds.
Upon vote of show of hands motion as amended carried - Yes 129, No 125.
Article 8. Voted: that the sum of Two Hundred and Seven Dollars and Thirty cents ($207.30) be raised and appropriated, to be expended under the supervision of the Board of Selectmen, for the services of a qualified Civil Engineer, upon a per-diem basis, in connection with municipal planning and public improvements in the Town.
Article 9. Moved: that the sum of $5,041.00 be raised and appropriated to cover the cost of pruning and destroying all existing dead wood in the Town Elms.
Moved: to amend the motion to the sum of $4,961.00 for the cost of pruning and destroying all existing dead wood in the Town Elms. This Amendment lost.
Motion to amend the original to be taken from available funds in the treasury. Upon Count of vote of 88-Yes, 150-No, amendment lost.
Upon count of vote of Yes-100 and No-95 The original motion was carried.
Article 10. Moved: That the sum of $3,355.00 be raised and appropriated for Insect Pest Control.
Motion to amend the sum to $3,305.00 upon vote was lost.
Motion to amend to take from available funds upon count of 98-Yes and 154-No, was lost.

Article 11. Voted: that the sum of Two Thousand, Eight Hundred and fifty dollars ($2,850.00) be raised and appropriated for the purchase of a new Mist Blower, and that the Board of Selectmen be, and hereby are, authorized to trade in the old 1951 Mist Blower and apply the trade-in-value toward the payment of the price for such new Mist Blower.
Motion to amend to take from available funds was lost.
Article 12. Voted: that the sum of One Hundred and Fifty- five Dollars ($155.00) be raised and appropriated to install new street lights, re-locate and increase size of present lights as recom- mended by the Street Lighting Committee.
Article 13. Moved: that the sum of $4,940.00 be raised and appropriated to purchase and originally equip a station-wagon type cruiser to be used by the Police Department.
Upon vote of show of hands Yes-133 and No-127, motion carried. Vote was protested and a ballot vote taken. Upon count of 151-Yes and 163-No, motion lost.
Article 14. Voted: that the sum of $1,200.00 be raised and appropriated, to be expended by the Selectmen, for the purchase of a new police Cruiser for the Police Department, and the transfer of equipment to such new cruiser, and that the Selectmen be and hereby are authorized and empowered to trade in the old Police Cruiser, and to apply the trade in value of such old Police Cruiser towards the payment of the Price for such new Police Cruiser.
Article 15. To see if the Town will vote to accept Shagbark Road (off North Main Street), as laid out by the Board of Select- men.
Moved: this article passed without action.
Article 16. Moved: That the sum of Four Thousand Dollars ($4,000.00) be raised and appropriated for the construction of a sidewalk on Howard and Spring Streets, starting where the side- walk on Howard Street that services the High School ends, and continuing north and casterly to Spring Street, then up Spring Street northwesterly a distance of about one half mile.

Motion to amend that the Sum of $4,000.00 be taken from available funds in the Treasury. Upon vote amendment lost.
Upon vote original motion carried.
Article 17. Moved: that the sum of $13,600.00 be raised and appropriated to purchase and originally equip a truck for the Fire Department, and to meet said appropriation, the sum of $8,600.00 be raised by taxation in the current year, and the sum of $5,000.00 be transferred from available funds in the Treasury; and that a Committee consisting of the Chief of the Fire Department, the Deputy Chief and a member of the Finance Committee, a member of the Board of Selectmen and one voter, appointed by the Mod- erator, be authorized to carry out this purchase.
Upon vote motion carried, Yes-268 and No-1.
Article 18. Moved: that the sum of Five Thousand Dollars ($5,000.00) be raised and appropriated for the purpose of laying a water main on Highland Avenue and Progressive Avenue, and to meet said appropriation the sum of Three Thousand Dollars ($3,000.00) be transferred from the balance of the South Street Project, and Two Thousand Dollars ($2,000.00) be taken from Water Revenue.
Upon vote motion carried.
Article 19. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make appropriations for the same.

Article 20. Voted the Town vote to authorize, empower and direct the Selectmen to petition the General Court for the passage of legislation authorizing and empowering the Town to convey the lot of land on Lincoln Street, owned by the Town, and the building thereon, commonly known as the Cochesett School, in consideration of one ($1.00) dollar, to American Legion Post No. 66 for the purpose of providing suitable headquarters for the said Post; with the proviso, however, that should the Post be dis- banded, or should the Post relinquish control of the property, the same shall revert to the Town.
Article 21. Voted: that the Town adopt the following amendment of the "Zoning By-Law of the Town of West Bridge- water, Mass., 1957, By-Law No. 26" to wit:
By adding to "Section 3, Paragraph C. Industrial districts" the following:
"that portion of land lying west of the Amvets Highway bounded on the north by Walnut Street, on the west by Manley Street, and on the south by West Street" so that paragraph C of Section III will read as follows:
C. "Industrial districts are defined as being that land off Howard and Main Streets formerly comprising and known as "depot and freight yard," that portion of land lying west of the Amvets Memorial Highway bounded on the north by West Street, on the west by the Easton line, and on the south by the Bridgewater line; that portion of land lying west of the Amvets Memorial Highway bounded on the north by Walnut Street, on the west by Manley Street, and on the south by West Street; and that portion of land lying east of said Amvets Memorial Highway bounded on the north by Walnut Street, on the south by West Street, and on the east by a line parallel with said Amvets Memorial Highway, and located a distance of one thousand, three hundred twenty (1320) feet easterly from said Amvets Memorial Highway."
Upon count of vote of 131-Yes and 5-No so voted.
At this point of the meeting a motion from the floor was allowed to appoint a new Moderator for the rest of the meeting as John C. Eldridge had to leave on a Business trip. William R. Brown was appointed Moderator, pro tem.

Article 22. Moved: that the Town vote to adopt the follow- ing amendment to the "Building, Plumbing and Wiring Code of the Town of West Bridgewater, Mass., 1958, By-Law No. 25," by repealing "section 2, under Article 11, Plumbing By-Law," to wit:
"Article 11, Section 2. Authority. This By-Law in its entirety shall be construed to be in conformity with and subject to Chapter 142 of the General Laws, as amended, and to sections 31 and 3J of Chapter 143 of the General Laws as amended, and shall be as fully complied with as if herein written."
Upon unanimous vote, Motion carried.
Article 23. Voted: that the Town vote to authorize the Assessors to take from available funds in the Treasury, the sum of Thirty Thousand Dollars ($30,000.00) to be used for the purpose of reducing the Tax Rate for the current year.
Article 24. Moved: That the sum of $10,000.00 be trans- ferred from available funds in the Treasury, to the Stabilization Fund. Motion amended the sum of $5,000.00 be transferred. Upon Vote motion as amended carried.
Article 25. Moved: that the Town vote to continue the present Town Office and Library Survey Committee, and that the sum of $100.00 be raised and appropriated for the purpose of preparing preliminary plans for converting the Town Hall for Library use.
Mr. Buker gave a concise report of the recommendations of his committee. Upon vote motion was carried.
Article 26. Voted: that the sum of Four Thousand, Two Hundred Dollars ($4,200.00) be raised and appropriated for the purpose of cleaning the water mains beginning on Matfield Street at its intersection with Cyr Street, thence running along Matfield Street to its intersection with Belmont Street, and thence running along Belmont Street to its intersection with Plain Street; and the water mains beginning on West Center Street at its intersection with North Main Street, thence running along West Center Street to its intersection with North Elm Street; and to meet said appropriation this amount be taken from Water Revenue.

Article 27. Voted: That Article IV of the By-Laws of the Town of West Bridgewater, dated March 10, 1945, entitled Finance, be amended by striking out Section 1 and inserting in place thereof the following paragraph:
There shall be a Finance Committee consisting of Nine (9) appointive members and the Selectmen, the latter acting ex-officio members. The appointive members shall be selected at large. If a vacancy occurs during the year the committee shall elect a new member to serve until the next Annual Meeting.
Article 28. Voted: That Article IV of the By-Laws of the Town of West Bridgewater, dated March 10, 1945, entitled Finance, be amended by striking out Section 2 and inserting in place thereof the following paragraph:
At the Annual Town Meeting the Moderator shall appoint a committee of five members who shall in turn appoint the appointive members of the Finance Committee for the ensuing term. In 1959 six (6) members shall be appointed as follows: two for one year, two for two years and two for three years. In 1960 and each year thereafter three members for three years. No elective officer of the Town shall be eligible for appointment.
Article 29. Moved: That the Moderator and the Board of Selectmen appoint a committee of seven to investigate and bring in preliminary plans for a 16 room addition to the Junior-Senior High School with other necessary facilities and alterations to the present building and report to a future Town Meeting. Motion Lost.
Motion amended that a committee be appointed to bring in preliminary plans for a 10 room addition. Motion lost.
Motion amended that a committee be appointed to bring in preliminary plans for an addition as recommended by the School Survey Committee. Motion lost.
Motion made that the Moderator and Board of Selectmen appoint a committee of seven to investigate and bring in pre- liminary plans for an addition to the Junior-Senior High School with other necessary facilities and alterations to the present building and report to a future Town meeting. Motion carried.

Voted: That the Moderator be empowered to appoint a committee of five to be known as a wage and personnel Board. Said Committee shall study all departments and make its recom- mendations at the next Annual Town Meeting. So Voted.
Motion made that the present School Housing Committee be relieved of their duties. Motion carried.
Motion made to adjourn the meeting until Saturday, 10.00 A.M. at the Town Hall for the Election of Officers by Ballot.

ANNUAL TOWN ELECTION March 14, 1959
A meeting of which the inhabitants of West Bridgewater, qualified to vote in election were duly warned, was held in the Town Hall on Saturday, March 14, 1959, at ten o'clock in the forenoon and the following is a record of the doings.
The meeting was called to order by the Warden, Frank Miller. Motion was made to dispense with the reading of the warrant and proceed with the voting. Polls were declared open for voting.
The ballot box was inspected by the Police Officer in charge and found to be empty. The register was set at zero. 1700 ballots were delivered by the Town Clerk to the Warden and receipt given for same.
