FINANCE COMMITTEE REPORT


The finance committee has held 25 regular meetings during the past year. In addition to this, committee members attended the seminar on Town Finance and Government, sponsored by the First National Bank of Boston. This was a series of eight meetings held once each week at the First National Bank of Boston. The committee feels that by attending these meetings a better under- standing of small town problems was understood. Several well- known speakers were heard and much general discussion and debate took place at these meetings.


All regular State Finance committee meetings were also at- tended by the local finance committee.


A special meeting sponsored by The West Bridgewater finance committee was held in West Bridgewater with the towns of Bridge- water, East Bridgewater, Raynham, and Norton. This meeting was felt to be beneficial as we were able to discuss problems of similar nature with other towns of our size. It is hoped that more meet- ings of this type will be held in the future.


The finance committee has taken advantage of every available opportunity to better understand local finance problems.


During the past year the committee has also visited each and every department of the town, inspected all buildings, vehicles, and other working equipment of the town. The committee would like to thank all department heads for the time and cooperation they have given to the finance committee in making these inspections possible. During January and February each department head has again been seen and their budgets carefully and thoroughly reviewed.


All school buildings were visited during the year and one half day was spent at the Jr. Senior High School and the new Spring St. elementary school while they were in session. The School Commit- tee and school personnel were most cooperative in making these visits possible and the committee feels that this visit along with regular meetings with the school committee has helped us in better understanding our schooling problems.

WARRANT FOR ANNUAL MEETING March 10, 1958


Article 1. To choose Town Officers for the ensuing year not elected on the Official Ballot.


Article 2. To hear the reports of all Town Officers and Com- mittees and act thereon.


Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the fi- nancial year beginning January 1, 1958, and to issue a note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws.


Article 4. To raise such sums of money as may be necessary to defray the Town charges for the ensuing year, and to make ap- propriations for the same.


Article 5. To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for Chapter 90 Maintenance; or take any action relative thereto.

Article 6. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money for Chapter 90 New Construction; or take any action rel- ative thereto.

To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, the sum of $100.00 for the use of Plymouth County Trustees for County Aid to Agriculture (Plymouth County Extension Service), and choose a Town Director as provided in Sections 41 and 42 of Re- vised Chapter 128 of the General Laws and act thereon.

Article 8. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money to be expended by the Selectmen, to purchase and equip a

new Police Cruiser for the Police Department, and will authorize and empower the Selectmen to trade in the old Police Cruiser and to apply the trade-in value of such old Police Cruiser toward the payment of the price for such new Police Cruiser; or take any ac- tion relative thereto.

Article 9. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, the sum of $3,500.00 for Physical Training, Athletics, Sports and Equipment, etc .; or take any action relative thereto.

To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money to be expended under the supervision of the Board of Selectmen, for the services of a qualified civil engineer upon a per- diem basis in connection with municipal planning and public im- provements in the Town; or take any action relative thereto.

Article 11. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, the sum of $4,865.00 to cover the cost of pruning and destroying all existing dead wood in the Town Elms; or take any action relative thereto.

To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all dam- ages that may be incurred by work to be performed by the De- partment of Public Works of Massachusetts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores, and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Com- monwealth; or take any action relative thereto.

Article 17. To see if the Town will vote to raise and appro- priate, or transfer from available funds in the Treasury, a sum of money to be expended by the Board of Selectmen for the purchase of a new truck for the Highway Department; or take any action relative thereto.

To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the Water Department for the purpose of laying a water main of not less than six (6) inches and of not more than sixteen (16) inches in diameter from the end of the existing eight (8) inch water main on South Street, southerly to the Bridgewater Town Line; and to determine whether or not the money shall be provided for by borrowing under the authority of Chapter 44 of the General Laws or otherwise; or take any other action relative thereto.

To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money to be expended by the Water Department, for the purpose of constructing a gravel packed well, pumping station controls, power line, and discharge pipe connecting with the existing twelve (12) inch Trunk Line, and other necessary expenses incidental thereto, and determine whether or not the money shall be provided for by borrowing under the authority of Chapter 44 of the General Laws or otherwise; or take any action relative thereto.

To see if the Town will vote to raise and appro- priate or transfer from available funds in the Treasury, a sum of money for the purpose of laying an eight (8) inch water main on Highland Avenue, from Progressive Avenue to Sunset Avenue, a distance of one thousand (1000) feet more or less; or take any action relative thereto.

By striking out, under "Business Districts, Section 5," that part of sub-division (J) now reading as follows: "not to exceed twelve (12) square feet in area," and inserting in its place the following: "as approved by the Board of Selectmen."

Article 32. To see if the Town will vote to adopt, or take any action relative to, the following amendment to the "By-Law Regulating the Size and Uses of Building Lots in the Town of West Bridgewater, Mass., 1956," to wit:


By adding to Section 3, "Setback Regulations" as sub-division (b) the following: "No building shall be erected or placed within the triangular area formed by the exterior lines of intersecting streets and a line joining points on such lines thirty-five (35) feet distant from their points of intersection (or in the case of a rounded corner, the points of the intersection of their tangents), ( and no structure other than a building), and no tree, shrub or other planting, and no open display, storage or other open use shall be located within said triangular area in such a manner to inter- fere with traffic visibility across the corner."

Article 33. To see if the Town will vote to adopt, or take any action relative to, the following amendment of the "By-Law Regulating the Size and Uses of Building Lots in the Town of West Bridgewater, Mass., 1956," to wit:


By adding to Section 5, under "Exceptions to Area Regula- tions" as sub-division (c) the following: "Notwithstanding the set back requirements herein before specified, a dwelling and customary accessory buildings may be erected or placed as near to the line of any public way as the average of adjacent dwellings within three hundred (300) feet on either side, provided, however that. . . (a) such adjacent dwellings were lawfully erected or placed prior to the adoption of the By-Law; (b) that in no instance shall the provisions of this exception be so construed as to permit the erection or placing of a dwelling, and customary ac-

cessory buildings, nearer than twenty (20) feet to the line of any public way."

To see if the Town will vote to amend the "Building By-Laws" adopted by the Town at an adjourned Town Meeting on March 25, 1946, by repealing the same and all amend- ments thereto, and inserting in place thereof a new building by- law, to be known and cited as "Building, Plumbing and Wiring Code of the Town of West Bridgewater" as proposed by the Build- ing Code Committee, and published in its entirety in the Town Report for the year ending December 31, 1957; or take any action relative thereto.
