date, in the Hearing Room, Robbins Memorial Town Hall, by the Registrars of Voters.
Notices of the time of the recount had been sent to the candidates by registered mail.
Four checkers, two Republicans and two Democrats assisted in the recount.
The meeting was called to order at 1:10 P.M. by Eben F. Dewing, Chairman of the Board.
The petitions were read, the seals broken, and the boxes opened.
Judge John G. Brackett represented Charles C. Warren.
As Mr. Peters had not arrived and as no return re- ceipt for notification sent him by registered mail had been returned, the meeting waited. Mr. Peters accom- panied by David I. Leary, counsel, came at 1:20 P.M. Mr. Dewing submitted the petition to Mr. Peters. Mr. Peters left the meeting and Mr. Leary represented him.
Messrs. Bitzer and Harris were not present and were not represented by counsel.

TOWN WARRANT
The Commonwealth of Massachusetts Middlesex, ss. To the Constables of the Town of Arlington, in said County :
GREETING :
In the name of the Commonwealth of Massachu- setts, you are hereby required to notify and warn the in- habitants of the Town of Arlington, qualified as the Constitution requires, to meet in their respective. voting places in said Town: Precinct 1 at the Crosby School, Precinct 2 at the Hardy School, Precincts 3 and 5 at the Old Town Hall, Precincts 4 and 6 at Robbins Memorial Town Hall, Precinct 7 at the Locke School, Tuesday, the fourth day of November, next, it being the Tuesday next after the first Monday in said month, at 6 A.M. to act on the following articles, viz :
Article 1. To bring in their votes for a Governor ; a Lieutenant-Governor; a Secretary; a Treasurer; an Auditor; an Attorney-General of the Commonwealth; a Senator in Congress for this Commonwealth; a Rep- resentative in Congress for the eighth Congressional District; a Councillor for the sixth Councillor District; a Senator for the sixth Senatorial District; two Repre- sentatives in the General Court for the twenty-eighth Representative District; a District Attorney for Mid- dlesex County ; a Register of Probate and Insolvency for Middlesex County; a County Commissioner for Middlesex County; two Associate County Commission- ers in Middlesex County ; a County Treasurer for Mid- dlesex County.
Article 2. To vote "Yes" or "No" on the acceptance of the following "Proposed Amendment to the Consti- tution."

Question No. 1
Article XXI of the articles of amendment is hereby annulled and the following is adopted in place thereof :
Article XXI. In the year nineteen hundred and thirty-five and every tenth year thereafter a census of the inhabitants of each city and town shall be taken and a special enumeration shall be made of the legal voters therein. Said special enumeration shall also specify the number of legal voters residing in each precinct of each town containing twelve thousand or more inhabi- tants according to said census and in each ward of each city. Each special enumeration shall be the basis for determining the representative districts for the ten-year period beginning with the first Wednesday in the fourth January following said special enumeration ; provided, that such districts as established in the year nineteen hundred and twenty-six shall continue in effect until the first Wednesday in January in the year nineteen hundred and thirty-nine.
The House of Representatives shall consist of two hundred and forty members, which shall be apportioned by the General Court, at its first regular session after the return of each special enumeration, to the several counties of the Commonwealth, equally, as nearly as may be according to their relative numbers of legal voters, as ascertained by said special enumeration; and the town of Cohasset, in the county of Norfolk, shall, for this purpose, as well as in the formation of districts as hereinafter provided, be considered a part of the county of Plymouth; and it shall be the duty of the sec- retary of the Commonwealth to certify, as soon as may be after it is determined by the General Court, the num- ber of Representatives to which each county shall be en- titled, to the board authorized to divide such county into representative districts. ers or other body acting as such or, in lieu thereof, such board of special commissioners in each county as may for that purpose be provided by law, shall, within thirty days after such certification by the secretary of the Commonwealth or within such other period as the Gen- eral Court may by law provide, assemble at a shire town of their respective counties, and proceed, as soon as may be, to divide the same into representative dis- tricts of contiguous territory and assign Representa- tives thereto, so that each Representative in such county will represent an equal number of legal voters, as nearly as may be; and such districts shall be so formed that no town containing less than twelve thousand in- habitants according to said census, no precinct of any other town and no ward of a city shall be divided there- for, nor shall any district be made with shall be entitled to elect more than three Representatives. The General Court may by law limit the time within which judicial proceedings may be instituted calling in question any such apportionment, division or assignment. Every Representative, for one year at least immediately pre- ceding his election, shall have been an inhabitant of the district for which he is chosen, and shall cease to repre- sent such district when he shall cease to be an inhabi- tant of the Commonwealth. The districts in each county shall be numbered by the board creating the same, and a description of each, with the numbers thereof and the number of legal voters therein, shall be returned by the board, to the secretary of the Commonwealth, the county treasurer of such county, and to the clerk of every city or town in such county, to be filed and kept in their respective offices. The manner of calling and conducting the elections for the choice of Representa- tives, and of ascertaining their election, shall be pre- scribed by law.
Article XXII of the articles of amendment is hereby annulled and the following is adopted in place thereof :

Article XXII. Each special enumeration of legal voters required in the preceding article of amendment shall likewise be the basis for determining the senatorial districts and also the councillor districts for the ten- year period beginning with the first Wednesday in the fourth January following such enumeration ; provided, that such districts as established in the year nineteen hundred and twenty-six shall continue in effect until the first Wednesday in January in the year nineteen hundred and thirty-nine. The Senate shall consist of forty members. The General Court shall, at its first reg- ular session after the return of each special enumera- tion, divide the Commonwealth into forty districts of con- tiguous territory, each district to contain, as nearly as may be, an equal number of legal voters, according to said special enumeration; provided, however, that no town or ward of a city shall be divided therefor ; and such districts shall be formed, as nearly as may be, without uniting two counties, or parts of two or more counties, into one district. The General Court may by law limit the time within which judicial proceedings may be in- stituted calling in question such division. Each district shall elect one Senator, who shall have been an inhabi- tant of this Commonwealth five years at least immedi- ately preceding his election, and at the time of his elec- tion shall be an inhabitant of the district for which he is chosen; and he shall cease to represent such sena- torial district when he shall cease to be an inhabitant of the Commonwealth."

"An Act to amend chapter one hundred and thirty- one of the General Laws."
Article 3. To vote "Yes" or "No" on the accept- ance of Chapter 383, Acts of 1929, entitled "An Act rela- tive to transportation facilities in the Metropolitan Dis- trict."
All the above to be voted for on one ballot. The polls will be open from 6 A.M. until 8 P.M. You are directed to serve this warrant by posting attested copies thereof in, at least, five conspicuous places in each pre- cinct, seven days, at least, before the time of said meet- ing, as directed by vote of the Town. You are further directed to leave an attested copy of this warrant at every dwelling house in the Town.
Hereof, fail not, and make due return of this War- rant, with your doings thereon, to the Selectmen, on or before said day of Election.
Given under our hands this twentieth day of Octo- ber, A.D., 1930.

named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting attested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the time, place and objects of the meeting was published in the local papers.

In pursuance of the foregoing Warrant the legal voters of the Town of Arlington met in their respective voting places on Tuesday, the fourth day of November, nineteen hundred and thirty, at six o'clock in the fore- noon.
The polling places were designated as follows: Precinct 1, Crosby Schoolhouse, Winter Street; Pre- cinct 2, Hardy Schoolhouse, Lake Street; Precincts 3 and 5, Old Town Hall; Precincts 4 and 6, Robbins Me- morial Town Hall; Precinct 7, Locke Schoolhouse, Park Avenue.
